Background
The Ministry of Agriculture, Water and Forestry (MAWF) in partnership with the United Nations Development Programme (UNDP) is implementing the Sustainable Management of Namibia’s Forested Lands (NAFOLA) Project with funding from the Global Environmental Facility (GEF). The project aims to reduce pressure on forest resources by facilitating the gazettement of community forests, and increasing the capacity for the uptake of improved agriculture, livestock and forestry management practices in the community forest areas. NAFOLA is supporting the construction of two offices at Otji-West and Oshaampula Community Forests in Kunene and Oshikoto Region respectively. The project seeks to recruit a consultant to design, cost, prepare tender documents and supervise the construction work.
UNDP is seeking to hire an experienced civil engineer consutant to design, cost, prepare tender documents and supervise the construction work for two similar offices in Otji-West and Oshaampula Community Forests in Kunene and Oshikoto Region respectively. The expected output of the assignment is to provide technical services to UNDP for an efficient, qualitative and timely completion of the construction of the two offices in Kunene and Oshikoto Region.
Duties and Responsibilities
The consultant will be hired throughout the project to provide engineering/technical expertise and advisory services as following:
-Design and drawing of Community Forestry Office
-Conduct assessment/surveys as required;
-Prepare bill of quantity and tender documents for each site;
-Prepare material specifications;
-Plan and design electrical work and water provision. Renewable energy (solar) is encouraged;
-Presentation of documentations for tendering documents to  the MAWF and UNDP;
-Provision of advice to MAWF and UNDP on the selection of the company for the construction works to be contracted through and open local tender based on Request for Proposals. The task will be documented in a report to UNDP;
-Conduct independent technical expertise/verification of all the construction works throughout the project duration according to the technical design and specifications. This task will be conducted through at least 3 verification/check-up missions per site.
The technical expertise/verification of the construction should be made as to confirm/infirm whether the works and processes are in conformity with:
-Terms of Reference/Scope of Work of the Construction Works
-Technical Design, including all Specifications, Norms and Regulations, Bill/List of Quantities and Cost Estimates;
Deliverables
-A detailed work plan and methodology for the entire assignment developed and approved by UNDP
-Report on intermediary assessment of the drafts of the technical design of the offices
-Report on the final assessment/verification of the technical design of the Offices
-Provide specific assistance in compilation of the documentation for organization of the local tender for construction works.
-Provision of advice to UNDP on the selection of the company for the construction works to be contracted through and open local tender.
-(Three) reports on the verification/monitoring of the construction works according to specifications.
-Final Report comprising all the assignment period. The final report should contain description of activities at all stages, a compilation of key recommendations and lessons learnt throughout the project.
Time frame and institutional arrangements
The timeframe for the assignment of the consultant is planned tentatively from June – October 2019. The consultant will work based on monitoring and verification missions within the assigned period. The final work must be completed by October 2019.
Management and travel arrangements
The consultant will work in close collaboration with the NAFOLA Project Manager – for substantive aspects of the assignment, and under the supervision of the Project Manager – for administrative and other aspects. The assignment foresees frequent travel to the construction sites. It is envisaged that the consultant will travel to Oshampula and Otjiu West according to the days in duty station as specified in the TOR, but not less than three trips to the construction sites throughout the whole assignment.
Financial arrangements
All prospective consultants will be required to submit an aggregated financial offer (“aggregated financial offer” is the total sum of all financial claims of the candidate for accomplishment of the task, including but not limited to professional fees, travel, living expenses etc.). The financial proposal should be presented with breakdown of costs per main category, i.e. professional fees /per day/per total, travel to/from the construction sites, etc. Payment will be disbursed in installments upon submission and approval of deliverables and certification by UNDP that the services have been satisfactorily performed.
Competencies
-Deep technical knowledge of standards and principles of international construction contracts and business processesComprehensive knowledge and skills in the management of contracts within FIDIC Red Book standardsAbilities & skills:Proven abilities in provision of advisory services in the area of supervision of constructions.
-Proven ability to plan, work and deliver oagreed deadlines;
-Demonstrated interpersonal and diplomatic skills, as well as the ability to communicate effectively with all stakeholders and to present ideas clearly and effectively;
-Proven report writing and drafting skills.
Required Skills and Experience
Academic Qualifications:
-Degree in Civil Engineering or other relevant field;
Years of experience:
-Minimum of 5 years of progressively responsible professional experience in the area of constructions and provision of engineering advisory services;
-At least 5 years of professional experience within last 5 years in the area of preparation, negotiation and administration of contracts
-Experience in working with/contracted by international development organizations for similar assignments is a strong advantage.
-Computer literacy and ability to effectively use office technology equipment, IT tools.
Language:
-Fluency in English.

Technical Proposal:
-Explain in a cover page (maximum 2 pages) how candidate’s qualification and experience in research makes them suitable for the work and can lead towards the successful deliverable of the three objectives of this consultancy within the required timeframe.
-Please list and summarize at least 3 samples of work previously involved.
Financial proposal
Specify a lump sum amount which is all inclusive and takes into account various expenses the candidate expects to incur during the contract, including:
-The cost of travel from the home base to the duty station (UNDP Office, Rep. of Namibia and vice versa;
-Communications, utilities and consumables; and
-Life, health and any other insurance.
Evaluation:
Individual consultants will be evaluated based on the following methodology:
Cumulative analysis
When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:
a) responsive/compliant/acceptable, and
b) Having received the highest score out of a pre-determined set of weighted technical
and financial criteria specific to the solicitation.
