Job description and purpose 

The COVID pandemic has demonstrated that access to COVID vaccines in Africa is limited in part by the lack of local manufacturing.

Senegal is rapidly advancing with its strategy to manufacture countermeasures for epidemics, starting with vaccines and diagnostics, and the ecosystem the country builds post-COVID represents an unparalleled opportunity to simultaneously enhance its research and development (R&D) environment.

The Institut Pasteur de Dakar is developing the capacity and capability to prepare vaccines in Africa, for Africa.

Institut Pasteur de Dakar’s vision for the success and impact of this program requires building many new or expanded capabilities including physical infrastructure as well as developing human capital for sustainable impact. Through partnerships, Institut Pasteur de Dakar seek to establish, operate and provide programs and services to help African youth to access education, understand and utilize technology and develop the skills necessary to succeed in a diverse and global work force.

The Biomanufacturing Human Capital Development Programme Manager & Coordinator will work closely with the senior leadership at Institut Pasteur de Dakar and more specifically the Associate Director of Partnerships to ensure the success of the program through high-quality coordination and administration support to the newly formed Biomanufacturing Human Capital Development team leading the Knowledge & Workforce for Africa Manufacturing’s Equity (KWAME) initiative.

Keys responsibilities

  • Direct support to the Associate Director of Partnerships
  • Implement programmatic objectives and strategic plans for a wide range of activities in support of the development of the biomanufacturing human capital development initiative KWAME.
  • Support day-to-day operational and financial management, operating budgets and expenditures of the of the biomanufacturing human capital development initiative in liaison with the finance and grants office departments of Institut Pasteur de Dakar
  • Provide logistic and administrative support for trainers, participants and visitors for the biomanufacturing hubs in Dakar, Diamniadio and Mbao
  • Manage periodic internal and external governance meetings
  • Provide general process support and work plans for key milestones and support preparation of reports, presentations and other project outputs and liaison with key stakeholders
  • Manage analytics for programme Measurement, Evaluation and Impact
  • Performs all other related duties as assigned by the Associate Director of Partnerships

Essential skills, experience and competencies

  • Outstanding organizational ability.
  • A passion for driving social impact and equity, typically evidenced by a strong interest in and/or prior exposure to global or local impact issues.
  • Experience of directly supporting teams geographically spread and strong leadership capabilities.
  • Strong background in complex project management and monitoring or grant management, with the ability to work under pressure on multiple projects, liaising with external and internal stakeholders.
  • Proficiency in written and spoken French and English. Proficiency in any other languages will be viewed favourably.
  • Proficiency with Microsoft Office Suite and ERP systems.
  • Demonstrated ability to thrive in fast-paced and high-pressure situations and deliver timely and quality outputs.
  • Versatile and responsive working both virtually and in person collaboratively with teams across multiple campuses and organizations

Education required

  • Bachelor’s or other advanced degree with 5+ years’ experience, or equivalent.
  • Strong analytical abilities, both quantitative and qualitative.
