This position is located in the UNODC Regional Office for West and Central Africa (ROSEN) in Dakar, Senegal. The incumbent will work under the supervision of the UNODC Regional Representative, ROSEN, and the substantive guidance of the Coordinator of the Global Programme on Cybercrime (GLOX76), and overall guidance of the Chief of the Cybercrime and Anti-Money Laundering Section (CMLS), UNODC in Vienna, Austria.

The incumbent will carry out work assignments in connection with the implementation of counter-cybercrime technical assistance in the region and, where necessary, internationally. Within assigned authority, the Programme Officer (Cybercrime Investigation) will be responsible for the following specific duties:

  • Design curricula and courses on investigating cyber-dependent and cyber-enabled crime;
  • Organize and conduct capacity building and technical assistance activities on detection and investigation of cybercrime and crimes committed by means of technology, virtual assets, darknets, online child sexual exploitation and abuse, all related technologies, and provide technical advice to counterparts upon request;
  • Undertake outreach activities; coordinate international, regional and national workshops, meetings and conferences; make presentations on assigned topics/activities;
  • Provide, prepare and draft reports, guidelines, standard operating procedures (SoPs), and analysis on cyber-related issues;
  • Design and undertake training needs assessments of law enforcement agencies related to investigating cyber-enabled and -dependent crimes, this includes training, in collaboration with the digital forensics expert, on the use of software to gather, collect and analyze digital evidence as well as open-source intelligence (OSINT) and social media intelligence (SOCMINT) techniques;
  • Coordinate and liaise with intergovernmental and non-governmental organizations and institutions which are active in the provision of training and education on related issues at the international, regional or country level, as well as with associated UNODC and broader UN Programmes;
  • Assist in the ongoing monitoring and evaluation of the programme by collecting relevant data on project implementation, drafting reports and supporting follow-up of activities, as requested;
  • Implement activities under the Global Programme on Cybercrime, by delivering, overseeing, contributing to and ensuring coordination among the relevant personnel and units in particular with regard to the administrative set up of the activities, recruitment of staff and consultants, subcontracting of services and financial monitoring and reporting;
  • Prepare, review, plan and manage the implementation of substantive and administrative support, including budget and procurement management;
  • Prepare and draft a variety of written outputs that relate to the implementation of the project, such as background papers, progress reports, evaluation reports, mission reports, briefings and presentations;
  • Ensure regular communication with all project donors, and ensure that reporting obligations and other obligations towards the donors are fulfilled in a timely manner;
  • Collect and analyze data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
  • Perform other work-related duties as required.

  • Advanced university degree (Master’s degree or equivalent) in law, law enforcement/policing/intelligence/criminal justice, psychology and/or criminology, international relations, computer science, information systems/security, cybersecurity, software engineering, forensic computer/digital forensics, computer engineering, or closely related field, is required.
  • A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

  • A minimum of five years of progressively responsible professional work experience in undertaking counter-cybercrime (cyber-dependent or cyber-related) law enforcement investigations and/or counter-online child sexual exploitation operations is required.
  • Work experience in designing and delivering training on cyber or criminal investigation is desirable.
  • Experience within the United Nations or similar international organization dealing with law enforcement related operations is desirable.
  • Experience in project management is desirable.
  • Experience in data analytics or related area is desirable.


English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English and French are required. Knowledge of another United Nations official language is an advantage.
