About the role

This is a 12 months, new role with unaccompanied terms based in Mobaye, (Basse-Kotto Prefectures), CAR, with frequent travel to Kouango, Grimari (Ouaka Prefecture) and Zangba (Basse-Kotto Prefectures), with a salary of Grade 3 €36,527 – €40,586. We would like you to start in March 2020.

 

You will report to the Project Coordinator in Kouango and will line manage 2 Assistant Programme Managers with oversight over 3 field assistants. You will oversee operations at Concern’s base in Kouango while working closely with the Area Coordinator, Base Manager, FSL PM, CASH PM, WASH PM, and Programme team based in Bangui.

 

Your purpose: The PM will implement, lead and manage the FSL components of Concern Wordwide’s EU-Fonds Bêkou funded ‘I LA TENE TI TO NA MBONGO’ (‘Tous ensemble pour le sud-est’ – ‘Together for the South-East’) programme in 4 locations: Kouango, Grimari (Ouaka Prefecture), Mobaye and Zangba (Basse-Kotto Prefecture) in CAR.

FSL component includes:

  • Support to sustainable agricultural and non-agricultural Income Generating Activities (IGAs)
  • Development and support of joint savings initiatives and access to credit
  • Rehabilitation / construction / equipment of infrastructures fostering development of promising sectors
  • Strengthening and restructuration of local producer organizations / associations / cooperatives
  • Cash for work activities
  • Functional literacy courses for women

‘I LA TENE TI TO NA MBONGO’ is a multisectoral project that includes 4 components: economic development, WASH, Social Cohesion/Community Development and Support to local authorities. It is a consortium project with ACTED (lead), OXFAM and COOPI that aims to provide a set assistance package in 21 cities in the southeast of CAR. Relevant and effective coordination amongst consortium members is expected.

 

You will be responsible for:

Programme implementation:

  • Oversee the implementation of the Livelihood components of the programme, ensuring timeliness and delivery according to the activity plan and results frameworks.
  • Liaise with the programme coordinator on all matters related to grants, reporting and project management; attend required consortium meetings.
  • Ensure the programme adheres to Concern’s food security and livelihoods approaches, to best practices and to all internal policies and procedures.
  • Ensure participation of the community in the implementation of programme through appropriate mechanisms.
  • Build the capacity of members of the team assigned to the project.
  • Ensure mainstreaming of a gender-sensitive and protection-oriented approach into all programme activities.
  • Ensure that crosscutting themes including accountability, equality, gender and protection are mainstreamed in the programme as well as adhering to the Core Humanitarian Standards (CHS).

 

Programme Management:

  • Develop and review programme operational plans timely (chronogramme, procurement plan, M&E plan, etc.), based on plan submitted to donors, field conditions for implementation, and according to best practice.
  • Manage the Livelihoods activities ensuring that they are meeting their intended aims and objectives and achieving impact.
  • Ensure that the materials, equipment and other articles are ordered and received in time, and that they are of the required quality ;
  • Assist in knowledge management and archival of FSL related financial, logistic, programme documents;
  • Identify areas where improvements can be made to increase impact, identifying and incorporating lessons learned in programme design.

 

Staff Management:

  • Recruit, manage and support FSL programme staff ensuring that there is a clearly defined structure, up-to-date job description, and reporting mechanisms for each team member.
  • Ensure team members are aware of core Concern policies and procedures relevant to their work, and with the support of others, carry out regular briefings on these policies, including the safeguarding policies, anti-fraud policy, security management, accountability etc. Contribute to the implementation of these policies.
  • Together with other project teams members, ensure inequality and risk and vulnerability are analysed, mitigated against and responded to during the overall planning, implementation and management of the FSL project.
  • Assist with the provision of or coordinate the training necessary for the delivery of good quality activities.
  • Agree clear performance objectives for all direct reports, and ensure all team members have appropriately set objectives, and that performance reviews are undertaken in a timely manner.
  • Take active measures to address equality issues, particularly relating to gender, in programme as well as operational (e.g. HR) activities.Financial management:
  • Manage the FSL programme budget, including regular expenditure tracking, in accordance with Concern financial procedures and guidelines.
  • Together with the Assistant PMs and Project Coordinator review financial reports and feedback to finance department on irregularities and discrepancies.
  • Develop internal budget revisions with the support of the Project Coordinator and the finance team and according to schedule, while building the capacities of the Assistant PM to improve their budget management skills.
  • Develop a clear work and expenditure plan and ensure that the programme is implemented within the agreed/approved budget and timeframe.
  • Take overall budget responsibility for FSL Programmes under this grant.

 

Monitoring & Evaluation:

  • Manage programme in line with logframe and M&E plan;
  • Ensure team is aware and understand M&E requirements and methodologies and understand their roles and responsibilities within M&E system ;
  • Ensure that the information regarding the programme activities and beneficiaries is captured, stored and analysed, timely and with quality, according to the established M&E Plan ;
  • Ensure that beneficiaries have access to feedback/complaint mechanisms and that data is monitored and responses given within appropriate time periods ;
  • Ensure that quality programme reports are produced and submitted to the Project Coordinator in a timely manner, according to pre-defined timelines ;
  • Capture key learnings on conditional and unconditional cash programmes in the programme.

Security:

  • Ensure all program staff strictly comply with the Security Management Plan (SMP) and SOPs ;
  • Ensure that staff communicate security incidents and concerns in a timely manner ;
  • Provide timely security information/updates/alerts to the Project Coordinator, Area Coordinator or Country Security Focal Point (Systems Director).

Other:

  • Contribute to organisational accountability initiatives, including overseeing the roll out of commitments of Concern under the CHS (Core Humanitarian Standards).
  • Adhere fully to the commitments and rules of Concern’s Code of Conduct (CoC) and its affiliated safeguarding policies, including the respect of confidentiality and duty to report.
  • Report to the appropriate manager any violations of Concern’s CoC and Safeguarding Policies, as well as Anti-Fraud and Whistleblowing Policies; this is a mandatory duty of all staff.
  • Undertake any other relevant duties as may be assigned by the Project Coordinator or SMT member.

Salaire

€36,527 to €40,586 and benefits
