Organizational Setting
 The FAO sub-regional office for Southern Africa (SFS) has been supporting a number of interventions linked to the Southwest Indian Ocean Fisheries Commission (SWIOFC). A project entitled ‘’A Partnership for Marine and Coastal Governance and Fisheries Management for Sustainable Blue Growth’’ will support, through the SWIOFC and Nairobi Convention (NC) and its countries, collaboration between fisheries and environment sectors. The main focus of this project lies in improving the coordination between fisheries and environmental management for the overall system to produce actual results on the ground. At the same time, it is essential that there are improvements on both fisheries and environmental management, where they can reinforce each other mutually. The project will have three components/ outcomes: i) Resilience of livelihoods based on WIO marine and coastal ecosystem and habitats enhanced ii) Coastal fisheries are sustainably managed using the ecosystem approach to fisheries iii) Coordination between fisheries and environmental management institutions enhanced at national and regional levels.
Reporting Lines
 Under the overall supervison of the Subregional Coordinator for Southern Africa and FAO Representative of Madagascar, the National Fisheries Specialists will be reporting directly to the Technical Adviser (Fisheries and Environment) and LTO of the SFS project.
Technical Focus
 Fisheries: Gender, Livelihoods, Value-Chain, Environment, and Management.
Tasks and responsibilities
 The National Project Specialists will be responsible for assisting activities for several project activities in the country in collaboration with Lead Project Consultants, the Project Management Unit, and National and Provincial authorities:
SFS project – component 2:
 Collect information on gender and livelihoods in project area;
Collect information on fish and other value-chains in project areas;
Analyse gender and livelihood issues and opportunities and identify and feasible project initiatives with the communities so as to address gender issues and improve livelihoods;
Identify key constraints and feasible solutions in order to strengthen value chains in the project areas;
Identify possible new/improved products or services that can provide benefits to youth, women and men in small-scale fishing communities, and marketing strategies
Prepare reports relating to feasibility of above interventions;
Collect information and assess fisheries management assistance needs in the project areas;
Prepare a training programme on EAF, rights-based management and marine and coastal habitat management tailored to the needs of project areas.
Develop training and other participatory program materials for their implementation with the communities and project partners;
Implement/organise and facilitate trainings and programs developed;
Assist in identifying partner institutions to further develop a and roll out the training programs and support management plans
Perform other related duties as required.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
University degree in Fisheries Science, Biological Sciences, Social Science, Development Studies or related areas
5 years of relevant experience in Fisheries and other sectors related areas to this assignment
Working knowledge of English
Working knowledge of the official language of the country
Nationality of Madagascar or residence in the country.
