Background
The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with 190 member National Societies. Organizational Context
The International Federation of Red Cross and Red Crescent Societies (IFRC or “the Federation”) is the world’s largest volunteer-based humanitarian network. The Federation is a membership organization established by and comprised of its member National Red Cross and Red Crescent Societies. Along with National Societies and the International Committee of the Red Cross (ICRC), IFRC is part of the International Red Cross and Red Crescent Movement. The overall aim of the IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” It works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises. The IFRC is served by a Secretariat based in Geneva, with regional, country cluster teams and country offices throughout the world. The Secretariat is led by the IFRC Secretary General and provides the central capacity to serve, connect, and represent National Societies. The Secretariat’s focus includes providing support to the IFRC governance mechanisms; setting norms and standards; providing guidance; ensuring consistency, coordination, and accountability for performance; knowledge sharing; promoting collaboration within and respect for the Movement; and expanding engagement with partners. The southern Africa Cluster Office based in Pretoria, South Africa provides representation supports to the ten National Societies (NS) of Angola, Botswana, Eswatini, Lesotho, Malawi, Mozambique, Namibia. South Africa, Zambia, and Zimbabwe. Based on IFRC mandate. Cyclone Idai made landfall on the evening of 15 March 2019 in the port city of Beira located in Sofala Province of Central Mozambique. The cyclone wreaked havoc on Beira and surrounding areas resulting in loss of communication, important damage and destruction to shelter and settlements, health and WASH facilities and thousands of hectares of standing crops, communication infrastructures and as well as loss of life and injury. In response, the IFRC launched a CHF 31 million-dollar, 24-month appeal seeking to support over 200,000 people in the areas of health, shelter, WASH, Protection Gender and Inclusion and National Society Development. The IFRC has established a large operational structure working with CVM (Mozambique Red Cross Society) to implement the operation.
Job Purpose
The IFRC Food security and Livelihoods delegate will play a key role in leading the development of CMV capacity in Livelihoods preparedness and programming, positioning through the provision of high quality, relevant and appropriate technical support, coordination and representation.
Working closely with CVM Livelihoods teams and in close coordination with CVM management, ICRC, INGOs and UN, the Delegate will be responsible for supporting the continued design, implementation, management, review and monitoring of food security and livelihoods programming, along with coordinating with CVM, other Movement components and external partners.
With the technical support of the IFRC Livelihoods Resource Center, this will involve assisting CVM branches and headquarters in the development and implementation of the food security and livelihood programme in identified geographical areas, overseeing the monitoring and evaluation and lessons learned exercises from the projects.
The Delegate will be requested to provide technical support capacity, needs and vulnerability assessments, Household Economic security (HES), market-based livelihoods interventions (including labour-market assessments), skills and vocational training, SME development, saving and loan groups, as well as agricultural livelihoods (crop and/or livestock and/or fisheries). Understanding of cash-based programming (voucher or cash for basic needs assistance or livelihoods support will be necessary.
The Delegate will manage independently the program budget and will be requested to have solid experience in program and budget management.
Job Duties and Responsibilities
In partnership with the CVM (Mozambique Red Cross), the Food security and Livelihoods (FSL) Delegate will be responsible for the management of the FSL programme in response to the Cyclone Idai in the relief and recovery phase. This includes the following responsibilities:
• Serve as focal, reference and coordinating point on Food security and livelihoods for internal CVM colleagues at headquarters and in branches, and for partners both within the Movement (i.e. ICRC, RC/RC PNS) and external to it (i.e. INGOs, UN agencies etc.);
• Manage the implementation of activities in line with EA’s requirements, SOPs and funding available;
• Develop clear, costed, time-bound and resource detailed implementation plans based on assessment findings;
• Supervise and manage the project team establishing regular activity workplans in close coordination with other sectors of intervention;
• Provide leadership and technical guidance to CMV Livelihoods team and volunteers on response options (basic needs assistance, skills strengthening and vocational training, self-entrepreneurship, saving groups, crop production, livestock, fisheries), ensuring technical support/capacity building is a significant component of the response;
• In relation with colleagues specialised in Cash-based intervention, participate in the assessment and feasibility of modalities of implementation including in-kind, vouchers or cash, guaranteeing positive and sustainable outcomes for the targeted population;
• Be responsible for activity and financial reporting on FSL activities;
• Ensure quality monitoring systems enabling tracking of progress and regular review of achievements to inform programmatic reviews; support the establishment of a beneficiary accountability framework in coordination with PMER delegate;
• In coordination with the IFRC Livelihoods Resource Centre in Madrid, identify FSL-related training needs for CVM staff and volunteers, and ensure delivery of certified technical FSL trainings (LPC, ERLA and ToT in Livelihoods);
• Build CVM (Mozambique Red Cross)’s capacity for livelihoods preparedness and programming through engagement with relevant CVM staff and volunteers in headquarters and identified branches;
• Support and increase the quality of CVM livelihoods-related activities – including livelihoods support delivered by CVM branches;
• Support CVM headquarters and branches to deepen their analysis of livelihoods support opportunities in identified areas, with a particular focus on applying relevant elements of the Household Economic Security (HES) approach, gathering further primary data to the extent possible, and in particular improving market and labour market analysis through further in-depth data collection and analysis as an essential guide to future programming;
• Coordinate and facilitate after action reviews/rapid impact evaluations of pilot projects undertaken in order to identify lessons learned – and with a view to potential scale up of selected activities/programme areas if deemed appropriate by CVM management;
• Coordinate support, facilitation and appropriate positioning for CVM livelihoods activities conducted in partnership with external agencies – both INGOs and UN agencies (e.g. WFP, FAO, ILO etc.);
• Support and where necessary participate in external food security and livelihoods-related coordination and mentor the CVM to participate in coordination meetings with key stakeholders, Food security Cluster and Early Recovery Working group, INGOs, UN agencies, relevant line ministry representatives, and others as required – fostering co-operative alliances where appropriate;
• Support CMV engagement with the SETSAN (Secretáriado Técnico de Segurança Alimentar e Nutricional) and participation in coordination and data collection exercises (e.g. Vulnerability Assessment Committee – VAC);
• Ensure that all activities are carried out in a participatory and inclusive manner that reflects community needs and cultural sensitivities, gender, age issues and the environment, and that activities take into consideration issues around any local risks and hazards;
• Support appropriate systems for ensuring that all livelihoods programmes take measures to address the specific needs of the most vulnerable including IDPs and host communities, injured/disabled, single parent households, women, the elderly, and orphans and vulnerable children;
• Contribute to/draft funding concept notes and proposals as required;
• Coordinate with IFRC Africa Region as required;
• Carry out other tasks related to the CVM /IFRC operation in Mozambique that are assigned by the IFRC Country Representative or CVM (Mozambique Red Cross) management as required.
Education
Master’s Degree in Economics, Social science, Business Administration, Agriculture, agricultural economics or related topic
Training in Livelihoods Programming Course (LPC), Emergency and Recovery Livelihoods Assessment (ERLA), HES, Cash-transfer programming (CTP), Rapid Market Assessment (RAM)
Certified Trainer by IFRC Livelihoods Resource Centre
Experience
At least 5 years of experience in management of Food security and Livelihoods projects in an emergency, recovery and development context, with specific expertise:
– Preferably in Economic and financial inclusion: vocational and technical education, employment,                           entrepreneurship, microfinance, pull/pull approaches in economic development…
– profiles Agricultural-based livelihoods: agricultural production, livestock management, agricultural                       extension services, farmer organisations, market linkages will also be considered
Experience in market-based livelihoods interventions, market analysis/assessments including design and implementation of labour market-analysis;
Experience with working and mobilizing with multiple stakeholders, including aid agencies, government authorities, NGOs, and the private sector;
Experience in coordination and multi-sectoral programming, integrating activities other sectors such as WASH, Shelter and DRR;
Relevant project management experience: designing, planning, implementing, monitoring and financial management, narrative and financial reporting;
Experience in establishing and following monitoring systems to track progress of implementation and results;
Experience in designing approaches to beneficiary management and communication that enhance accountability to beneficiaries;
Experience in recruiting, mentoring, coaching, training and building the capacity of national and local staff and volunteers;
Representation and negotiation experience with government, UN and non-government agencies/representatives;
Prior professional experience/knowledge in Southern Africa preferred;
Experience of working for the Red Cross/Red Crescent Movement preferred
Knowledge, skills and languages
Strong analytical skills, with proven experience in assessing livelihoods and food/economic security in an emergency (relief/recovery) context;
Good understanding of emergency and development issues and associated good practice, including minimum standards for disaster response (e.g., Sphere, MERS);
Knowledge of relevant tools, conceptual frameworks and current good practices in food security and livelihoods including the use of cash transfer programming
Knowledge of vulnerability targeting systems;
Knowledge of market assessment tools (RAM/MAG, EMMA etc.);
Demonstrated staff management and mentoring/capacity-building and development skills;
Highly flexible, pro-active, able to innovate when required, problem-solver;
Proven project management skills, with a particular focus on coordination, organisation and planning;
