Job Description

With headquarters in Kinshasa and field offices in the provinces of North Kivu, South Kivu, Haut Katanga and Tanganyika, the IRC is one of the largest humanitarian actors in the Democratic Republic of Congo (DRC). The IRC aims to save lives, to strengthen Congolese institutions and to reinforce social cohesion through carefully designed and professionally-implemented programs. The IRC has been working in the DRC since 1996 and currently operates in five core programming areas – primary health care, governance and accountability, women’s empowerment and the prevention and mitigation of gender-based violence, education, and emergency preparedness and response. These programs reflect IRC’s guiding principles of capacity-building; participation; partnership; protection and promotion of human rights; and holistic programming.

The Engaging Sub-national Authorities in Accountable Practices (ESAAP) project will increase the influence of Congolese citizens on sub-national decisions that affect their lives such as in provincial and local governance, and essential service delivery. The ESAAP project will achieve this result by firstly establishing a political economy and poverty analysis facility capable of identifying the intersection between needs and opportunity for systematic change, and secondly by piloting innovative approaches aimed at resolving sub-national governance and accountability problems.

In this context, the IRC is seeking a highly skilled, dynamic and experienced Team Leader working under the supervision and in close collaboration with the Deputy Director of Programs, based in Goma, DRC and the Senior Technical Advisor for Governance programming based in Nairobi, Kenya. This position will provide leadership and technical expertise on all components of the project.

 

RESPONSIBILITIES

Strategic Management and technical leadership:

  1. Develop and maintain relationships internally between partners and externally with relevant actors;
  2. Strategic management of the ESAAP project, identify opportunities for increasing impact of the partnership approach, ensure regular strategic reflection, influence sectoral actors based on evidence;
  3. Communicate with the team/partners a clear and exciting vision for the work of the ESAAP project;
  4. Represent and communicate the ESAAP project initiatives to relevant stakeholders;
  5. Coordinate, monitor, review, evaluate and share lessons learnt from all activities to support the achievement of outcomes and impact;
  6. Coordinate knowledge sharing events and ensure learnings are effectively translated into project design;
  7. Provide technical leaderships and ensure that the project is fully designed and implemented according to the approved project proposal and in accordance with DFID requirements;
  8. Ensure ongoing relevance of the project, adapting intervention approach/content associated with contextual and organizational changes and opportunities.
  9. Manage, supervise and support of partners to ensure that the team fulfil its responsibilities;
  10. Report and make presentations to partners on activities and on opportunities to increase the added value of working in partnership;
  11. Ensure effective communication and information sharing between partners and with other relevant actors and stakeholders;
  12. Attend appropriate coordination fora, represent partners at such meetings and report back to the relevant partners on the outcomes of such meetings;
  13. Develop activity plans, reports and other relevant documents that meet DFID requirements;
  14. Support the convening of the project steering committee;
  15. Oversee the effective coordination and implementation of the project and ensure compliance of all activities with donor rules and regulations;
  16. Monitor and review performance of staff and hold partners accountable for meeting the success criteria and delivering any improvement goals which have been identified; give corrective feedback when required and take decisive action in the case of poor performance.
  17. Contribute to the overall governance portfolio of the IRC in DRC.

Finance, Procurement and Donor Compliance

  1. Ensure compliance to all policies and procedures and take appropriate actions in case of deviations;
  2. Work closely with finance staff to ensure appropriate control and compliance in overall financial management with specific focus on grants and sub-grants management;
  3. Be responsible for overall financial oversight of the project budget and expenditure;
  4. Ensure that compliance to donor agreements are adhered to;
  5. Ensure development and implementation of work and expenditure plans and ensure that projects are implemented within agreed and approved budgets through undertaking regular budget monitoring of expenditure against budget;
  6. Ensure that internal and donor financial reports are submitted in a timely manner and up to high quality standard;
  7. Ensure implementation of recommendations from due diligence assessments and continuous monitoring to ensure controls and risk mitigation measures are in place;
  8. Ensure efficient and reliable procurement of goods and services in a transparent and accountable manner, ensure value for money for the organization and justifiable use of donor funds;
  9. Ensure compliance with relevant legal frameworks in all contractual, financial, labor and taxation matter.

Monitoring & Evaluation (M&E)

  1. Ensure adherence to monitoring and evaluation guidelines, frameworks and indicators for the project and provide technical support to embed M&E and accountability in all activities;
  2. In coordination with partners, ensure and enhance primary stakeholder ownership of the project via community participation and consultation and use of participatory approaches in M&E.

Human Resources, Training and Capacity building

  1. Ensure competent and empowered human resources are available based on current and future needs for the delivery of project outputs;
  2. Ensure Human Resources policy and procedures are followed, with support from the IRC Human Resource Department;
  3. Ensure adequate resources are available and are utilized for effective recruitment, development and retention strategies, including training and performance management enabling staff to understand and deliver the ESAAP project;
  4. Enable the recruitment and retention of highly competent, enthusiastic staff, consultants and service providers with a learning attitude;
  5. Identify training needs of staff recruited to support project;
  6. In consultation with partners, identify training needs of staff and partners and implement relevant training activities.

QUALIFICATIONS

  1. Minimum eight (8) years of experience in local governance, social accountability, public administration, institutional development, public-sector capacity building or related technical areas (preferably in a post-conflict environment or in Africa;
  2. Minimum five (5) years of experience working closely with and supporting capacity-building, governance and accountability projects in post-conflict situations;
  3. Strong knowledge and understanding of political economy analysis, governance in service delivery as well community driven development;
  4. Solid experience in participatory, flexible, conflict and gender-sensitive programming and implementation;
  5. Strong track record in working in partnership with governments and civil society at various levels and diverse organizational stakeholders, developing and implementing appropriate and targeted learning and capacity development activities in support of programming partnerships;
  6. Demonstrated knowledge of the Problem Driven Iterative Adaptation (PDIA) technique;
  7. Demonstrated ability to effectively manage and motivate staff working in multiple locations;
  8. Demonstrated ability to negotiate and partner with communities, civil society, government representatives, donors and other stakeholders;
  9. Master Degree in community development, public administration, law, international development, project management or other relevant field;
  10. Strong oral and written communication skills in French is required;
  11. Fluency in written and spoken English is required.
