Context:IOM Mozambique is implementing a Community Engagement and Policing (CEP) project that seeks to strengthen community security and stability in communities affected by violence in the Northern Region of Mozambique through police capacity building and community engagement. The objective of the intervention is to contribute to building resilience to violence in communities and increase law enforcement’s positive relationships with communities in Cabo Delgado.
The activities are planned to be implemented across multiple districts and communities, and will require significant coordination, networking, and liaising responsibilities in addition to technical, operational and management oversight.Under the overall supervision of the Head of Programme and Operations and the direct supervision of the Programme Manager (Immigration and Border Management (IBM)), the successful candidate will be responsible for supporting the day-to-day implementation, monitoring and reporting of IOM Mozambique’s Community Engagement and Policing (CEP) programs and project in the Northern region of Mozambique. The position will be based in Pemba, Cabo Delgado.
Core Functions / Responsibilities:1. In coordination with the National Project Officers and Programme Manager, assist in overseeing the day-to-day implementation of IOM’s Mozambique’s Community Engagement and Policing (CEP) programs and project in the Northern region of Mozambique by contributing to the effective and timely design, planning, monitoring and evaluation of activities.2. Update, in collaboration with the programme team, a project-level workplan, and coordinate the maintenance and regular review of project-level workplans.3. Maintain liaison and working relationships with key stakeholders and beneficiaries, including the government, UN agencies, Non-governmental organizations (NGOs), civil society organizations (CSOs), local communities and their leaders, and donors.4. Participate in coordination and inter-agency fora relevant to the project.5. Engage in reporting processes of the project including obtaining necessary reviews and endorsements and completing entry into internal systems.6. Ensure all project documentation is up to date and entered into the internal systems.7. In coordination with Programme Support Unit (PSU), contribute to resource mobilization for the IBM programme by providing technical inputs for the development of new projects, including assisting in drafting funding and project proposals, and monitoring data entry in internal systems.8. Provide inputs and information for the production of communication and visibility tools and materials relevant to the IBM programme.9. Implement appropriate monitoring and evaluation tools that support adaptive management and internal learning using IOM Mozambique’s Monitoring, Evaluation and Learning strategy.10. In coordination with the Programme Manager and Finance Unit, assist with budget monitoring, including reviewing financial reports and reconciling manual tracking with internalsystems.11. Coordinate and follow-up with the logistics and procurement team to check if project purchases are received and where applicable distributed in a timely manner.12. Provide updates to the Programme Manager, the Head of Programmes and Operations and the Head of Sub Office as needed on the overall performance of the relevant projects to facilitate effectiveness, conflict sensitivity, coherence, equity and integrity.13. Undertake duty travel, in line with prevailing security restrictions, relating to programmeimplementation.14. Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education• Master’s degree in Development, Political or Social Sciences, Law, International Relations, Security Studies, or a related field from an accredited academic institution with two years of relevant professional experience; or• University degree in the above fields with four years of relevant professional experience.
Experience• Experience in implementing community-focused humanitarian or development projects is required;• Experience in managing grants and implementing partners is required;• Experience in implementing the Community Engagement and Policing (CEP) programme, Immigration and Border Management (IBM), peacebuilding, resilience, transition, livelihoods, or stabilization activities in conflict-affected areas;• Experience in project development, implementation and management;• Experience in management and capacity building of staff;• Experience working with civil society organizations (CSOs) and overseeing CSO capacity building initiatives is an advantage;• Experience developing training curriculums and overseeing training programmes is an advantage;• Experience in adaptive management, outcome-based monitoring and evaluation, and programmatic learning models is an advantage;• Proven experience, knowledge and skills in budget monitoring, reporting, monitoring and evaluation and risk management is required;• Knowledge and working experience in the African region a distinct advantage.
Skills• Good knowledge of capacity building, training, communication, and visibility tools;• Excellent organization skills; analytical and creative thinking.• Excellent written and oral communication skills are required.• Familiarity with community resilience, conflict prevention and peacebuilding frameworks, practices and sensitivities;• Familiarity with project and resource management;• Understanding of how to apply risk management and conflict sensitivity in insecure, conflict-affected areas is an advantage;
LanguagesIOM’s official languages are English, French, and Spanish.For this position, fluency in English is required (oral and written). Working knowledge of Portuguese, French, and/or Spanish is an advantage.Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
