1. Position Information

2. Organizational context and scope of work UNDP has been working in Libya since 1976. Since the outbreak of conflict in 2014 and the deteriorating humanitarian situation, UNDP Libya continues to support Libya’s transition to an inclusive political agreement, accountable governance, stabilization, economic recovery, and resilience. UNDP aims to support Libya’s transition to an inclusive political agreement through expansion of dialogue between different stakeholders, urgent rehabilitation of key public services, support to constitutional processes underway and national and local capacity-building to be able to address the urgent needs of citizens. UNDP partners with various government actors, non-governmental organizations, civil societies, the private sector, UN agencies and other organizations.In recognition of recent political and security developments in Libya and related opportunities to enhance stability in Tripoli and avert the further erosion of institutional capacities, and against the backdrop of the UN Secretary-General’s decision to move ahead with relocating the United Nations into Libya, the Government of National Accord (GNA) has requested assistance from UNSMIL and UNDP to efforts of the Ministry of Interior, Libyan police and criminal justice institutions to advance security and the rule of law in Libya’s capital. Based on detailed assessments of the current context and capabilities, and in consultation with Libyan stakeholders, priority areas have been identified for programmatic engagement are as follows:Structure, roles and resourcing of local police and criminal justice institutions clarified and prioritized according to identified needs in TripoliDevelop appropriate training curricula for police and judicial police and ensure that training curricula support long-term harmonisation of capacities between pre- and post-2011 intakes.In line with UN commitment to integrated assistance, and with support from the Global Focal Point arrangement for Police, Justice and Corrections, UNDP and UNSMIL are rolling out a ‘Policing & Security Joint Programme’ (PSJP), which will maximize the capabilities of the UN system in support of the GNA’s agenda in these critical areas. This joint programme is fully aligned with UNSMIL’s Security Council mandate and the UN Strategic Framework, and leverages UNDP’s capacities and expertise as a programmatic entity and development partner of the Libyan government.
3. Purpose and objective of recruitment
The international consultant will work closely with the Project Manager, the Project Team and will be responsible for the following:Review the existing Police training curricula, Cadets curricula and specialised police training curricula  in close collaboration, with the Technical Working groups at the Training Department and police college and ensure that training curricula support long-term harmonisation of capacities between pre-and post-2011 intakes.Provide technical assistance to Ministry of Interior and other relevant law enforcement officials, to enable them to conduct a review and include a focussed training needs assessment to develop e training curricula.Support the TWG in revision of designing and development of the curriculum for the Cadet training facility Support the TWG in designing and development of the specialized police training programmes, including but not limited to specialised subjects like (1) leadership qualities in general and for police station chief in particular, (2) Anti-terrorism intelligence and investigation, (3) Traffic management and security (4) investigation skills with human rights based approach, and (5)Handling sexual and gender based violence.In close consultation with TWG develop training modules learning objectives, Outcomes, and lesson plans for identified core policing ‘Pillars’, such as Policing Knowledge, Operational Skills, Professional Standards, Legal Knowledge, along with Management and Leadership module content.Develop an Annual training Programme for specialized police training programme.Under the overall supervision of the Project Manager, the international consultant must work closely with the project staff and is expected to undertake the following activities:Prepare Action Plan in consultation with TWG and relevant stake holders for review and revision/development of (1) Training curricula for cadet and (2) specialised training curriculaReview, design and develop cadet training curriculaReview, design and develop specialised training curricula for high police institute as well in developing new specialized police training programmes including but not limited to specialised subjects like (1) leadership qualities in general and for police station chief in particular, (2) Anti-terrorism intelligence and investigation, (3) Traffic management and security (4) investigation skills with human rights based approach, and (5)Handling sexual and gender based violence.Produce a final report regarding training curricula and its implementation stating the challenges faced and recommendations on further development.
4. DeliverablesThe consultant will work under the overall guidance of the project manager and in close collaboration with the project team in Tripoli.  S/he will be expected to produce the following deliverables:
Review the existing curricula and in consultation with the TWG and the police college and prepare action plan for design and developing both Cadet training and for specialised training with MoI training department (Detailed Action plan is required): 3 Working daysDevelop (first draft) of cadet curriculum, and new specialized police training programme on subjects mentioned above in consultation and discussion with TWG (MoI) / (First draft of (1) cadet and (2) specialised training curricula is required): 7 Working daysPresentation of the first draft (1) cadet and (2) specialised training curricula before the CTG and relevant stakeholders for review (detailed Presentation is required): 2 working daysFinalise the draft of both the cadet curriculum and the specialised training programme and after incorporating inputs from the TWG, ministry of Interior for publishing and printing. (Final draft of (1) cadet and (2) specialised training curricula is required): 7 working daysSubmit the final report outcome, stating challenges and recommendation for future development (Final reports one for training curricula is required): 2 working days
5. Selection CriteriaThe offer will be evaluated by using the Best value for money approach (combined scoring method). Technical proposal will be evaluated on 70%. Whereas budget proposed will be evaluated on 30% based on sufficiency for applying the data gathering techniques and for obtaining reliable data for the evaluation in the timeframe indicated. Below is the breakdown of technical proposal on 100% which will be brought to 70%:Advanced university degree (Master’s or equivalent) in Rule of law and law studies, Human rights, public administration and public policies, governance, social sciences, or related disciplines: 10%Minimum of 11 years of progressively responsible experience in the design, planning and implementation of the research project and training and curricula development: 10%Proven knowledge and background in Rule of Law, gender, human rights, and security sector: 10%Adequate skills to develop methodology and work plan (techniques for gathering and analyzing qualitative and quantitative training curricula data): 10%Demonstrated experience in designing and implementing gender-sensitive training programmes: 10%Proven experience in engaging with stakeholders including government counterparts in research and developing policy papers and curricula: 10%Excellent Arabic and English writing and communication skills: 10%
6. Disbursement of payments.Payment will be made in one instalment upon completion of all deliverables and submission and approval of the final report and timesheet as indicated in the TORs.  

7. Timeframe and Estimated workday duration
The duration of the contract will be 21 working days, over a month period

9.Required Skills and Experience  
Qualification:Advanced university degree (Master’s or equivalent) in Rule of law and law studies, Human rights, public administration and public policies, governance, social sciences, or related disciplines 
Experience:Minimum of 11 years of progressively responsible experience in the design, planning and implementation of the research project and training and curricula developmentProven knowledge and background in Rule of Law, gender, human rights, and security sector,Adequate Methodology and work plan (techniques for gathering and analysing qualitative and quantitative training curricula data)Demonstrated experience in designing and implementing gender-sensitive training programmesProven experience in engaging with stakeholders including government counterparts in research and developing policy papers and curricula 
Language RequirementsLanguage proficiency in English and Arabic is required.
