Job Description

The Subcutaneous DMPA (DMPA-SC) Technical and Market Lead (TML) is a three-year project funded by the Bill and Melinda Gates Foundation and the Children’s Investment Fund Foundation. The TML is led by PATH in collaboration with John Snow, Incorporated (JSI). The TML team collaborates with ministries of health and country-level implementing partners to provide technical assistance for preparation of country-led, total-market, costed plans for introduction, integration, and scale-up of subcutaneous DMPA. The TML team also provides support to coordinate and track plan implementation. The TML’s technical assistance and coordination support is tailored to each country’s situation and requirements, with scopes of work developed in conjunction with ministry of health leaders and local family planning technical working groups. The TML will also enable ministries of health and partners to participate in multi-country/global level monitoring, and evaluation of DMPA-SC uptake, troubleshoot challenges, mobilize resources by alerting donors to funding gaps, and support learning and information sharing at the country, regional and global levels. The TML expects to collaborate with ministries of health and partners in up to nine west and central African Francophone countries and Madagascar. The TML will establish a technical assistance and information hub in Dakar, Senegal to support Francophone countries; this hub will also be the base for a Francophone DMPA-SC Learning and Action Network (LAN). The TML Francophone hub will include a small team responsible for providing technical assistance and general backstopping to TML coordinators in Francophone countries introducing/scaling-up DMPA-SC. The Francophone LAN will promote country-to-country information exchange to disseminate research data and country experience through a peer network, and thereby accelerate adoption of DMPA-SC introduction and scale-up strategies among multiple countries concurrently, including innovative practices such as community-based delivery of injectable contraception and DMPA-SC self-injection. The LANs will Contribute to the TML’s Monitoring, Learning and Evaluation (MLE) agenda by serving as a platform for actively sharing and reviewing regular progress reports on DMPA-SC introduction and scale-up activities across multiple countries among the DMPA-SC donors and country partners. Regional Team Coordinator. PATH is recruiting a Regional Team Coordinator for Francophone Africa to be based in PATH’s Dakar, Senegal office. The Regional Team Coordinator will be responsible for tracking the work of a small, Dakar-based technical assistance team supporting the introduction planning and implementation work of counterparts in up to ten west and central African Francophone countries and Madagascar. The Regional Team Coordinator will also be the lead technical and management resource for the establishment and operation of the Francophone LAN. The Regional Team Coordinator responsibilities will be as follows: Team leadership: Coordinate the activities of the Dakar-based TML team providing technical assistance to countries in the region. The team will include one full-time Regional Technical Advisor, one full-time Program Officer, one part-time finance/admin officer and one part-time project assistant. Managing the LAN community: In collaboration with the TML technical team, develop a strategy and work plan for the Francophone LAN. Engage regularly with the TML’s Monitoring, Learning and Evaluation (MLE) technical team to ensure optimal interface between the global and national level MLE activities and the LANs. Required Qualifications: Demonstrated ability to coordinate/lead small technical teams. Required Experience: Master’s degree required, in public health, public policy, international development, health management, or other fields related to information technology or telecommunications; or documented equivalent experience in related field. |
