Organizational ContextThe International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with 192 member National Societies. As part of the International Red Cross and Red Crescent Movement, our work is guided by seven fundamental principles; humanity, impartiality, neutrality, independence, voluntary service, unity and universality. On 31 December 2019, the government of China reported a cluster of cases of pneumonia of unknown cause in Wuhan, Hubei Province. A novel (new) coronavirus was identified. Cases have been confirmed in several countries and on 20 January, human-to-human transmission was confirmed. The COVID-19 pandemic is both a public health emergency and a humanitarian crisis that is greatly impacting the lives, health and livelihoods of people around the world. The impact of the pandemic will likely be particularly harsh in Africa, where weak health systems and vulnerable populations already face enormous and complex risks in fragile settings. IFRC has been actively responding to the outbreak by focusing on both preparedness and response. The IFRC has launched a global appeal which focuses on preparedness and response across all regions. The role African National Societies (NSs) play in the fight against COVID-19 is a function of their auxiliary status. The IFRC represents a Red Cross and Red Crescent Society in each of the 49 sub-Saharan countries in Africa. IFRC, Regional Office based in Nairobi, Kenya have been providing support to African NSs through its County Cluster Support Teams (CCST) offices and Country Offices (COs) in responding COVID-19 pandemic. Regional coordination structure and information flow process has been established with COVID-19 focal points assigned in every CCST and Country Office across Africa. These focal points are supported by sub-regional Health Coordinators responsible for technical oversight of preparedness and response plans in their respective areas of responsibility and who have close and established links with Health, and DCPRR at the Africa regional level.
Job PurposeThe Information Management (IM) Delegate will provide technical support and coordination to the Africa Region in COVID-19 related response activities across all the sectors. The work will involve close coordination with the Regional Operations team as well as each of the Country Cluster Support Teams (CCSTs) and responding National Society, as well as cooperation with the Global team in Geneva to streamline and maintain the management of information in support of operations. The IM delegate  will ensure that data/information tools, analytical frameworks and analysis plans are implemented throughout the operation and in support to IFRC sectors. They will be responsible for implementing approaches and solutions to qualitative and quantitative gathering and analysis.
The purpose of this task would be to encourage and support both more informed decision-making and better coordination in operations. Information that is both up-to-date and consistent is essential for operational decision making at all levels, from the National Society to the Cluster, Region as well as globally. The IM delegate  will advise on use of operational data, as well as support as needed in the identification of priority sectors, geographic locations and severity of needs based on evidence-based data analytics. These findings will be available through standard analytical outputs that are created in a timely manner in support to the decision-making processes.
Job Duties and Responsibilities      The incumbent shall:Manage and coordinate the Information Management processes related to COVID-19 response at the operational level within the region while ensuring that the IM processes are aligned with cluster/NS and global level processes.
Support the National Societies in the Region as needed on their Information Management including data collection, analysis, visualization and mapping.Coordinate the implementation of an Information Management strategy and defining the data flows at the operational level with all key RCRC internal and external stakeholders, including PMER and IFRC sectors.Regularly produce at the Regional level, the IM and analytical products in support of the Operation in a timely manner.Ensure that information is updated on GO-platform to facilitate information sharing and promote the usage of the platform in support of the operations.Ensure that IM products are accurate, comprehensible, clear and simple.Ensure that data is used responsibly, look for potential risks, harm or opportunities regarding the IM, data process and outputsAct as a regional level focal point to ensure adequate alignment and coordination with the SIMS network through the SIMS remote coordinatorEnsure lessons learnt are captured and fed into country, regional and global level guidance and contribute constructively to the general IM capacity and processes within the Region.Any other reasonable tasks as stipulated by the line manager and other senior staff.

Experience3 to 5 years of proven experience in information management and data analysis in humanitarian contextsExperience in assessment design and data management related to large scale inter agency or sectoral needs assessmentsExperience in undertaking and managing complex, large scale humanitarian needsExperience in designing, conducting and analysing large surveys in emergencies.At least 2 years of experience of working for the Red Cross/Red Crescent Movement
Knowledge, skills and languagesKnowledge of data analysis required as well as data visualization.Knowledge of database or data manipulation software: ACCESS, Excel, MySQL or PostGreSQL, and/or other statistical programmes( STATA or SPSS) and/or programming languages ( R or Pythin)Knowledge of GIS systems ( preferably QGIS) Strong knowledge of data visualization (Either Tableau, Power BI or d3)Strong analytical skills and ability to handle complex issues and dataUnderstanding emergency IFRC planning mechanisms and outputs (Emergency Appeal, Emergency Plan of Action § Operational Update) Excellent written and verbal communication skills are essential with the ability to craft an analytical narrative from data findingsGood understanding of humanitarian responses, actors involved, and the role of evidence-based decision making for the delivery of humanitarian actionStrong interpersonal skills and diplomacy in order to manage relationships with many stakeholders and in a complex situational environmentSolid skills in teamwork and coordination so as to be able to bridge the communication between decision makers and technical personnelExcellent analytical and problem solving skills, including the ability to synthesize, process and prioritize large amounts of informationStrong attention to detail in both listening and visualisation designAbility to work towards tight deadlines and handle multiple tasksAdditional skills in database management, web design and programming, and internet technologiesFluently spoken and written EnglishFluently spoken and written French
