Program / Department Summary

Mercy Corps has been operating in the Democratic Republic of the Congo (DRC) since August 2007, with a staff of around 300 people working in North and South Kivu, with the overall country goal to support vulnerable communities through crises, while fostering programs that build resilience and promote long-term change. Mercy Corps’ national office is in Goma with sub-field offices in North Kivu and South Kivu. Mercy Corps’ key programming areas include a combination of longer-term development and immediate humanitarian response programs in order to:  1) Improve water service delivery and ensuring equitable access to Water, Sanitation and Hygiene services, in urban and rural areas; 2) Improve food security and nutrition; 3) Promote diversified livelihoods, economic recovery and development. Mercy Corps DRC’s humanitarian programs aim specifically to assist populations affected by the conflict and crisis in Eastern Congo. With funding from humanitarian donors including OFDA and UN-donors, the humanitarian portfolio continues to expand in order to provide multi-purpose cash assistance and emergency WASH to displaced and host populations. Mercy Corps plans to scale up and expand its humanitarian response to reach more beneficiaries with additional and varied assistance in a wider geographic area. All Mercy Corps interventions in DRC are implemented in a conflict and gender sensitive manner.

General Position Summary

The Grants Manager will support the Emergency Director of Programs in administering the emergency program’s portfolio of multiple grants. The Grants Manager will assist in securing new programs by coordinating or leading proposal development processes and ensures high-quality and timely donor reporting. The Grants Manager will have oversight of the Mercy Corps Program Management Minimum Standards (PM@MC) function by working closely with the program and Monitoring, Evaluation and Learning (MEL) teams and advise program teams on donor rules and regulation to ensure all programs are compliant with our internal and donor regulations. The Grants Manager will also work collaboratively with the Program Sector leads, Program Managers, Monitoring, Evaluation and Learning Team, Finance and Compliance Teams, and Headquarters staff.

Essential Job Responsibilities

Grant Management

  • Maintain a grants tracker and provide regular management information to the Country Leadership Team on the performance of the grants portfolio.
  • Maintain an online grant filing system, ensuring compliance with PM@MC minimum standards.
  • Play a leading role in Grant Kick-Off and Close-Out meetings to ensure that all grant information, including deadlines, donor priorities and requirements, are communicated and understood by the team, and grants are closed in compliance with donor regulations.
  • Establish systems for regular grant monitoring and facilitate regular meetings with Program, MEL, Finance and Operations teams to support the Director of Programs to ensure that performance on individual grants is tracked effectively, risks and issues are flagged and action taken as appropriate.
  • Maintain effective communications with headquarters staff, providing timely updates on grants and flagging potential issues promptly.
Proposal Development
  • Interface with Mercy Corps headquarters and the regional office to keep abreast of donor strategic priorities, specific requirements and deadlines;
  • Participate in the strategic evaluation process for new funding opportunities;
  • Oversee proposal development processes, including drafting and producing high quality concept notes and proposals that support Mercy Corps DRC’s strategic programming goals. This involves developing, managing and sharing the proposal development calendar in-country and with headquarters, ensuring funding proposals are submitted in a timely manner.
  • Coordinate funding opportunities with relevant staff.
Reporting And Communication
  • Oversee reporting workflows and processes between Program Teams, senior leadership, and HQ to ensure the timely and quality development, review and submission of reports and other communication products.
  • Maintain a reporting tracker and share regularly with Program and MEL Teams.
  • Collaborate with the Director of Programs and MEL Director on the development of strategies, position papers, thought leadership pieces, and other related initiatives leveraging evidence from programs.
  • Provide timely, thorough responses to information requests from internal and external sources.
  • Provide managerial and programmatic oversight to partners and sector managers.
  • Integrate community, gender and inclusion approaches and capacity building into all activities as appropriate.
  • Produce written reports on program activities, capturing the impacts of activities and pilots.
  • Fulfill Mercy Corps Program Management Minimum Standards based on the organization-wide guide.
Finance And Compliance Management
  • In collaboration with Finance and Compliance Teams, ensure compliance with donor and Mercy Corps regulations, including PM@MC minimum standards;
  • Liaise with the Programs, Finance and Operations Teams in the development of budgets of funding proposals.
Communications And Representation
  • Oversee the implementation of a communications strategy in conjunction with program staff. Ensure compliance with all donor regulations and Mercy Corps Iraq, regional and global communication initiatives.
  • Develop strategic communication materials, such as sector profiles, impact reports, program briefings, leadership and positioning pieces, key messages, talking points, and other relevant pieces.
  • Ensure high-quality information sharing among internal and external audiences.
  • Represent Mercy Corps in external coordination forums, as requested. 
Security
  • Ensure compliance with security procedures and policies as determined by country
Organizational Learning

Works Directly With: CASH & NFI Manager, WASH Manager, Protection Advisor, Emergency M&E Manager, Emergency Finance Manager and Support staffs, MC HQs.

Success Factors

The successful candidate will be eager to learn through doing and will not shy away from tough challenges. This position has a critical function in ensuring grant management systems and processes are successfully implemented across the life of a grant and key controls are in place to support effective management of the funding portfolio and compliance with the donor requirements. As such this person will be very closely working with the different departments.

The successful candidate is passionate about humanitarian and development work and is committed to the delivery of high quality products while respecting deadlines. S/he will be patient and flexible, and is able to improvise and remain responsive and communicate clearly and effectively under pressure. S/he will master the art of prioritizing and organizing processes and is detail-oriented. S/he will have a passion for writing.

Living Conditions / Environmental Conditions

This position is an unaccompanied position. Shared housing will be provided in Goma according to Mercy Corps DRC housing policy. Goma is a provincial capital of over 700,000 inhabitants. Travel may be required up to 10 % of the time to program areas. Living in Goma is comfortable, although water and electricity can be unstable. Outside Goma, travel can be dangerous and unpredictable due to armed forces and rebel activity.

While security is quite stable in Goma, North and South Kivu continue to be an arena of violence and insecurity. Mercy Corps’ sub-offices experience variable levels of insecurity, with the situation closely monitored by UN peacekeepers. Air travel is necessary to get from one end of the country to the other.  Mobile phones and cellular service are widely available. Internet is available in all Mercy Corps offices. Travel to field sites will be required where living conditions are clean and secure, but basic. There are a number of health services available with evacuation options for serious illnesses. There is reasonable access to most consumer goods, although they can be expensive.

Town/City Goma
Experience / Qualifications

  • BA degree in relevant field and MA preferred;
  • 3 to 5 years of progressive work experience, with demonstrated strengths in grant management, proposal development, and donor reporting;
  • Familiarity with US, EU and other donor regulations related to reporting requirements and ability to understand and adjust to the donor contractual requirements preferred.
  • Excellent planning, management and coordination skills, with the ability to organize a workload comprised of varying and changing tasks and responsibilities;
  • Experience in staff management, supervision and capacity building;
  • Demonstrated experience in working in a multi-cultural and high-stress environment;
  • Excellent writing and editing skills in French and English required; Kiswahili language skills advantageous;
  • Previous work experience in conflict and/or post-conflict environments, particularly in Africa, preferred;
  • Internationally recognized qualification in project or program management or a commitment to obtain the qualification in the early months of work.
