CONTEXT

Restoring Family Links is a mission of the Red Cross Red Crescent Movement. It aims to clarify the fate of people who have gone missing due to conflict and other situations of violence, migration, or any other humanitarian disaster and bring answers to their families. Our services are provided without discrimination as to either the status, political affiliation, religion, or ethnicity of the persons.

Since 2011, the armed conflict in Syria has led to enormous humanitarian consequences including, among others, disappearances (enforced and otherwise) and massive internal displacement of over 6 million people and more than 5.6 million people seeking refuge outside the Syrian borders.

France has in recent years received significant numbers of Syrians fleeing the conflict (2243 asylum requests in 2021 according to OFPRA), many of whom are likely to have family members unaccounted for. Concurrently, France represents one of the main contexts in Western Europe concerned by the phenomenon of its citizens and foreign residents travelling to the Syrian/Iraqi context.

As for most EU countries, France does not hold diplomatic relationships with Syria and does not have a diplomatic presence in the country. That might further complicate the possibility for the families to clarify the fate of their relatives in the future, without the support of the country of origin.

French law does not recognise the status of “missing” and procedures to have its reality recognised for some administrative and legal aspects remain complex.

In line with the Family Needs Assessments (hereafter ‘FNA’) already conducted in Jordan, Lebanon, and Germany, the FNA in France should further enrich the vision of the ICRC Missing Cell for Syria based in Beirut (hereafter ‘BEY MISS CELL SY’) as well as the ICRC global approach on the needs of families of missing in the Syrian conflict.

PURPOSE

Under PAR Protection Coordinator  and PAR FNA Focal Points as a blue line, with PAR Head of PFL Programme and BEY MISS CELL SY as additional technical support, the FNA project manager is responsible for the design and implementation of an assessment of the needs of families of missing persons (hereafter “FNA”) in France in relation to the Syrian conflict from 2011 onward. The aim of the assessment is to (i) understand the multifaceted needs of the families of missing (hereafter ‘FoMs’), and (ii) formulate recommendations in term of multidisciplinary response to those needs, including for the humanitarian dialogue / advocacy vis-à-vis external institutional and non-institutional stakeholders. It should ideally provide an exhaustive picture of those needs, and indicate the available responses to those needs, be they within the Movement or provided by external actors in France or abroad.

The French Red Cross (hereafter ‘FRC’) already has an important caseload concerning French nationals and residents who have travelled to the SY/IQ context and whose whereabouts are unknown. For what concerns Syrian nationals in France having opened a tracing request, their number remains very small. Therefore, in close coordination with FRC, the work of the FNA Project Manager also consists in reaching out to Syrian families of missing yet unknown to the FRC, to ensure those families are adequately represented in the FNA. To do so, the FNA project manager will have to identify key ‘entry points’, such as Syrian family associations and community leaders. The opening and follow-up of tracing cases, for Syrian families who wish to do so, will remain fully under the care and responsibility of the FRC RFL department.

RELATIONSHIPS

He/she works in close coordination with the FRC RFL department, which ensures the follow-up in France of families whose relatives are still sought for.

Works in close cooperation with the FNA Focal Points at ICRC PAR, and other relevant departments within the FRC and the ICRC respectively, to achieve his/her tasks and responsibilities, which include the contribution to the design of the multidisciplinary coordinated response of the NS and ICRC Paris delegation, deriving from this assessment.

Coordinates with the ICRC Missing Syrian Coordination Cell based in Beirut to ensure consistency with the Missing strategy.

Externally, in coordination with the ICRC/FRC “steering committee” meets where relevant with a wide network of actors of interest, among them FoM associations, the judiciary, police services, INGOs, NGOs, academic circles, journalists, think tanks, etc.

ACCOUNTABILITIES AND RESPONSIBILITIES – GENERAL DUTIES

Under the supervision of ICRC PAR Protection Coordinator and PAR FNA Focal Points, the FNA Project Manager carries out the following tasks:

  • Plans and implements a Family Need Assessment in France in favour of families of persons who went missing due to the ongoing conflict in Syria, i.e.:
    • Finalises in coordination with FRC and ICRC PAR, both the ToRs and methodology to conduct the exercise.
    • Works to ensure Syrian FoMs in France are properly represented in the assessment, in addition to French nationals and residents having gone missing in Syria.
  • Includes in the plan a thorough risk and security assessment of the exercise, due to the sensitivity of the topic.
  • Consults relevant ICRC/FRC colleagues and departments in order to contribute to and maintain a multidisciplinary approach in the implementation of the Family Need Assessment of the FoMs in France.
  • Maintains a compassionate and psycho-social approach in his/her exchanges with all family associations and FoMs.
  • Analyses the humanitarian needs and consequences for FoMs.
  • Contributes to designing the multidisciplinary response of the FRC/ICRC, in line with priorities defined by both institutions and within the limits of their respective capacities and mandates.
  • Represents, along with FRC, the ICRC towards authorities and organizations relevant for activities in favour of FoMs.
  • Provides technical guidance and support to French RCS staff participating in the activities related to the FNA.
  • Coordinates closely with ICRC PAR and FRC colleagues for contacts / dialogue with Syrian FoM associations and keeps BEY MISS CELL updated on all developments with those associations.
  • Plans and co-designs activities in favour of FoMs, with the ICRC Protection Department in Paris and with FRC colleagues, and in line with the strategic orientations of the Syrian Missing Cell in Beirut.
  • Identifies potential external partners that could provide a response to the needs of FoMs that is complementary to Movements’
  • Contributes to the internal reflection for the planning of long-term, mid-term and short-term objectives (PfR-MfR) and related activities in favour of missing persons and their families for ICRC Paris Delegation and the FRC RFL department.

MAIN TASKS

  • Produces a preliminary study of the caseload for the development of the FNA, analysing the tracing requests related to the Syrian conflict (“active” vs. “passive” caseload), and taking into consideration the different “categories” of sought persons and enquirers.
  • Compiles and analyses information (internal and external information regarding events linked to the disappearance) relevant to the Syria Missing file.
  • Coordinates with both partners for the analysis of the French national legal framework pertaining to the protection and assistance of families of missing persons, including when they are migrants (asylum seekers, refugees or other status).
  • Proposes questionnaires and guiding notes for the interviews with the FoM, as well as the meetings with FoM associations and other institutional and non-institutional stakeholders. For the FoMs and FoM associations, be particularly mindful of MHPSS components and closely coordinate with ICRC and FRC on the matter.
  • Conducts individual interviews / focus groups with FoMs and Syrian FoM associations, as well as meetings with relevant authorities and civil society organizations, and supervises the whole exercise for the collection of information according to the agreed strategy and methodology as set in the ToR.
  • Consults with relevant departments and colleagues from ICRC and FRC (RFL, Data Managers, ICRC & FRC Legal Advisers & DPO, FRC MHPSS, ICRC & FRC COM and Management) to ensure an integrated and multidisciplinary approach for the project itself and the proposed response to the needs of FoMs in France.
  • Sets up regular feedback mechanisms to the relevant people and units involved in the FNA at ICRC and FRC, in written and orally.
  • Produces a mid-term review to be presented to FRC and ICRC members.
  • Writes at the end of the FNA an internal report designed for both the FRC and the ICRC.
  • Writes an external version of the FNA report, to be drafted in coordination and with the technical advice of the FNA ICRC/FRC “steering committee” and BEY MISS CELL, and to be shared with external interlocutors.
  • Contributes to the development of specific RFL guidelines emerging from the results of the assessment, that the partners could promote further within the Family Links Network in Europe.
  • In addition to the above and the contribution to ICRC institutional reporting (contribution to MOR, BfR, PfR, MoMs etc.), drafts “progress reports” on a quarterly basis.

Expériences / Formation

  • Experience in academic research with either Sociology, Anthropology, statistics, or political science background
  • Strong experience in project management, with multiple actors in an international context
  • Strong experience in writing and reporting
  • Previous experience in an international/humanitarian environment is required. ICRC experience is an asset
  • Strongly motivated by humanitarian work.
  • Ability to advise and actively support key stakeholders on all aspects of the project.
  • Ability to guide, support, and provide guidance to colleagues and stakeholders.
  • Strong interpersonal skills with the ability to create and maintain partnerships at all levels of the delegation/structures covered.
  • Excellent and effective communication and listening skills and ability to interact collaboratively in a multicultural team.
  • Strong analytical, decision making and organizational skills ability to handle multiple priorities in an autonomous manner.
  • Cultural awareness and commitment to encourage diversity and inclusion in the workplace.
  • Flexible in terms of mobility to ensure proper support and assistance to the different places to cover.
  • Language required: French, English, Arabic
  • Fully conversant with IT tools.
