Background

Organizational Context
Global overview The International Federation of Red Cross and Red Crescent Societies (IFRC or “the Federation”) is the World’s largest volunteer-based humanitarian network. The Federation is a membership organization established by and comprised of its member National Red Cross and Red Crescent Societies. Along with National Societies and the International Committee of the Red Cross (ICRC), the Federation is part of the International Red Cross and Red Crescent Movement. The overall aim of the IFRC is” to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” It works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises. The Federation is served by a Secretariat based in Geneva, with regional and country offices throughout the world. The Secretariat is led by the IFRC Secretary General and provides the central capacity of the International Federation to serve, connect, and represent National Societies. The Secretariat’s focus includes providing support to the IFRC governance mechanisms; setting norms and standards; providing guidance; ensuring consistency; coordination and accountability for performance; knowledge sharing; promoting collaboration within and respect for the RCRC Movement; and expanding engagement with partners. Background Cyclone Idai made landfall in Mozambique, Beira area on March 14th, as a category 2 storm, as if that was not enough Cyclone Kenneth hit the norther lands of Mozambique in a place called Cabo Delgado just six weeks later April 25th with hurricane force winds measuring 140 MPH and heavy rains in an area 600 miles from Beira. Flooding in Southern Africa has affected approximately 3 million people tearing down homes, destroying crops and farmland and displacing thousands. The secondary effects are still manifesting, and it is impossible to determine the extend of the damage this early on. While the response from the humanitarian community remains overwhelming, gains made are likely to be eroded without proper coordination that allows for effective and efficient resources allocation and mobilization. In order to achieve this the IM delegate will focus on data collection, analysis and dissemination with appropriate stakeholders. Consequently as the dire humanitarian situation unfolds IM technical support is needed as a core element in response and preparedness.
Job Purpose
Continuous support to the National Societies of the Africa Region and the wider Federation around this crisis is needed. The IFRC has established a dedicated operations teams to follow the food security crisis at regional level. In this context, a dedicated IM delegate will be deployed to provide operational support to all components of data management within the operation (with focus on data gathering and data management) in collaboration with the regional IM delegate at the AFRO. The Information Management Delegate is responsible to provide support to IFRC Africa Region to make data regarding the field operations available within the Movement to improve effective data-driven decision making within the cyclone operation.
Under the supervision of the Head of Operations, with Delegate, Information Management Regional Office and working together with the IFRC Country Teams and Country Cluster Support Teams (CCST), and National Societies counterparts when needed, the IM delegate will provide support to data gathering and data management activities
 Job Duties and Responsibilities
All activities are in support of the Mozambique – Tropical Cyclone Idai response, working with the Country Cluster Support Team and the National Society counterpart, the IM delegate will:
Provide IM technical support to the sectors including Health, Nutrition, WASH, CTP and Shelter.
Enabling the flow of data from the field (via the IFRC Country Teams, CCST and National Society) to the Regional Office.
Identifying gaps in data collection and work with IFRC Country Teams and CCST to cover the gaps.
Provide technical guidance over tools that support data collection and analysis such as Open Data Kit (ODK), KoBo Toolbox etc.
Ensuring data quality; by improving data collection forms, training of staff, developing data-processing procedures, and other possible actions.
Make data available to operation teams in the field and the Regional Office in a way to enable better data-driven decision making.
Ensuring proper data protection policies are adhered to.
Keep the various information dashboards up to date on GO and the Africa Operations Room.
When relevant engage in coordination / data sharing with other stakeholders in the region or country (OCHA, HDX, UNICEF, WHO, NGOs, WFP, etc.)
Maintain existing databases and information sharing systems deployed for the Operation.
Establish clear and structured information processes and data flows within and for all relevant stakeholders.
Disseminate information and provide data analysis to all those requiring them, in a timely and useful format.
Timely creation/generation of information products such as maps, infographics and other data visualizations to support the decision-making process and cover the information needs for the Operation.
Train IFRC and/or NS focal points involved in IM for Operations.
Education
Relevant degree (minimum bachelor’s degree) or equivalent experience in Computer Science, Information Management, Geography
IMPACT, Basic Delegates Training Course
Experience
Minimum 3 years of prior professional experience in the development and use of GIS, database systems, data visualisation and other information management tools and mechanisms
Experience in using mobile data collection tools, such as Kobo, for data gathering in the field.
Experience in working in an international environment, preferably with the United Nations or similar organisation.
Experience in networking and communicating with different stakeholders such as government, UN, NGOs and other organisations.
Experience within the Red Cross and Red Crescent Movement
Knowledge, skills and languages
Excellent professional communications skills, both verbal and written in both English.
Strong organizational skills, methodological and logical approach to tasks and problem solving.
Good presentation, facilitation and note-taking skills.
Ability to organize, analyse and synthesise large amounts of information .
Ability to manage complex and sensitive relationships with partner organisations.
Sound knowledge of Microsoft Office applications.
Sound knowledge of data collecting tools (e.g. Kobo, ODK, Magpi), reporting tools (e.g. PowerBI, Tableau) and GIS software (QGIS)
Fluent in written and spoken English.
Fluent in written and spoken Portuguese or alternatively Spanish required”
