Context:
IOM Chad is implementing a wide variety of projects throughout the country, with rapidly expanding sub offices from currently 7 to 14 before the end of 2018. Several new projects, specifically focused on emergency assistance and cash programming will be implemented in the coming months.
Under the overall supervision of the Chief of Mission and the direct supervision of the Resources Management Officer (RMO), the successful candidate will be responsible for finance aspects of, and reinforcing the team regarding, the cash and emergency programming funded by the World Bank and Germany.
Core Functions / Responsibilities:
1. Provide administrative support in monitoring the financial management of the ongoing projects in Chad.
2. Record financial and administrative transactions in PRISM. Process homogeneous transactions where several consecutive stages of processing are involved. Analyze unusual transactions to recommend processing.
3. Monitor and track Operational advances in close coordination with the heads of sub-offices and other pertinent staff.
4. In close coordination with the Resources Management Officer, conduct regular monitoring and supervise finance support staff in the mission and in field offices as required.
5. Ensure financial documents are in conformity with relevant financial regulations, policies and procedures.
6. Alert the Resources Management Officer in a timely manner in case of irregularities regarding undertaken transactions.
7. Assist the Resources Management Officer in the preparation of donor financial reports.
8. Undertake quality control checks on requests for payment, purchase requests and other requests that will result in financial obligations by field offices.
9. Apply various systems and tools that ensure zero tolerance for corruption or embezzlement throughout project implementation.
10. Liaise with relevant units in the mission, including the logistics unit, with regards to financial activities of the mission.
11. Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in Finance, Accounting, Administration, Economics or a related field from an accredited academic institution; or • University degree in the above fields with two years of relevant professional experience.
• Professional certification as chartered accountant (CA) or certified public accountant (CPA), Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) will be a distinct advantage.
Experience
• Experience in managing procurement and logistics processes;
• Experience in field-work in a challenging environment and community-based reintegration processes necessary; • Experience in implementing projects in fragile and post-conflict political settings;
• Willingness to travel up to 60% of the time to very remote and isolated field locations and work in a diverse multi-cultural environment;
• Familiarity with the UN system;
• Strong and detailed understanding of IOM procurement/admin/finance rules and regulations;
• Familiarity with IOM’s coordination mechanism, contracts and agreement endorsement procedures.
Languages
Fluency in English and French is required. Working knowledge of Arabic is an advantage.

Internationally recruited professional staff are required to be mobile.
