EU Call for Proposals: Peruvian Society for an Economic Model and Sustainable Cities, the Defense of the Environment and Environmental Rights

The European Union (EU) is seeking proposals for its program entitled “Peruvian society for an economic model and sustainable cities, the defense of the environment and environmental rights”.

Objectives

The overall objective of this call for proposals is: Promote ecological transition, unite environmental protection and mitigation of climate change with sustainable economic and social development, defending and promoting respect and protection of environmental human rights and their defenders.

The specific objectives and priorities of this call are presented in correspondence to the four lots proposed:

Lot 1: ECOLOGICAL TRANSITION

Specific objective 1:
Promote the transition to a low carbon economy, particularly in the Peruvian Amazon.
Priorities:
Promote the transition to a circular economy in production and consumption systems, at a significant level to be scaled and / or multiplied;
Promote efficiency in the use of resources, incorporating or reintegrating waste into new production cycles;
Promote value chains or green, sustainable and circular productive chains that contribute to the preservation and sustainable use of natural capital including biodiversity (ecotourism, sustainable timber, deforestation-free products, etc.). This priority includes the promotion of the presence of products of environmentally and socially sustainable and / or circular production in national and international supermarket chains;
Support to the local communities of the Peruvian Amazon in the development of economies and sustainable income generation activities, including the inclusion of goods (wild resources, timber and non-timber forest products) and environmental services (water resources, soil productivity) from forest ecosystems;
Support planning and territorial planning as well as the supervision of compliance with the legal framework on land use in a significant territorial scope.
LOT 2 – SUSTAINABLE CITIES

Specific objective 2:
Promote the integral ecological transition in a municipality of the Province of Lima (Metropolitan Lima), in cooperation and mandatory alliance with the respective municipality.
Priorities:
Promote the definition and implementation of integral sustainable city policies, in a municipality of the Province of Lima and demonstratively, that is, a pilot and scalable action;
Promote private public articulation, foster alliances between authorities, private sector and society, and mobilize cities and citizens more aware and demanding for the care of the environment;
Demonstrate the incorporation of the circular economy in city management.
LOT 3 – VISIBILIZATION and MOBILIZATION

Specific objective 3:
To make visible the limits of the current economic and social model, to stimulate the drastic and necessary change, to guarantee the welfare of future generations.
Priorities:
Produce audiovisual or other material, suitable for raising awareness and mobilization of public awareness, about the consequences of environmental degradation and climate change, the limits of the linear economy and the advantages of the circular economy and sustainable development;
Ensure the mass dissemination of audiovisual or other material in order to encourage debate and mobilize entities, people and financial resources for environmental protection and assistance against climate change.
LOT 4 – EIDHR – PROTECTION OF HUMAN ENVIRONMENTAL RIGHTS

Specific objective 4:
Improve respect and compliance with Environmental Human Rights (DHA) as an essential part of general environmental protection and better environmental governance.
Priorities:
Promotion of a safe and conducive environment for the Defense of Environmental Human Rights (DDHA) and the security and protection of their defenders;
Strengthening of professional, technical and financial capacities (litigation, legal advice, negotiation and conflict resolution, access to information, etc.) of environmental human rights defenders and justice operators;
Reduce the power asymmetries by accessing the information of the DDHA;
Consolidate territorial surveillance processes and other environmental control and monitoring mechanisms;
Develop dialogues and capacities for conflict prevention and resolution;
Develop capacities and leadership by communities and indigenous peoples affected to prevent and remedy human rights violations.

Eligibility Criteria

Lead applicant

Calendar
In order to qualify for a grant, the lead applicant must:
be a legal entity and
not be for profit and
be a civil society organization
For lots 1 to 3: be established in Peru; or in one of the Member States of the European Union (EU) No 231/2014 and the contracting parties to the Agreement on the European Economic Area;
For British applicants: Please note that the eligibility criteria must be met throughout the duration of the grant. Unless the specific eligibility rules for each sector provide otherwise, if the United Kingdom withdraws from the EU during the grant period without having reached an agreement with the Union to ensure, in particular, that British applicants remain eligible, will stop receiving EU funding (as long as it continues, if possible participate), or applicants will be asked to leave the project under the article [insert the reference to the article that allows the termination of the grant agreement (change of legal status of the beneficiary)] of the grant agreement.
For lot 4: In this lot no nationality restrictions apply to the main applicant and their co-applicant (s).

Public bodies such as Ministries, Provincial or municipal governments are not eligible as applicants in any of the lots.
Co-applicant(s)

The co-applicants will participate in the design and execution of the action, and the costs incurred will be eligible in the same manner as those incurred by the principal applicant.
Co-applicants must satisfy the eligibility criteria as applicable to the lead applicant himself.
Affiliated entity(ies)

The principal applicant and its co-applicant (s) may act with affiliated entities.
Only the following entities may be considered entities affiliated with the principal applicant or the co-applicant (s):
Only entities that have a structural link with the applicants (that is, the principal applicant or a co-applicant), especially if the link is legal or capital.
