Fondation Mérieux recruits 01 Country Representative / Regional Project Manager SEALAB

  1. Main objective of the job :

The regional project manager will be in charge of the implementation of 2 regional projects, SEALAB leaded by Merieux Foundation and QWARS leaded by ASLM. She/he may also be part of other projects conducted in South East Asia by Fondation Mérieux.

Under the management of the Direction of Operation, She/he will implement projects in collaboration with national and international partners to strengthen the network of clinical laboratories.

The regional project manager will be also in charge of the representation of the Mérieux Foundation in Cambodia. He will be responsible for the general management of activities and teams

  • Coordination of the national and regional action strategy
  • General coordination of activities
  • Administrative, financial, legal and logistical management of the Office and programmes
  • Human Resources and Security Management
  • Compliance and risk management
  • Communication management
  • Management of exercise authorizations and representation with the various local partners in coordination with the Program Departments

2. Outline of the job :

Established in 1967 by Doctor Charles Mérieux, Fondation Mérieux is an independent family foundation and is a recognized state-approved charity. It fights against the infectious diseases that affect developing countries and is currently present in about fifteen countries (mainly in West Africa and South-East Asia, China, Bangladesh, Lebanon, Haiti, Brazil).

It offers a specific model based on a long history of expertise in clinical biology and a comprehensive approach to public health issues.

The mission of Fondation Mérieux is to contribute to global health by strengthening the local capacities of developing countries to reduce the impact of infectious diseases on vulnerable populations. Its action is based on four main priorities: clinical biology laboratories, collaborative research programs, training and exchange of knowledge, support to international solidarity projects specifically concerning Mothers & Children.

Since it was created, Fondation Mérieux has given priority to opening and partnering, initiating and leading a major international scientific network. It acts as a catalyst in both local and international initiatives with the same objective of improving public health including infection prevention and quality of care.

The SEALAB project objective is to build capacity to detect and respond to infectious disease outbreaks through laboratory strengthening in Cambodia, Laos and Myanmar. The focus will be on laboratory systems. Indeed, when strengthening laboratories, working only at facility level will have an impact which could rapidly be compromised if laboratories are not linked into a network allowing supervision, mentoring, support, equipment maintenance and calibration, data management solutions, sample transportation and surveillance. The consortium is thus proposing an assessment of human (H) and veterinary (V) laboratory systems, with the development of a national plan of action at system level. Following this report, a one-week intensive training on what is practically a laboratory system, a laboratory network and how to maximize the use of resources and improve systems in a sustainable way will be held. In order to reach its objective, the consortium will reinforce the national workforce, the quality management system (H and V), the data management and the supervision and control of laboratories.

Human laboratory and IT strengthening activities will be conducted in all 3 countries, while veterinary strengthening activities will only occur in Cambodia and Laos.

3. Position :

She/he will be in charge of the project management and will interact with all the stakeholders and will be responsible for the good management of the project. She/he will manage the work of the technical onsite supervisor, and of the two others national responsible of the project (Laos and Myanmar).  She/he will have very regular meetings with the national authorities to align the project with the national strategies. She/he will be in charge of the reporting at the national level for Cambodia and of the compilation at the regional level.

He/She will be responsible to leverage technical skills to create strong linkages with the  institutional and technical partners and share best practices and lessons learnt in the areas of project coordination and development.

Also, contribute to training materials development and inputs to counterparts training and capacity development in the project training plan alongside with international experts.

As a Mérieux Foundation Representative he/she will be responsible to:

  • Manage the Office in the country by ensuring reliability, quality and local regulatory compliance:
    • Management of Fondation Mérieux’s office in the country with the support of the Financial manager
    • Representation of Fondation Mérieux in the country towards partners and the national administration
    • Production of periodic activity reports to headquarters and authorities
  • Ensure the proper implementation, monitoring and reporting of the various projects in the country
  • Participate in the setting up of projects in the country in coordination with the relevant Technical Departments
  • Support the Rodolphe Mérieux Laboratory or Infectious Diseases Centre of the country and/or the laboratories supported by the Foundation
  • Contribute to the visibility of Fondation Mérieux’s strategic activities and communication
  • Ensure the safety of people in its area of responsibility and compliance with the code of ethics by employees and partners

4. Description of Duties

He/She will work under the direct supervision of the Direction of Operation and DDSS for “SEALAB” and QWARS Project. He/she will receive technical and administrative backstopping by the Administrative, Finance and Logistic Manager/ Headquarter of Fondation Merieux and will work in close collaboration with the national partners, other project team members and other related programmes/projects of the country office as required, in particular with country office implemented projects.

His main missions are :

  • To participate to the set-up of the project
  • To coordinate the projects activities in the 3 countries
  • To propose monitoring tools: planning, budget, logical framework, budget, risk management
  • To implement the activities of the project in accordance with the action plan and the management rules
  • To be responsible of the achievement of objectives and the production of deliverables.
  • To complete the monitoring tools and assess the completion of indicators
  • To perform the regular reporting to HQ, and to the technical and financial partners
  • To be responsible of the compliance with management rules and national legislation
  • To manage and mitigate  risks linked to the project
  • To communicate the project results to HQ and partners
  • To maintain good relationships with partners
  • To contribute to assess the impact of the project on public health
  • To represent Fondation Mérieux in meeting and events
  • To contribute to the identification and development of new projects

5. QUALIFICATIONS AND SKILLS:

 Education

  • Medical Doctor or master in Public health
  • Or at least 10 years of experience in the field of Public health/Global Health
  • Project management degree would be an added advantage
  • Specialization / Competence in Coordination and project analysis

Experience

  • At least minimum five years of professional experience with the project management at National Level/with iNGOS, implementation and monitoring and evaluation
  • Proven experience in working effectively with government sector especially Ministry of Health and with international partners would be an asset.

Languages

  • Excellent English Language

Salaire

At the beginning this position will be a full-time position and a short-term contract for 12 months.
