IECD is a not-for-profit organization established in 1988 and is mainly acting in the field of international solidarity. The organization is focusing on socioeconomic development programs in partnership with local institutions around the world. IECD is active in the fields of vocational training and social integration, support to micro and small entrepreneurs and promotion of education and health for vulnerable people.
Since 1992, IECD has created and assisted 21 hospitality and catering vocational training centers across 13 countries.
Present in Thailand since 2004, the IECD joined forces in 2010 with the Tak Border Child Assistance Foundation (TBCAF) to launch a global training project including the construction of a hospitality school that trains underprivileged young Thai people (mainly Karen) in the trades of basic hospitality: the Hospitality and Catering Training Centre (HCTC).
After the official opening in May 2011, a first class of 36 students started a 3-year training course in which the final year was spent in industry. Since 2013, the training lasts 2 years; the school has 65 permanent students (31 first year and 34 second year). Since 2018, additional 3-month short courses have been opened to train refugees and migrants from Myanmar, while the school also hosts train the trainer (ToT) activities for members of the 15 hospitality schools in the ASSET H&C network across 5 countries in South East Asia: Laos, Vietnam, Cambodia, Myanmar and Thailand. A restaurant, a kitchen and a hotel fully equipped allows the students to train to real professional conditions.
The School Director currently works in supervision of a team of 12 staff (11 local and 1 international Project Coordinator). The local team includes a finance department, logistician-driver, project supervisor and teachers for the technical areas of hospitality (service, kitchen, front office and housekeeping), English and life-skills.
The School Director is responsible for the smooth running of the HCTC project in Mae Sot, Thailand, reporting to the Regional Director for South East Asia who is based in Vietnam & working in close collaboration with the Coordinator of the Hospitality and Catering program who is based in Paris.
Key Responsibilities include
- Leadership & Institutional
- Represent the HCTC during its external relations with stakeholders within the hospitality industry, partner education institutions and local government.
- Act as the country representative for IECD in Thailand, coordinating with the IECD regional office in Vietnam, and headquarters in Paris.
- Maintain strong relations with the board members of the Tak Border Child Assistance Foundation (TBCAF), and the Société des Missions étrangères de Paris (MEP), who are the project’s founders and governing foundation.
- Coordinate with lawyers regarding the strengthening of this legal structure, including the potential for development of a social enterprise under Thai law.
- Vocational training and employment
- Ensure that approx. 30-35 students are recruited and trained on the 2-year course each year, aiming to maintain the results of 90% or more being integrated into quality jobs following graduation.
- Maintain and extend the school’s network of high-quality hotels and restaurants across Thailand, including connections with groups such as Accor, Hyatt, Onyx and Four Seasons.
- Continue to enhance the school’s capacity for the professional development of students, including internships in major tourist locations such as Bangkok, Chiang Mai, Hua Hin and the islands in the South of Thailand.
- Diversify the range of training programs offered at the HCTC, including new modules in entrepreneurship, bakery and 3- month ‘short courses’ for new beneficiary groups such as refugees and migrants.
- Improve teaching quality at the school through continuous evaluation of pedagogy, and teacher training.
- Review and improve the H&C, Life Skills and English syllabus and resources available for teachers.
- Maintain close relations with the Technical College of Mae Sot where HCTC students study through an MOU agreement with the government school, which offers an officially recognised diploma.
- Ensure a wholistic learning environment including a well-managed student schedule for maintenance of the school, cooking in the canteen and gardening with the support of the Executive Housekeeper.
- With the support of the Education Manager ensure that student behaviour is supervised continuously, according to the school rules and regulations, being directly involved in student disciplinary meetings.
- Hotel restaurant and economic model
- Drive the continuous improvement in the performance of the school’s training restaurant and hotel as a social business, increasing the income from its activities in order to increase the % self-financing of the school.
- Oversee the completion of the new facilities designed to diversify the school’s income, including the co-working space, bakery and laundry by launching activities, cooking classes, and B2B sales of baked goods.
- Improve the marketing of The Passport within Mae Sot and if possible, across Thailand, through improved communications, outreach and public engagement. Aim to be No1 restaurant and coffee shop in Mae Sot.
- Team Management & HR
- Responsible for the management of all staff at the school, with direct reports from the Project Coordinator, Education Manager, Hotel and Restaurant Manager, Project Supervisor, Executive Housekeeper and Accountant.
- With support from the Project Supervisor, ensure that all staff have an up to date contract, performance appraisal, job description and personal development plan.
- Lead the management committee, made up of 3 local managers and the Project Coordinator during monthly meetings, aiming to build the increasing autonomy of the local team.
- Finance / Procedures
- Ensure the proper execution of HCTC procedures, and the overall sound financial management of the structure.
- In supervision of the accountant, make sure that the project maintains up to date financial records, a close control of the local expenses and good financial procedures such as the reduction in the use of cash advances.
- Ensure that the school budget (ODS) is updated on a monthly basis and send to the Regional Office. Represent the HCTC in budget coordination discussions with headquarters.
- Fundraising and reporting
- With the support of the Regional office for SEA ensure that all HCTC donors have a full narrative and financial report.
- Meet with current and potential financial partners in Bangkok and elsewhere in the region to widen the financial support for the HCTC project and make it more sustainable in the long term.
- Coordinate with strategic funding & operational partners such as IRC, IOM and the UNHCR.
- Represent the school at fundraising events, including events such as dining with the French diplomatic community in Bangkok, major hotel groups such as Accor, or at the IECD headquarters in Paris on regional seminars.
Expériences / Formation
Education: Bachelor’s degree in a relevant subject. A master’s degree is an advantage.
Experience: 5 to 10 years of professional experience in a relevant area to the job such as international development, non-profit management, hospitality and catering, entrepreneurship, marketing or business.
- Professional level in English; mastery of French will be an asset
