Context:Under the direct supervision of the Chief of Mission (CoM), the successful candidate will be responsible and accountable for the development, oversight, coordination and resource mobilization of IOM’s transition and recovery portfolio in the Democratic Republic of the Congo (DRC) mission. Head of Transition and Recovery Department (TRD Head) will also liaise andengage  directly with high level Government officials, specifically representing IOM in discussions with MONUSCO, the Disarmament Demobilization Rehabilitation and Reintegration-Community Stabilization (DDRR-CS), and various peace building and peaceprocess initiatives; they will directly manage offices (Head of Sub Office and staff) dedicated to TRD programming.
Core Functions / Responsibilities:1. Lead, coordinate and promote IOM’s TRD programs with a view to ensuring that it is principled, timely, effective, sustainable and efficient, and contributes to longer-term recovery; ensure alignment with GoDRC strategies.2. Manage and lead DDR, Community Stabilization, security sector reform, Durable solutions units and programs and exercise the responsibility for the administrative, programmatic, operational, and financial management of the projects.3. Provide authoritative advice and guidance to program managers, in collaboration with the Chief of Mission, Heads of Sub-Offices and Department heads, on the necessary changes to strengthen the contribution of IOM DRC to stabilization and improved coherence within the mission and within the UN at large / relevant partner frameworks for stabilization.4. Establish, maintain and strengthen relations with government authorities, the private sector, the United Nations and international NGOs with a view to coordinating and promoting new activities, facilitating and integrating the implementation of the program with others, and raising funds for new TRD activities.5. Represent IOM and DRC in national, regional, and global coordination forums and other meetings, conferences and seminars linked to the department’s area of intervention, in coordination with the Chief of Mission and the heads of departments.6. Mobilize resources through the development of new projects, including the preparation of proposals and operational frameworks; negotiate with donors and ensure the production of communication tools that demonstrate IOM’s impact.7. Develop and implement the strategy of the Transition and Recovery Department and ensure the responsiveness of the program to destabilizing factors and trends, by developing and integrating new approaches, modalities, policies and procedures.8. Ensure consistency between the different pillars of TRD programming and take authoritative measures to maximize the collective strategic impact of the different activities.9. Build synergies within IOM DRC portfolio and especially ensure that TRD programs are integrated with existing complementary programs, including those implemented by CT Unit, Emergency Unit, Immigration and Border Management (IBM), Medical Health Department (MhD) and ensure efficient implementation of the triple nexus approach.10. Conduct ongoing contextual analysis in areas of interest to the Transition and Recovery unit, including needs, conflict dynamics, instability factors and risks, to ensure that stabilization support responds to developments contexts and needs.11. Ensure the provision of expert technical guidance and overall coordination for the development of new projects and programs in line with IOM TRD strategy. Review, assess and edit the project proposals before submission to relevant departments at IOM regional office and HQ and subsequently to donors.12. Oversee the planning and monitoring of budgets and work plans for all projects under the TRD department, ensuring audit and donor compliance and prompt closure of projects.13. Oversee the financial management and accountability of TRD Program and coordinate with relevant departments and HQ to ensure timely and accurate reporting to donors.14. Analyze and review project/programme reporting and sitreps and advise the Chief of Mission accordingly about potentially required adjustments and emerging Complementary opportunities.15. Communicate regularly with field operations and make periodic field visits to sub-offices and areas where project activities are implemented to advise and guide project staff, donors, local authorities and other project partners, and to ensure the achievement of programme objectives.16. Manage and supervise all staff and sub-contractors of the Transition and Recovery unit, including field and management positions.17. Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education• Master’s degree in International Relations, Political Science, Business or Public Administration or a related field from an accredited academic institution with seven years of relevant professional experience; or• University degree in the above fields with nine years of relevant professional experience.
Experience• At least 7 years experience in project development and management, including operational and field experience, with a focus on transition and recovery issues;• Demonstrated management and implementation expertise on projects or programmes in the thematic area (DDR, SSR, CS, Return Reintegration, Peace building, Reconciliation, HLP etc;• Experience in liaising with governmental authorities, other national/international institutions;• Experience in programme formulation, implementation, evaluation and practices;• Experience in UN inter-agency coordination and participatory processes;• Familiarity with IOM project life cycle, administrative and financial management.• Experience in complex crisis environments, conflict resolution, tolerance and peace-building mechanisms;• Experience working in political transition/ fragile state environments.
Skills• Excellent project management skills including knowledge of IOM administrative and financial procedures and budget monitoring• Experience to utilize and operate engineering-related software such as AutoCAD.• Excellent monitoring and evaluation skills and ability to supervises large numbers of staff.• Familiarity with cluster systems, various steps of project cycle and coordination with donor, local authorities, beneficiaries and other stakeholders.• Knowledge of UN pooled fund and bilateral donor programming.• Strong management capability and experience.• Ability to negotiate and resolve operational problem.• Ability to work with in autonomy.
