EU announces CFPs to Support and Strengthen Civil Society Organizations in Gabon
The European Union (EU) is accepting proposals from eligible organizations to Support and Strengthen Civil Society Organizations(CSOs) in Gabon.

Objectives
The general objective of this call for proposals is to contribute to reducing inequalities in the context of sustainable development, in particular by pursuing the objectives of sustainable development (SDG), and to improve the quality of life in a more equitable and democratic society through support for civil society in Gabon.
The specific objective is to increase the capacities of civil society as a recognized actor in the processes of democratic governance, so that it can contribute effectively to the national process of sectoral dialogue relating to public development policies.
For Lot 1, the support will focus on the following areas:
Respect for human rights, in particular gender equality and the fight against violence against women;
Transparent management of public finances and fight against corruption;
Transparent management of natural resources and fight against climate change.
Lot 2 Covid-19:
Prevention and response actions to infectious diseases;
Income-generating actions for the most vulnerable, in particular women and young people, to help them cope with the impacts of Covid in the medium / long term.
Priorities for all lots:
The objectives of the actions proposed must be consistent with the overall objective of the call and the objectives and specifics listed above.
Priority will be given to proposals drawn up in consultation between CSOs and between CSOs and local authorities.
All projects should integrate the gender issue and the human rights-based approach, in accordance with the new European Consensus on Development.

The overall indicative amount made available under this call for proposals is EUR 804,258. The Contracting Authority reserves the right not to allocate the totality of the funds available.
The indicative envelope per lot is as follows:
Lot 1: 450,000 EUR
Lot 2 Covid-19: 354,258 EUR
Eligibility Criteria

Lead applicant(s)
To be eligible for a grant, the lead applicant must:
be a legal person and
have no profit-making purpose and
belong to the following category: civil society organization (CSO) or network / association of OSCI6, and
be established in Gabon, or in a Member State of the European Union, or in EEA countries – the European economic area, and
be directly responsible for the preparation and management of the action with the co-applicant (s) and the affiliated entity (ies), and not act as an intermediary.
The lead applicant can act either individually or with one or more co-applicants.
However, if the lead applicant is established in an EU Member State or in an EEA country, it must obligatorily act with one or more co-applicants established in the country in which the action is implemented.
Co-applicants(s)

Co-applicants participate in the development and implementation of the action, and the costs they bear are eligible in the same way as those borne by the lead applicant.
Co-applicants must meet the same eligibility criteria as those that apply to the lead applicant himself.
However, in addition, the following category is also eligible as a co-applicant: local authorities or networks / associations of local authorities.
Actions proposed in partnership between local CSOs and between local CSOs and local authorities will be privileged.
Co-applicants must sign the terms of reference.
If the grant is awarded to them, any co-applicants become beneficiaries Chris the framework of the action (with the coordinator).
Affiliated entity(ies)
The lead applicant and his co-applicant (s) may act with one or more Affiliated entity(ies).
Only the following entities can be considered as affiliated with the lead applicant and / or co-applicant (s):
Only entities that have a structural link with the applicants (the lead applicant or a co-applicant), in particular a legal or capital link.
This structural link mainly encompasses two concepts:

Entities affiliated with an applicant can therefore be:
entities contradicted directly or indirectly by the applicant (subsidiaries or first-rank subsidiaries) or controlled by an entity itself controlled by the applicant (sub-subsidiaries or second-level subsidiaries), and this is valid for the other levels of control;
