IECD recruits 01 Project Manager for Vocational Training and Employment – Egypt (M/F)

L’Institut Européen de Coopération et de Développement (IECD) is an international non-profit organization created in 1988 that implements human and economic development projects in partnership with local partners and institutions. Our organization enables young people and individuals in vulnerable situations to access decent and sustainable employment, in acceptable educational and sanitary environments. With over 30 years of experience in the fields of education, vocational training, and youth access to employment, IECD has developed deep know-how in order to serve the most vulnerable.

IECD operates in 15 countries, 4 geographic zones (Middle East, North Africa, sub-Saharan Africa / Madagascar, and South-East Asia) and it has been developing activities in Egypt since 2013. IECD is structured around flagship programmes and an offer of services proven effective in over 60 projects.

In Egypt, IECD has been implementing two programs:  “Seeds of Hope” (SoH), which focuses on developing then implementing up-to-date vocational training programs for electricians in technical schools; and “Support to Micro and Small Enterprises (MSEs)”, which since 2017 is building the skills of micro and small business owners through proven programs.

In “Seeds of Hope”, the purpose of the program is to give the youth the technical and interpersonal skills necessary to find a decent job and a better place in society. More specifically, this program is addressing more than 1000 students per year in 5 technical schools in Cairo and Alexandria. To ensure the successful continuation and development of the “Seeds of Hope” program, IECD is hiring a Project Manager.

YOUR MISSION

Key responsibilities:

  • Follow-up of the electrotechnics graduate program with the partnering schools; adapt it to new challenges and opportunities brought by the environment and the market needs
  • Team management and development

More specifically:

1. Project Implementation and Strategy 

  • Develop and implement the project strategy, and define objectives in line with the strategy
  • Develop and maintain key operational partnerships
  • Supervise the development of trainings and the enhancement of curricula based on the market’s needs
  • Mobilise local and international expertise to develop the successful implementation of the project
  • Ensure that the project follows the M&E standards of the donor and the organization

2. Financial Management

  • Develop the annual project budget
  • Ensure internal monitoring and procedure compliance, in coordination with the local accountant and financial controller in Paris
  • Participate in the development of reports to donors, including financial reports
  • Monitor and track purchases related to the projects, as well as the public tenders

 3. Fundraising and reporting

  • Identify areas of development for the program and design proposals and concept notes
  • Fundraise locally across the private sector and public institutions

4. Institutional Representation, Reporting and Communication

  • Contribute to local representation of the Technical and Vocational Educational Trainings (TVET) projects among public institutions, partner associations, partner institutions, businesses, participants
  • Contribute to the preparation and action of the steering committee of the project with the authorities and partners
  • Ensure fruitful collaboration between stakeholders
  • Supervise the communication of the projects: social media posts, newsletters, communication tools

5. Team Management and Interactions

  • Lead and manage a growing team of five employees
  • Upskill competences of the team through regular needs-based assessment, support and training
  • Ensure good teamwork management: evaluation, training, loyalty retention, team cohesion, in line with labour law
  • Contribute to the development of a regional IECD Middle East expertise on developing programs in technical schools, establish best practices and share lessons learned

6. Transversal activities

  • Participate in the structuring and growth of the IECD Egyptian delegation
  • Participate in the knowledge management work to contribute to the improvement of similar IECD projects in other countries

Expériences / Formation

Education: Master’s degree, ideally in education or in development

Experience:

  • At least 5 years in project management or a similar role
  • Experience in managing educational TVET projects is preferred
  • Experience in curriculum development is a plus
  • Local knowledge of the Egyptian context recommended
  • Knowledge of the Egyptian industry is a plus
  • Experience working with government a plus

Required skills:

  • Solid project management skills (monitoring of budget, planning)
  • Management: support, motivate, and retain teams
  • Strategic and analytical vision for the development of activities
  • Strong representation and communication capacity
  • Ability to work in a team and in a matrix
  • Ability to develop new partnerships
  • Bilingual English and Arabic, French a plus
  • Good command of Microsoft Pack Office
  • Comfortable with numbers and the use of MS Excel

EMPLOYEMENT CONDITIONS

Status: “Volontariat de Solidarité Internationale” (VSI) – training prior to departure

Under the responsibility of: IECD Egypt Director of Operations

In close collaboration with:

  • Program Coordinator in Paris
  • Support function teams, HR, administrative and finance in Cairo and Paris
  • Other SoH Project Managers operating in IECD’s Middle East region

Location: Cairo, with travels to Alexandria

Starting date: September 1st 2022, 1-year VSI agreement, renewable, and with 2-year commitment

Contractual conditions:

  • Indemnity according to profile
  • Housing allowance
  • 1 return flight ticket per year of assignment for the VSI
  • Complete medical and social package
  • Paid leave: 2 days per month (24 annual days) + local public holidays
