Chemonics seeks an HMIS specialist for the anticipated USAID Malaria Capacity Strengthening activity in Mozambique. The project aims to support the implementation of proven malaria interventions at community and facility levels, strengthen management capacity of the provincial and district Ministry of Health personnel to provide oversight and supervision of malaria interventions and improve health management information system, data reporting, analysis and use at the provincial and district levels. The HMIS specialist is the project’s data analyst and information officer responsible for managing the project information system and analyzing project and external data as decision-support to project implementation. We are looking for individuals who have a passion for making a difference in the lives of people around the world.
Responsibilities include:Improve data collection and use of key health indicators by MOH, including national surveillance systems for tracking malaria, HIV, polio etc.
Improve the capacity of the MOH to collect, manage, and use information for rapid and effective decision makingOversee the development and implementation of strategies to improve local NGO capacity in targeted areas, including technical strength and institutional capacity buildingOversee the design of advocacy approaches that encourage community groups to become participatory and active with regards to health issuesDesign information systems appropriate and responsive to the needs of the project and partnersDesign project surveys, M&E tools and other data collection tools as neededConduct information system utilization training and updates for technical staffContinuously assess and identify gaps and needs in the Project Information Systems
Qualifications:Degree in information systems, public health, or relevant field
At least 5 years of experience in health management systemsFamiliarity with developing country health and surveillance systems, knowledge of program design, development, and implementation preferredDemonstrated versatility, leadership, and integrity Excellent computer skills (MS Word, Excel, Power Point, and Outlook) are required to effectively implement, analyze, monitor, and manage activity goals, inputs, outcomes, and achievements Demonstrated leadership, versatility, and integrityExcellent verbal and written communication skills in English and Portuguese
