HI has been operating in South Sudan since 2006, implementing humanitarian and development actions aimed at promoting the rights, safety and quality of life of vulnerable populations, particularly persons with disabilities, mental health problems and functional limitations across the country. HIs current portfolio adopts an integrated and multi-sectoral approach which includes interventions centred on MHPSS, Protection, Functional Rehabilitation and livelihoods with disability inclusion a cross-cutting theme across all programmes. In 2020, HI will continue to implement interventions in these areas, whilst transitioning to post-emergency and recovery programming.
At present the total mission portfolio is approximatively 5 million euros. The main donors of the mission are DFID, ECHO, UNHCR, SSHF, Luxembourg Ministry of Foreign Affairs, French Ministry of Foreign Affairs/CDC. The mission currently employs 15 international and 106 national staff, working from the coordination office in Juba, field offices in Yei, Torit, Yambio and a mobile response team covering multiple locations across the country. HI is intending to expand to former Unity State to address the humanitarian needs of the population in the coming year.

JOB DESCRIPTION :

Under the direct supervision of the Operations Coordinator and in close coordination with Technical, Logistics, Finance and Human Resources departments, the Mobile Response Project Manager is responsible for the successful implementation of HIs mobile response project in South Sudan. She/he will implement HI mobile response to emergencies, displacement crises or other shocks across the country. This will include pre-planning, context, conflict and needs-based assessment and analysis, as well as oversee administrative duties such as budget management, HR, logistics and procurement tasks to ensure effective response times, and scale of assistance. The candidate will also be required to take on a strong coordination role within the Protection Cluster, Health Cluster and working groups to mobilise key partnerships that will support a feasible multi-agency and integrated response.

HI South Sudan’s mobile response (Flying) team, provides timely, essential and high-quality mental health and psycho-social support, rehabilitation and protection services to vulnerable populations, specifically persons with disabilities.

General objective: To address the needs, and reduce vulnerability of people at risk of exclusion by improving access to essential services in conflict-affected, remote, and emergency locations in South Sudan.

The mobile response (flying team) project addresses the urgent need for mobile functional rehabilitation, protection and psychosocial support needs in conflict-affected states, particularly in areas with acute needs due to new shocks. The action targets the most vulnerable persons at risk of exclusion (including people with disabilities, people with injuries and chronic illnesses, people with psychosocial distress, children, female heads of households, older persons). By identifying specific vulnerabilities and providing targeted assistance to these vulnerable groups by deploying a team of specialists (physiotherapist, occupational therapist, psychologist and Inclusion officer) providing rehabilitation, and psychosocial support to the conflict-affected locations, the action will reduce vulnerability and will mitigate the impact of the conflict by facilitating access to essential services, improving functional capacities and independence, strengthening positive coping mechanisms and capacity building and training partners in different locations. The team is deployed to different locations around South Sudan for varying lengths of deployment to conduct direct service implementation coupled with awareness raising, capacity building and on the job support to other service providers.

PROFILE SOUGHT :

• University degree in relevant field such as development studies, human rights law, social sciences and / or applied research. (bachelors as a minimum)
• At least 5 years’ experience in project cycle management, including budget management, administration and logistics
• At least 2 years’ experience managing complex humanitarian and/or development interventions, with specific focus on rapid emergency response
• Highly organised and driven individual with strong attention to detail and planning skills
• Demonstrated experience and ability for undertaking rapid, accurate context and needs-based analysis, strong decision-making, and translation of programmatic learning and priorities into response
• Demonstrated experience in context analysis, research, needs assessments and evidence-based monitoring and evaluation
• Willingness and drive to live / work in remote, potentially insecure and conflict-affected locations
• Demonstrated ability to work under pressure and in unstable environment
• Demonstrated ability for anticipation, reactivity, autonomy and initiative
• Experience of coordinating project activities and staff teams across multiple locations
• Demonstrated successful leadership experience managing a multi-disciplinary team and cross-cultural dynamics
• Experience with different donors programming and reporting: DFID, ECHO, CHF and UN
• Proactive and flexible approach with strong organisational and planning skills.
• Established capacity to deal with stressful situations, willingness to work in remote and isolated location
• Ability to respond to multiple priorities in a timely manner, producing high-quality outcomes
• Strong commitment to HIs vision, mission and core values
• Excellent communication skills in English (verbal and written) including the ability to write reports, to document good practices and lessons learnt, and write concept notes and proposals
• Experience and knowledge of following programme areas: Mental Health & Psycho-Social Support, Disability Inclusion, Protection, Rehabilitation and Emergency response is an asset
• Knowledge on logistical issues specific to the humanitarian context and developing countries is an asset
• Prior experience utilising participatory and inclusive research méthodologies is an asset
• Proven skill-set in professional context and needs-based analysis is an asset
• Arabic language is an asset

CONDITIONS :

• Starting date: 15 April 2020
• Length of the contract: 12 months
• Salary starting from 2300 € (gross) / month, adjusted regarding the experience of the candidate
• Perdiem: 529 € (net)
