Background
The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with 190 member National Societies. As part of the International Red Cross and Red Crescent Movement, our work is guided by seven fundamental principles; humanity, impartiality, neutrality, independence, voluntary service, unity and universality.
Organizational Context
The International Federation of Red Cross and Red Crescent Societies (IFRC or “the Federation”) is the world’s largest volunteer-based humanitarian network. The Federation is a membership organisation established by and comprised of its member National Red Cross and Red Crescent Societies. Along with National Societies and the International Committee of the Red Cross (ICRC), the Federation is part of the International Red Cross and Red Crescent Movement. The overall aim of the IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” It works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises. The Federation is served by a Secretariat based in Geneva, with regional, country cluster and country offices throughout the world. The Secretariat’s focus includes providing support to the IFRC governance mechanisms; setting norms and standards; providing guidance; ensuring consistency, coordination, and accountability for performance; knowledge sharing; promoting collaboration within and respect for the RCRC Movement; and expanding engagement with partners. The Secretariat is organized in three main business groups: (i) Partnerships, including Movement and Membership; (ii) Programmes and Operations; and (iii) Management Services. The Secretariat’s activities globally are led by five regional offices in; Africa, America’s, Asia-Pacific, Europe and Middle East – North Africa. IFRC’s Africa Region is in turn organized through five regional representations supporting National Societies in Central Africa, Eastern Africa, Southern Africa, West Coast, Sahel and Central Africa as well as eight country representations in Central African Republic (CAR), Ethiopia (AU office), Guinea, Liberia, Sierra Leone, Somalia, Sudan, Republic of South Sudan. In the second half of 2018, IFRC started in the role of implementing partner jointly with the CAR RC, the National Society, to support the Ministry of health in CAR on the rehabilitation of the Health system. In 2018 IFRC started collaboration with KFW, the cooperation Bank of the German government. IFRC is seeking an experienced Program Coordinator to coordinate the Programs implemented with the NS in CAR in a multi-crisis context with high risks of armed conflict.
Job Purpose
Reporting to the Head of the DRC office, the Operations Coordinator will:
Provide coordination and support to the National Society in the management of ongoing programs and DREF operations when needed.
Work closely with Secretary General of the CAR RC and his collaborators.
Ensure close coordination with Movement actors in country, including ICRC
Contribute to building capacity and coordination of response preparedness to strengthen the National Society’s capacities.
Job Duties and Responsibilities
In collaboration with the CRCA and IFRC teams:
Design a community outreach strategy to allow CAR RC volunteers to inform communities about services offered in health facilities.
Integrate CBHFA activities into local health awareness and education activities
Promote the CBHFA approach in communities served by supported health structures
Participate and facilitate processes and activities of the CAR RC Community Health Program
Duties:
Ensure the application of the strategic direction of operations and focus on achievement of the planned objectives.
Ensure a constant and strong operational coordination is maintained with the in-country Movement partners, including ICRC.
Supervise the implementation and monitoring of quality activities, with attention to context monitoring and achievement of results, ensuring that rigorous monitoring and evaluation framework is being applied to measure the progress against set objectives
Ensure constant monitoring and analysis of the operating environment timely readjustment of the operational priorities and lead any revision of the plan of action (EPoA) and budget, with support from the Yaoundé CCST and Africa Regional Office counterparts.
Maintain a constant knowledge of the evolution of the security situation/context in the country, in close collaboration with the security Delegate.
Supervise members of the operational team, delegate and staff.
Manage the effective and proper use of assets, financial resources and facilities according to Red Cross Red
Crescent and IFRC standard procedures in order to comply with accountability requirements.
Ensure full compliance of operations with Red Cross Red Crescent principles, IFRC rules, regulations and policies and operational strategies of the CAR RC and relevant reference documents and policies.
Ensure that timely and accurate financial and narrative reports are and are in line with requirements specified in the project agreement or standard Federation reporting guidelines.
Support capacity building initiatives and ensure these provide the level of long-term preparedness capability required for other similar disaster response needs.
Contribute to an effective, high quality IFRC team in CAR:
Be accountable to the Country Representative by providing progress reports on results against objectives and risk analysis.
Foster a customer service-oriented culture that values proactivity, continuous improvement, innovation, high performance and cost effectiveness.
Foster a creative environment with colleagues both within IFRC and with partner organizations.
Support the PMU to strengthen the technical standards of the malaria, HIV/TB grants.
Education
Advanced university degree (master’s or equivalent) or equivalent professional experience
Experience
Required:
At least 5 years working experience working with an international organization
Experience working in the health sector needed
working experience implementing projects jointly with the NS, support and train volunteers in PSSBC
Experience to deal with the High authorities of the country.
Preffered:
Experience working in humanitarian mission in CAR.
Knowledge, skills and languages
Knowledge and skills in compliance with IFRC procedures, preferably in complex settings.
Results oriented and ability to lead in unprecedented and/or ambiguous situations.
Demonstrated leadership and management skills, including the ability to lead within a matrix management structure. utilise experience of team members in a productive way.
Outstanding, communication and negotiation skills. An ability to be proactive and persuasive.
Demonstrated track record in innovating, contributing to a learning culture, sharing knowledge.
Ability to work with complete integrity and confidentiality
High degree of discretion, tact and sensitivity in dealing with internal and external partners and stakeholders.
Ability to work within a multi-cultural, multilingual, multidisciplinary environment.
Fluently spoken and written French and English
