Context

The Institut Pasteur de Dakar (IPD) is a Senegalese non-profit foundation of public utility. IPD’s objective is to contribute to public health in Africa and especially in Senegal, with research and training activities, medical, epidemiological, and biological expertise, as well as yellow fever vaccine production.

The Epidemiology, Clinical Research, and Data Science Department of IPD hosts a recently created National Centre health observatory, collaborating with the WHO’s Regional Office for Africa. This National Centre belongs to a network of National Centres established in different African countries constituting the African Health Observatory and is organized around a platform on health systems and policies.

What is the African Health Observatory Platform on Health Systems and Policies (AHOP)?

The AHOP is a collaborative initiative to support and promote the transfer of evidence and experience between countries to foster action. The Platform leverages existing national and regional collaborations to create a network of National Centres leading the Platform’s research and dissemination activities. The initiative is hosted by the WHO’s Regional Office for Africa and draws on support from a consortium of regional and global technical partners, including the European Observatory on Health Systems and Policies and the London School of Economics and Political Science (LSE). The aim of the partnership is to generate research and evidence and to facilitate learning for action, both at country and regional levels, to support health systems and policy development in the African region.

What is the role of the National Centre?

The National Centre is a focal point for analysis and knowledge brokering within the country and is based in a setting that supports high-quality academic work and evidence for action. The National Centre will contribute to the technical work of the Platform, supported by and working with technical partners to facilitate access to primary research, academic networks and expertise and produce and host core elements of the work plan (such as country monitoring reports, policy briefs and knowledge brokering events).

What outputs will the Platform produce?

Hosted by the WHO’s existing African Health Observatory, the AHOP will facilitate country-led production of, and engagement with, health systems analysis to support and promote evidence-informed policy-making. This knowledge brokering approach builds on that established by the long-standing European Observatory on Health Systems and Policies, adapting and contextualizing it for the African region. Outputs will include:

  • Country monitoring reports (‘HiTs’): health system reviews that provide a detailed description of a country’s health system and of reform and policy initiatives in progress or under development,
  • Policy briefs: concise reports tailored to the needs of health policymakers,
    In-depth or comparative studies: longer reports providing an in-depth analysis of specific health system functions or issues based on secondary research,
  • Policy dialogues: highly focused policy briefs, targeting senior policymakers and their top advisers, and marshaling support for key decision points.

Specification of outputs

Outputs to be produced will be set out in an annual work plan approved by the Platform’s Steering Committee. At a minimum, National Centres are expected to commit to producing one HiT during the four-year period and to host one policy dialogue and produce one policy brief annually during the period. All AHOP publications will be subject to an editorial peer review process managed by the Secretariat and technical partners.

It is in this context that the IPD recruits a Specialist in Health Systems and Policies to join the team of the National Centre.

Missions and duties

Under the supervision of the ECRDS department head, the key duties of the specialist on health systems and policies are as follows:

  • Ensure the production of all deliverables from the National Centre listed above within the time limits:
  • Participate in the writing of the ‘HiT’ document and with the collection of the necessary information for its content, while leading the activity.
  • Participate in the writing of the ‘Policy brief’, while leading the activity.
  • Participate in an in-depth comparative analysis of the different African Centres.
  • Participate in the organization of policy dialogues on the country’s health systems.
  • Development of a data quality control system to guarantee the quality of the analyses that will be carried out, and will integrate the documents.
  • Participation in the local steering committees of the programs in which he will be involved.
  • Regular data analysis for presentation to the Steering committee’s quarterly meetings.
  • Welcoming and supervising the Master students who are going to work on the projects data.
  • Valorization of the data via scientific publications.

Required qualification

Education

PhD or Master 2 in health economics, or in public health with a focus on health systems and policies, impact assessment of health projects and policies; or any other equivalent degree.

Expertise

  • Training and expertise on health systems and policies, on health economics and/or on public health,
  • Having good skills in descriptive statistics, in data compilation and analysis,
  • Having basic computer skills: Software for data management and data analysis, Excel, Word, PowerPoint.
  • French-English bilingual (fluent French and intermediate English level or higher)

Job details
