Context:
Under the overall supervision of the Head of Programme in Niger and the direct supervision of the Programme Manager (Immigration and Border Management (IBM)) based in Niger, the successful candidate will be accountable and responsible for supporting the implementation of IOM Niger projects on IBM. S/he will specifically be responsible for coordinating and implementing the projects “Engaging communities in border management – Phase IV” and “Strengthening communication, cooperation and information management along the border with Nigeria for effective and participative border management – SCCAN”, both targeting the central regions of Tahoua, Maradi and Zinder and aiming at building capacities in terms of integrated and humanitarian border management, as well as extending the Migration Information and Data Analysis System (MIDAS) network and coverage along the border with Nigeria. S/he will supervise the project support team. Travel to the field and across the region for monitoring and evaluation may be required.
Core Functions / Responsibilities:
1. Coordinate, monitor and implement activities for the projects, in collaboration with other IBM staff.
2. Supervise the support team dedicated to the projects.
3. Coordinate monitoring and evaluation of the projects and facilitate reporting tasks.
4. Maintain links with existing/remaining Governmental Counterparts, Non-Governmental Organisation (NGOs), UN Agencies and Donors in Niger and the region.
5. Support the Programme Manager in the planning and implementation of other projects in the IBM Niger portfolio as needed.
6. Coordinate and implement project activities, including participating in field assessments, monitoring and evaluation, in line with the project objectives and donor requirements.
7. Support the Head of Unit and the IBM Niger team in planning, coordinating and monitoring other IOM Niger portfolio activities, as required.
8. Undertake duty travel, in line with prevailing security restrictions, relating to project assessments, liaison with counterparts, and project implementation, as required.
9. Prepare and coordinate regular project reports in a timely manner according to IOM Niger and RO Dakar in donor formats, in close coordination with the Head of Unit as well as the Monitoring and Evaluation Officers based in the national and regional offices.
10. Ensure adequate information management on project related activities including project awareness raising and visibility, regular updates, summaries, press releases and other relevant materials, in coordination with the donor and IOM’s Public Information Department.
11. Participate in relevant conferences, workshops, steering committees, policy and technical working groups, as well as other forums to ensure proper coordination and presentation of IOM activities.
12. Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in Political or Social Sciences, International Law, International Studies or a related field from an accredited academic institution with two years of relevant professional experience; or
• University degree in the above fields with four years of relevant professional experience.
Experience
• Experience in report writing and project development and implementation;
• Experience in liaising with Government authorities, other national /international institutions and
donors (including, preferably, European Union (EU) institutions and civil society organizations);
• Experience in project management or programme coordination;
• Knowledge and working experience in the Western and Central African (WCA) region a distinct advantage.
Languages
IOM’s official languages are English, French and Spanish.
For this position, fluency in English is required (oral and written).

Internationally recruited professional staff are required to be mobile.
