Background
The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with 190 member National Societies. Organizational Context
The Secretariat’s headquarters is organized into four main Business Groups in Geneva, and five Business Groups in the field, namely; Americas (Panama City); Africa (Nairobi); Asia/Pacific (Kuala Lumpur); Europe (Budapest); Middle East and North Africa (Beirut). The Africa Regional Office is organized in Country Cluster Support Teams (CCST) covering the National Societies in Eastern Africa, Indian Ocean Islands and Djibouti, Southern Africa, West Coast, Sahel and Central Africa as well as Country Offices in Sudan, Republic of South Sudan, Somalia, Democratic Republic of Congo, Sierra Leone, Niger and Central Africa. The Southern Africa Country Cluster office supports 9 South Africa, Malawi, Mozambique, Eswatini, Lesotho, Botswana, Zambia, Namibia and Zimbabwe. Mozambique was hit by two category 4 tropical cyclones (Idai and Kenneht) in one season. Mozambique National Disaster Management Institute (INGC) indicated that 1.5 million people were affected, including more than 140,000 people displaced – many sheltered across 139 evacuation centres, spontaneous settings and makeshift shelters at peak emergency moment. Some 603 people have been confirmed dead as a result of the cyclone, according to the most recent reports issued by INGC. At the same time, more than 1,600 people were injured, and more than 230,000 houses were damaged and destroyed. Tropical Cyclone Idai has also affected Mozambique’s food security and livelihoods in the long term, due to extensive damage to standing crops immediately before the harvest season due in the months of March-April as well as loss of seeds and tools . The entire southern Africa region has been facing the effects of the ongoing El Niño with below-average cumulative rainfall and abnormally high temperatures for the 2018/19 season. The whole southern Africa region has suffered from sustained drought in recent years. Nearly one month later, cyclone Kenneth has hit Northern Mozambique’s coastal province of Cabo Delgado. The cyclone Kenneth has left destructions of houses, standing crops and key installations. The assessment report indicates that over 37,000 houses either have been damaged or destroyed. IFRC has revised Emergency Appeal to assist households affected by cyclone Kenneth. IFRC has launched an Emergency Appeal on 19 March for CHF 31 million which was revised on 06 May for CHF 32 million to assist 172,500 people affected by cyclones Idain and Kenneth for 24 months. The Emergency Appeal operation focuses on shelter, livelihoods and basic needs, health, WATSAN, protection, gender and Inclusion and Disaster Risk Reduction and national society capacity strengthening in emergency.
Job Purpose
Reporting to Operations Manager, the incumbent ensures that tropical cyclones affected populations receive humanitarian assistance rapidly and effectively. The Field Coordinator supports the National Society in ongoing assessments, coordination with Movement and non-Movement partners in determining community selection criteria, geographical and affected households targeting, registration of households, market analysis, distribution of non-food items (NFIs) and/or cash, as well as key information. The Field Coordinator serves as a lead in planning, implementation and monitoring of multi-sector interventions in relation to the above tasks. The role provides support to Mozambique Red Cross and Movement partners in the coordination for informed planning and alignment. The Field Coordinator will represent IFRC and Movement partners (as appropriate) in humanitarian coordination platforms at field level and suggest necessary adjustments to be made for relevance of operational priorities and strategies.
Job Duties and Responsibilities
The Field Coordinator will be responsible for the following tasks:
Support and work closely with the National Society counterpart (s) in the planning, coordination and implementation of relief and recovery activities (emergency shelter, NFIs, livelihoods and basic needs, hygiene kits, cash)
Collaborate between other sector leads in transition of relief to recovery planning and ensure smooth exit over strategy.
Provide guidance to field operation team for harmonization of relief activities to keep track and ensure standardized approach in the identification, selection and registration of affected household for assistance.
Facilitate linkage between sector leads to establish community engagement and accountability mechanism for ensuring quality and transparency in selection of affected households.
Support design and implement cash-based intervention through local market assessments, distribution planning and distribution implementation) in support of the operation.
Support the National Society staff and volunteers on job orientation/training on distribution plan and post distribution monitoring and reporting.
Facilitate design and implementation of community satisfaction survey and inform changes/modifications to be reflected on response strategies and approaches.
Liaise with RC Movement partners, relevant local government authorities, UN and other international operating agencies in the field location as appropriate.
Ensure proper documentation of all relief activities such as: maintaining an updated database with a detailed follow up of each distribution (place, date, people attending, volunteers distributing the goods, planned goods to distribute and total goods distributed); the proof of reception of cash from beneficiaries according to IFRC standards; distribution statistics, among others.
Facilitate field reports/updates of sector inventions to help comply with reporting and donor requirements.
As necessary, liaise with the media through, when applicable, the IFRC Communications Delegate and the IFRC Operations Manager
Ensure appropriate and proper use of the IFRC disaster response tools such as DREF, Emergency Appeal, Surge Tools (previously called FACT, RDRT), ERU and Go.
Ensure that all relief efforts meet the IFRC standards in accordance with the IFRC policies and guidelines and other humanitarian standards such as SPHERE minimum standards.
Ensure an effective handover strategy to support the National Society to improve emergency response capacity for the operation.
Apply experience and document lesson learnt for future operations of the National Society and IFRC.
Write an End of Mission (EOM) report and share it with the Operations Manager
Education

Experience
At least of 3 years’ experience in disaster management
Field experience in coordinating and managing disaster response operations
Experience in logistics-related activities in disaster response and early recovery operations
Experience of training national staff and volunteers
Red Cross/Red Crescent knowledge and experience
Experience of supporting a Cash Transfer Programme
Experience using Mobile Data Collection Tools (KoBo or ODK) in the field
Knowledge, skills and languages
Strong interpersonal skills and good understanding of the RCRC Movement
Strong analytical and problem solving skills with independent decision making capacity
Excellent communication and inter-personal skills with the ability to represent the International Federation and to negotiate and influence people’s opinions
Knowledge of targeting methodology
Understand and use various beneficiary registration methods

Fluently spoken and written English
