Context:
Under the overall supervision of the Chief of Mission, and the direct supervision of the Programme Support Unit Coordinator (PSU), and in coordination with the Programme Managers and Heads of Sub-Offices, the successful candidate will be responsible for providing  technical support  for project development, including assisting in identifying IOM- relevant project opportunities, as well as reporting, along with assisting with protection and gender mainstreaming components, for all programs and activities for IOM South Sudan in line with donor requirements.
Core Functions / Responsibilities:
1. Assist in the development of new programs and projects in coordination with the relevant donors, government counterparts, public and private institutions, and project partners, and provide technical inputs that respond to emerging trends and priorities and that are in compliance with donor interests and requirements.
2. Provide information for and facilitate the incorporation of cross-cutting themes (i.e. gender, protection, etc.) and conflict sensitivity in project concept notes and proposals in line with the new Project Handbook.
3. Provide technical inputs to support the development of strategic documents for the Mission, including the Migration Crisis Operational Framework (MCOF) for the period 2020-2021, as well as participating in United Nations Country Framework efforts.
4. Conduct desk research and conduct field visits to prepare background information to support the development of new project proposals.
5. In close coordination with the Monitoring and Evaluation (M&E) officer, review and edit donor reports from programme units to support compliance with donor regulations and obligations, as well as the report finalization process with the Donor Report team at the Regional Office in Nairobi.
6. Provide and coordinate inputs for information requests from Headquarters, the Regional Office, other IOM missions and external partners, such as donors, government, partner agencies, and implementing partners, in close coordination with PSU Coordinator.
7. Support liaison efforts with donors, UN partners, and governmental and non-governmental stakeholders in South Sudan.
8. In close coordination with the M&E officer, check coherence and consistency of monitoring and evaluation tools with the proposal contents.
9. Monitor specific aspects of project implementation, identify problems and propose action to expedite the delivery of inputs.
10. Undertake travel duty as required.
11. Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
•Master’s degree in Political or Social Sciences, Law and/or International Relations or a related field from an accredited academic institution with two years of relevant professional experience; or
• University degree in the above fields with four years of relevant professional experience.
Experience
• Experience in the field of migration issues, project design, management and implementation, and administrative and financial management;
• Work experience in the region is an asset;
• Knowledge of the cluster system and experience with protection is an asset;
• Ability to work with basic word processing software, e.g.  Microsoft Word, PowerPoint and Excel.
Skills
• Excellent communication, negotiation skills and report writing skills;
• Effective resource management skills and strategic and creative thinking;
Languages
IOM’s official languages are English, French and Spanish.
For this position, fluency in English is required (oral and written). Working knowledge of French and/or Spanish is an advantage.
