Background

The Global Survivors Fund (GSF) was launched in October 2019 by Dr Denis Mukwege and Nadia Murad, 2018 Nobel Peace Prize laureates. Its mission is to enhance access to reparations for survivors of conflict-related sexual violence around the globe, thus responding to a gap long identified by survivors. GSF acts to provide interim reparative measures in situations where states or other parties are unable or unwilling to meet their responsibilities. GSF advocates for duty bearers as well as the international community to develop reparations programmes. It also guides states and civil society by providing expertise and technical support in designing reparations programmes. GSF’s survivor-centric approach is the cornerstone of its work.

Role Summary

The Project Coordinator for Chad will oversee the smooth implementation of our project seeding the ecosystem for reparation for Sudanese survivors in Chad, including coordination with local and international partners, and the design and scaling-up of programmes for survivors of conflict-related sexual violence.

The successful candidate will report to the Regional Coordinator for Africa in close collaboration with the interim reparative measures (IRM) team and will liaise with all GSF units, in particular Finance and Communications. As the Country Lead for Chad, the Project Coordinator will shape the country strategy across three key pillars, including advocacy and technical support: Act, Advocate and Guide.

Position Responsibilities

Project Coordination

  • Oversee, guide and support the mapping of partners and survivor networks in Chad;
  • Ensure close collaboration with and between GSF partners, including Doctors Without Borders (MSF);
  • Daily coordination with MSF’s Sexual Violence Activity Manager;
  • Support partners, survivor activists and networks to design and implement GSF’s project in Chad;
  • Participate in cluster meetings and discussions on conflict-related sexual violence;
  • Identify and propose new partnerships with humanitarian organisations, state, and non-state actors in Chad;
  • Organise trainings of partners and project teams on referrals to MSF and strengthening emergency support to survivors;
  • Oversee partners activities, manage changes to the project scope, schedule, and costs when relevant in collaboration with the Financial Regional Coordinator;
  • Guide and participate in project activities with survivors, communities, and teams, as well as to oversee implementation;
  • Support Monitoring, Evaluation and Learning activities with GSF’s MEL Officer;
  • Review and support narrative and financial reporting from partners.

Transversal Activities

  • Contribute to the development and sharing of lessons learnt from projects, including towards the development of best practice toolkits and other guidance tools;
  • Contribute to internal activities (including projects updates, KPI reports, partnership overviews, impact briefs, summary notes and final reports) and external reporting);
  • Participate in GSF ACT teams’ meetings, thematic discussions, exchanges on lessons learnt and best practice as required;
  • Contribute to the sharing of experiences of the project with national and international institutions;
  • Identify opportunities for and support training initiatives that strengthen relevant national, civil society and survivor organisations’ working on conflict-related sexual violence;
  • Develop and strengthen partnerships with relevant national and international stakeholders to promote the development and implementation of state reparations measures for conflict-related sexual violence survivors.

Other

  • Lead the development and update of country strategies;
  • Lead the development of the GSF annual planning and budget process for Chad, in collaboration with the Regional Finance Coordinator;
  • Responsible for the day-to-day implementation of GSF objectives and activities in the country, across strategic pillars, in liaison with relevant Heads of Units;
  • Chair regular meetings of the Country Team; Collaborate with area experts (PSEAH and Data Protection) for the development and or adaptation of tools for project activities;
  • Collaborate with the GSF’s Communications Unit for the development of communication tools on activities implemented in Sudan.

Risks and Security

  • Act as Security focal point in Chad for GSF: develop risk assessment and mitigation measures and oversee trip preparation and modalities according to GSF Security Policy and rules;
  • Develop and adapt policies and tools on safeguarding, PSEAH and Data Protection with the Risk and Compliance Senior Focal Point.

Finance and Administration 

  • Liaise and collaborate with the Regional Finance Coordinator for the administration and finance of the Chad/Sudan Project;
  • Contribute to the monitoring of budget execution for all expenses related the project, anticipating/explaining variances and potential need for changes and/or amendments;
  • Monitor that partners comply with reporting deadlines and requirements;
  • Liaise with the Regional Finance Coordinator to ensure consistency between narrative and financial report, and review relevance of forecast prepared by partners compared to planned activities for future.

Position Requirements

Education and Experience

  • Advanced university degree (master’s or equivalent) in law, international relations, political science, sociology, or related discipline;
  • At least 6 years of relevant professional experience working on project management, project design, monitoring and evaluation in relation to human rights, humanitarian law, conflict-related sexual violence (CRSV), advocacy, reparations, and/or transitional justice, preferably in Sudan or in conflict context;
  • A bachelor’s degree with minimum 8 years of experience in a similar position is considered as equivalent.

Other requirements

  • Strong experience in effective team leadership and management, as well as team coordination and conflict resolution;
  • Ability to build and sustain strong relationships and effective partnerships across organisations and project locations;
  • Solid practical experience working with survivors and victims of conflict-related sexual violence, survivor associations, non-governmental and/or national civil society organisations;
  • Strong knowledge of and experience with the survivor-centric approach, and co-creation, in line with existing good practice and guiding principles;
  • Understanding of the Sudan conflict landscape including political, social, economic, cultural and religious dynamics;
  • Proven experience in project management, including budget management
  • Effective communication skills;
  • Excellent reporting skills;
  • Strong writing, drafting, and public speaking skills are highly desirable;
  • Proven ability as a problem-solver with a solution-oriented approach;
  • Ability to work independently;
  • Ability to travel and go on regular project visits within Chad, and Sudan when necessary;
  • Ability to work as part of multi-cultural and cross-functional team, and to bring and maintain a good team spirit;
  • Proficiency in computer applications such as MS, Word, and Excel;
  • Tech savvy and at ease with latest communication technologies;
  • Fluency in English and Arabic is required, French will be considered as an asset.
