Context of the position

The French Red Cross (FRC) is operating in Northern Iraq since 2013 in Dohuk, Ninewa and Erbil governorates. Focused first on the influx of Syrian refugees, then on the IDP crisis – installed among host communities in Northern Iraq – and the challenging displacements and returns of population, the FRC provides in Iraq assistance to the beneficiaries in the most need.

With its partner, the Iraqi Red Crescent Society (IRCS), the FRC responded to the first wave of families displaced from Mosul in October 2016 and is currently operating programmes in Education, WASH and Livelihoods.

In order to pursue its humanitarian assistance in Northern Iraq, in 2019, the FRC continues its efforts to support recovery assistance for Syrian refugees, Iraqi IDPs, returnees and most vulnerable host communities.

The French Red Cross Iraqi Delegation currently employs about 25 national staffs and 6 international staffs.

The Sub-Delegation itself is based in Dohuk with a sub-office in Sinoni (Sinjar District), and is supported by the Coordination office in Erbil.

 

The position Responsibilities

  • Under the supervision of the Head of delegation, the Head of sub-delegation for Dohuk & Ninewa will be directly in charge and supervision of the FRC sub-delegation teams based in Dohuk and Sinuni.
  • HOSD for Duhok & Ninewa will be supporting, through the different FRC programs, the Iraqi Red Crescent Society local branches (Duhok and Mosul Branch).

  • The HOSD works under the responsibility of the HOD and reports to him.
  • The HOSD supervises and is responsible for all national staff and expatriate based on the sub-delegation (programme staff and support staff).

  • The HOSD receives support from the Coordination Team.

Expériences / Formation du candidat The profile of candidate

Educational background and previous experiences:

  • Master’s degree or equivalent in project cycle management and / or administrative and financial management
  • Proven experience in management, project management (2 years minimum)
  • Experience in a similar position in the Middle-East or in Iraq is an asset
  • Good geo-political analysis of a complex region is an asset
  • Previous knowledge of FRC or the International Red Cross and Red Crescent Movement preferred

Professional skills:

  • Good communication and institutional relations – diplomatic and representation skills
  • Good coordination with many other humanitarian actors
  • Experience in security management
  • Autonomy, versatility, adaptability in a difficult context
  • Organizational capacity and coordination capabilities
  • Writing skills and project writing and reporting experience
  • Analytical and synthetic mind
  • Mastering the Pack Office and windows 10
  • Communication, analysis, writing and reporting skills
  • Management qualities
  • Substantial experience of operational management thinking, including: identifying, analyzing, problem solving and responding to opportunities and challenges by translating these into practical plans of action.
  • Ability to participate and supervise writing of proposals
  • English is mandatory (oral and written), French appreciated, Kurdish Badini is an asset, Arabic is a plus.

  • Flexible and proactive
  • Rigor, flexibility and strong adaptation capacities
  • Experience in managing staff from different cultures
  • Good knowledge or experience of the Red Cross Movement (functioning, mandates, etc.)

Summary

  • Duration:  6 months renewable
  • To be filled: september 15th, 2019
  • Status: expatriate position

  • Passport valid for more than 6 months at the moment of departure
  • Up-to-date vaccination card / fitness for travel

The course aims at developing a common culture of security management within the Movement in order to enable a better understanding of the main threats and risks for humanitarian actors in the field, and offers solutions to restrain their impact.
