GENERAL CONTEXT

Médecins Sans Frontières is an international independent medical-humanitarian organization, which offers assistance to populations in distress, to victims of natural or man-made disasters and to victims of armed conflict, without discrimination and irrespective of race, religion, creed or political affiliation.

MSF is a civil society initiative that brings together individuals committed to the assistance of other human beings in crisis. As such MSF is by choice an association.
Each individual working with MSF does it out of conviction and is ready to uphold the values and principles of MSF.

The MSF movement is built around five operational directorates supported by MSF’s 21 sections, 24 associations and other offices together worldwide. MSF OCBA is one of those directorates. The operations are implemented by field teams and the mission coordination teams; together with the organizational units based in Barcelona, Athens and decentralised in Nairobi, Dakar and Amman. The field operations are guided and supported by 5 Operational Cells, the Emergency Unit and other departments supporting operations, including the Medical Department.

The MSF Medical Department of the Operational Centre Barcelona-Athens (MSF-OCBA) is composed of two units: the technical advisor unit which is formed by referent advisors of different areas and specialties[1]; the medical-operational unit which is formed of polyvalent Cells-based health advisors and mobile positions. The Medical director is in charge of the overall management of the department with the support of the heads of the three specialists’ teams and the head of the medical-operational unit detached to the Operations, and an Assistant.

 

MAIN OBJECTIVE OF THE POSITION

The main objective is to provide technical support for all projects involving emergency care and / or medical care for adults in the field.

This general objective involves the following core areas;

  1. Emergency care, (defined for the organization as the treatment of individuals with acute life- or limb-threatening medical and potentially surgical needs; for hospital and out of hospital care.) in close collaboration with other relevant technical referents in the department
  2. Internal Medicine (adults), with an specific focus on adult inpatient care

 

And some specific diseases

  1. Focal point for the chronic non-communicable diseases programs
  2. Focal point in adult’s clinical management of Filovirus and arenavirus, Cholera, epidemic hepatits E[i] and meningitis.
  3. Focal point for clinical management of other diseases with epidemic potential both emerging and reemerging, in close collaboration with with the tropical medicine advisor.

 

The work will be carried out in the framework of the active strategic plan , the operational policy and OCBA annual plans as well as the Medical department plans, working in close collaboration with other technical advisors involved to contribute to a more transversal, integrated and holistic support to the cells and the field.

 

PLACEMENT WITHIN THE ORGANISATION

The Referent will be hierarchically and functionally accountable to the Head of Referents – Team A Functionally linked and supporting Medical polyvalent (TESACO/ Desk HQ), Medical Coordinators (missions) and Project Medical Referents (projects), as the rest of the referent advisors of the Medical department.

While in the field, he/she works under the regular hierarchical and functional structures of the missions, while keeping communication with the Medical Department.

 

MAIN RESPONSABILITIES, FUNTIONS AND TASKS

Due to the characteristics of the Job profile, they are divided in common to Emergency care and I.Medicine, particular to Emergency care, particular to I.Medicine, acting as focal point for specific disease and within the Medical Department development. In this sense:

 

Common to core areas (Emergency care and I.Medicine)

  • S/he is the advisor to field missions / cells polyvalent medical staff concerning any technical problem / question that arises from the field
  • S/he provides support to enhance quality of care in the missions through protocols and guidance concerning technical program set up and clinical procedures, as well as through field visits.
  • S/he maintain updated or create adequate guidelines and tools for Emergency care and I.Medicine (adults)at field level.
  • Support the Op-Cell Medical advisors in defining the strategy for emergency care and/or adult’s care strategies.
  • S/he contributes to the planning of activities within MSF by participating in the relevant working group discussion and meetings, interacting with similar advisors of other MSF Operational Centres; and/or with external experts concerned.
  • S/he will receive data and reports from the field regarding the core components of his position, to contribute in its analysis, providing timely feedback to support the quality of care in MSF OCBA and participate in its dissemination by preparing presentations in an adapted format (presentations in the field / HQ/external)
  • S/he will participate in the planning and operational discussions development of proposals for potential operational interventions;
  • To produce periodic reports according to the framework of the medical department
  • Briefing and debriefing of expat field workers to discuss and orient in main responsibilities, guidelines policies, data collection and reporting, together with other referents.
  • In case there is a MIO[2] in the domain, s/he will provide technical and functional support and coordinate with the MIO to make sure the support is provided timely and effectively.
  • S/he contributes to the definition of priorities in operational research and participates in the follow up and supervision of operational research activities
  • Supports the HHRR department and the learning unit in the recruitment, matching development and trainings of staff in relation to the core areas

 

Particular to Emergency care

  • To develop technical frameworks and adapted tools (i.e. guidance document) for implementation at field level of emergency care programs, including out of hospital emergency care / pre-hospital care.
  • S/he will participate in colloquiums, trainings and seminars on IM areas according to the priorities chosen by the medical department.

 

Particular to Internal Medicine

  • S/he will participate actively in the telemedicine platform providing timely support to the projects sending clinical cases if required, but also will have an overall vision of all the OCBA internal medicine cases allocations in order to eventually interact with other internal medicine experts and make sure that technical support is in line with our means, guidelines and field realities.
  • S/he will promote the improvement of adults medicine programs

 

Acting as focal point to Specific areas/diseases[3] :

  • In close collaboration with other relevant technical advisors, S/he is responsible of the clinical management technical support for these specific diseases.
  • S/he is responsible of channeling field visit request from field.
  • In close collaboration with other relevant technical advisors, s/he is responsible of representing MSFOCBA for these specific areas, and/or participating in the relevant working group discussion and meetings, interacting with similar advisors of other MSF Operational Centers; and/or with external experts concerned.

 

Medical department development:

  • Effective and smooth coordination and collaboration in activities with other Referents of the Medical Department (e.g. with Epis for Meningitis and cholera outbreak investigation and response; Hosp Ref for ER and ICU organization)
  • Participating in all activities organized by the Medical department.
  • Providing proposals concerning the enhancement of the quality and relevance of adults services;
  • S/he liaises regularly with key actors related to IM (academics, researchers, institution developing programs or policies related to IM) to inform or get informed on recent / ongoing developments in and outside of MSF (programs, research, initiatives, introduction of new tools) and use those info to feed internal discussion on IM&EC to promote innovation;
  • S/he remains in contact with other MSF bodies (e.g. Access Campaign) to follow up and support if needed, initiatives of interests for MSF OCBA;
  • Participate in the roster of Medical Guardia
  • Collaborate when requested and green lighted by her/is line manager with specific dossiers with other departments and services (HHRR, Communication, Fundraising, Logistics, etc.).

 

SELECTION CRITERIA

Education, Experience and desired attributes

  • Medical doctor. Specialization in Internal Medicine and/or Emergency medicine postgraduate is an asset.
  • Up-to-date clinical experience in emergency care. Managerial experience in Emergency care programs and/or services is an asset.
  • Experience in managing patients/outbreaks of VHF, meningitis and/or cholera is an asset.
  • A minimum of 2-years’ experience in different MSF projects (different contexts) or with relevant medical organization working in low income countries and/or humanitarian settings
  • Fluent in English. Good knowledge of French is a plus (and eager to learn up to B2 level). Knowledge of another language (Spanish, Arabic, and Portuguese) is an asset.
  • Knowledge in computer: Excel, Word and PowerPoint.

 

Others

  • Training and communication skills highly appreciated.
  • Ability to provide answers to required matters in a simple way, practical and adapted to MSF field conditions.
  • Willing to travel abroad, including conflict settings

CONDITIONS

  • Position based in Barcelona at the MSF headquarters office. Regular field visits estimated to up to 30% of time.
  • Fulltime job
  • Permanent position: Minimum commitment of 3 years
  • Annual gross salary: € 36,985.94 (divided in 12 months payments) + secondary benefits, based on MSF OCBA reward policy
  • Starting date: ASAP
