Background
The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with 190 member National Societies. Organizational Context
The International Federation of Red Cross and Red Crescent Societies (IFRC or “the Federation”) is the World’s largest volunteer-based humanitarian network. The Federation is a membership organization established by and comprised of its member National Red Cross and Red Crescent Societies. Along with National Societies and the International Committee of the Red Cross (ICRC), the Federation is part of the International Red Cross and Red Crescent Movement. The overall aim of the IFRC is” to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” It works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises. The Federation is served by a Secretariat based in Geneva, with regional and country offices throughout the world. The Secretariat is led by the IFRC Secretary General and provides the central capacity of the International Federation to serve, connect, and represent National Societies. The Secretariat’s focus includes providing support to the IFRC governance mechanisms; setting norms and standards; providing guidance; ensuring consistency; coordination and accountability for performance; knowledge sharing; promoting collaboration within and respect for the RCRC Movement; and expanding engagement with partners. Cyclone Idai made landfall on the evening of 15 March 2019 in the port city of Beira located in Sofala Province of Central Mozambique. The cyclone wreaked havoc on Beira and surrounding areas resulting in loss of communication, important damage and destruction to shelter and settlements, health and WASH facilities and thousands of hectares of standing crops, communication infrastructures and as well as loss of life and injury. The extent of the damage is still unfolding as access to communities is slowly being regained. It is becoming increasingly apparent that the extent of the devastation is widespread, and reports indicate that 1.85million people have been affected across Mozambique. On 19 March 2019, the Mozambican government declared a national emergency and has formally requested international assistance. As information becomes available there is an evident need to scale up the response and reach more individuals affected by the cyclone. A 31 million Swiss francs appeal has been launched.The appeal will enable the International Federation of Red Cross and Red Crescent Societies (IFRC) to support the Mozambique Red Cross (CVM) to deliver assistance to 200,000 people with a focus on the following areas of focus: Shelter, including Household Items (HHI); Health; Water, Sanitation and Hygiene Promotion (WASH); Livelihood and basic needs; Disaster Risk Reduction (DRR); Protection, Gender and Inclusion (PGI).
Job Purpose
Design, establish and support the development of Mentor Health and Psychosocial Support (MHPSS) activities and build sustainable capacity in Mozambique (CVM) to implement quality Mentor Health and Psychosocial Support (MHPSS) activities.
Job Duties and Responsibilities
MHPSS technical support
 Design, plan and conduct a rapid needs assessment and participatory assessments in target communities and shelters
Develop MHPSS intervention plans together with target communities integrated in the ORPs strategy
Develop a training plan for MHPSS in CVM and facilitate trainings on relevant MHPSS interventions and approaches
Plan, train and supervise volunteers on carrying out psychological first aid interventions to the affected with relevant follow up
Train volunteers on psycho-educational interventions
Select and develop relevant IEC psychoeducational materials
Establish safe spaces for vulnerable people adjacent to the Oral Rehydration Points
Establish support groups
Establish and disseminate information on referral pathways
Develop a protocol on taking care of volunteers at CVM
Support CVM in ensuring application of minimum standards and quality of MHPSS activities
Provide MHPSS technical support to IFRC and PNS delegates in Mozambique
Support the development if MHPSS activities and build sustainable capacity in CVM to implement quality MHPSS activities
Strengthen CVM capacity for monitoring, evaluation and reporting on MHPSS and protection activities
Movement Coordination and PSS strategy development
 Support the Head of Operation in reporting to IFRC and back donors as required
Provide inputs to relevant communication and fundraising activities on request
Contribute to the preparation of ToRs and evaluations etc.
In agreement with the Head of Operation/IFRC participate in relevant local coordination groups and share information with relevant teams
In agreement with the Head of Operation/IFRC participate in relevant Cluster meetings
Contribute to in-country Movement coordination
Education
Relevant degree in social science, public health, psychology or related discipline
Masters in social work, social sciences, community development or in institutional development and executive management
IMPACT, Basic Delegates Training Course or equivalent knowledge
 Experience
At least 5 years of experience with planning and managing community based interventions.
Experience of working within the Red Cross Red Crescent Movement.
Experience in National Society / local partner organisational PSS capacity building and institutional development.
Experience in staff and volunteer managerial and technical support.
Experience of drafting and managing a budget.
Experience of developing Plan of Action for PS activities and monitoring and reporting of PS activities
Experience of working for a humanitarian aid organisation in a developing country.
Technical knowledge and experience in the implementation of participatory approach methods.
Knowledge of the IFRC PS approach and material/tools
Experience in working in both emergency (epidemics) and developmental contexts and engaging effectively with beneficiaries who are stigmatised and marginalised
Knowledge, skills and languages
Self-supporting in computers (Windows, spreadsheets, word-processing).
Skills in capacity building and organisational development.
Skills in training and developing staff.
Valid international driving license (manual gears).
Fluently spoken and written English
