Organizational Setting
Mozambique’s forest and wildlife resources are threatened by deforestation, forest degradation and forest fires, mainly caused by shifting cultivation, illegal logging, poaching, and uncontrolled firewood and charcoal production. As a means to address such challenges, the Government of Mozambique has expressed a significant level of commitment and ambition to promote sustainable forest management, reduce deforestation and increase forest cover, while contributing to biodiversity conservation. Mozambique’s Forest Investment Plan (MOZFIP), funded by the World Bank,  provides a framework for channelling international support to the country’s commitment for forest sector reform and transformational change, through national-level activities to improve the enabling environment and on-the-ground investments in two targeted landscapes, Cabo Delgado and Zambézia provinces.
FAO leads the Technical and Strategic Support to the Implementation of the MOZFIP. The project focuses on five (5) components, namely: (i) Forestry sector 20-year vision, strategy and action plan transparently and participatory developed and underpinned by a revised institutional and policy framework; (ii) Transparency, accountability, equity and overall sustainability of forest production is ensured through revision of forest concessions institutional framework; (iii) National forest sector planning and management are enhanced based on relevant and accurate information and data available through a Forest Information System; (iv) National Directorate of Forest (DINAF) staff and other stakeholders are empowered and have the knowledge, skills and capacity to manage the national forest endowment based on best forest management principles and; (v) Project Monitoring and dissemination of results.
FAO is the lead United Nations (UN) agency for agriculture, forestry, natural resources management and rural development. In Mozambique, FAO has a long history of working for the development of the forest sector, since 1979, having supported the country to implement important milestones, such as the development of the first national forest inventory in 1980.
Reporting Lines
The consultant will work in close collaboration with other national and international consultants involved in the development of the Forest Information system (FIS), under the supervision of the CTA and in close collaboration with the National Directorate of Forest under the Ministry of Land, Environment (DINAF) and FAO Forestry Department.
Technical Focus
The national consultant will support the delivery of the third component of the project focused on the development and implementation of a Forest Information System for the Ministry of Land and Environment that contributes to enhance national forest sector planning and management by making relevant and accurate information and data available.
The system will have to be available at the centralized office, DINAF Directorate, and at the provincial level, regional Offices of the Provincial Forest Service and Wildlife. The consultant will be responsible for the overall system administration support of the DINAF data centre, with specific focus on the servers related to the Forest Information System and its components, as well as their availability, access security, structural environment and stability.
Tasks and responsibilities
 The systems administrator will be responsible for the correct operation of the infrastructure of the system.
Specific responsibilities will include:
Support the administration and coordination of the DINAF SIF data centre and the connectivity and data sharing between relevant data centres of other institutions;
Mount, install and setup of hardware components;
Install, configure, deploy physical and/or virtual servers (VMWare and/or Hyper-V) in support of infrastructure, development and project activities using in house and/or cloud infrastructure resources as needed;
Develop system upgrade procedures and ensure software patches, security and operating system updates are correctly deployed on all servers globally;
Resolve physical server hardware and/or software problems
Ensure server backup operations are automated and successfully executed;
Perform daily system monitoring, verifying the integrity and availability of all hardware, server resources, systems and key processes, reviewing system and application logs;
Perform regular security monitoring to identify any possible intrusions and contribute to maintaining the security posture of IT systems in accordance with Security recommendations;
Apply O/S upgrades and security patches on a regular basis and upgrade administrative tools and utilities. Configure/add new services as necessary;
Research and implement innovative and, where possible, automated approaches for system administration tasks;
Develop comprehensive technical documentation of IT infrastructure systems and operating procedures, and
Perform any other duties as required
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
Degree in Computer science or related fields;
At least 10 years of proven experience in data centre administration;
Fluency in English, working level of Portuguese and/or Spanish;
National of Mozambique or resident in the country with a work permit.
