Context:Under the overall supervision of the Chief of Mission in Niger, the direct supervision of the Head of the Programme Support Unit (PSU) and in close coordination with all Project Managers in the Mission, the successful candidate will be responsible and accountable for assisting with the development of project proposals and reporting in support of IOM Niger country strategic priorities as well as donor liaison.
Core Functions / Responsibilities:1. Contribute to drafting new concept notes, project proposals, submission packages and other project documents in close coordination with relevant managerial and thematic units, the Resource Management Unit for budget-specific processes as well as with the relevant IOM RO(s), HQ division and SLO when applicable;2. Verify that the development of projects is in line with donor profiles and donor priorities as well as IOM requirements and standards, including results-based management (RBM) principles and review and endorsement processes embedded to the PRIMA-for-all platform and the IOM Project handbook, and follow up accordingly;3. Assist in developing approaches to expand IOM Niger donor base, including research and mapping of funding trends and sporadic support to donor liaison events;4. Coordinate donor agreements and project activation with managers and finance colleagues;5. Work closely with the Monitoring & Evaluation officer to facilitate consistency and quality across logical frameworks, results matrix, evaluation-specific aspects or other monitoring and evaluation aspects required by IOM standards or donors for the proposals;6. In close coordination with various PMs, track submission progress, and review and edit interim and final project reports for donors and the Regional Office, ensuring adherence to project proposals, signed agreements and institutional reporting requirements of IOM and donors;7. Support PSU Knowledge Management (KM) by ensuring that project documents, donor agreements and key correspondences are archived on IOM PSU Sharepoint as well as monitored through the regular update of the IOM Niger Project pipeline tool;8. Participate in donor briefings, conferences, workshops, UN working groups, etc. as requested by the Chief of Mission;9. Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education• Master’s degree in Development, Social or Political Sciences, Management or a related field from an accredited University with two years of relevant professional experience; or• University degree in the above fields with four years of relevant professional experience.
Experience• Experience in the field of migration issues, project design, and project implementation;• Work experience in project development, research, report writing and logical framework approach;• Experience in liaising with governmental authorities relevant as well as other national andinternational institutions;• Work experience in/familiarity with the region is an asset.
Skills• Knowledge of the IOM project cycle and project development standards;• Knowledge of UN and IOM programming;• Knowledge of donor-specific culture and standard calls for bids;• Excellent knowledge of migration management principles, concepts and techniques.
LanguagesIOM’s official languages are English, French, and Spanish.For this position, fluency in English and French is required (oral and written).Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
