Chemonics seeks a country director to support the USAID Global Health Supply Chain Program-Procurement and Supply Management (GHSC-PSM) project in Niger. The GHSC-PSM project is the primary vehicle through which USAID 1) procures and provides health commodities, 2) provides technical assistance to improve partner countries’ management of the supply chain, and 3) collaborates with key international stakeholders to support global health initiatives. GHSC-PSM Niger currently works under one of the project’s task orders (U.S. President’s Malaria Initiative) to provide commodities and supply chain technical assistance. The country director will provide overall strategic direction and leadership for the GHSC-PSM project. He or she will manage the development of technical strategies and work plans; monitor programmatic, financial, and administrative performance; supervise the administration of standard operations and financial procedures; manage short- and long-term technical assistance; and maintain effective communication with USAID, Chemonics’ home office, public and private sector groups, and other donors and cooperating agencies. Responsibilities include:

Maintain strong and positive working relationships with clients and partners, including USAID and local government counterparts

Ensure that positive and productive working relationships and regular communication are maintained within the field office and between the field and home offices

Develop and implement annual work plans and budgets that reflect the priorities of USAID, the Ministry of Health, and other stakeholders

Develop and implement staffing, technical assistance, and procurement plans that lead to the effective implementation of the project’s strategy and work plan

Identify, develop, and maintain strategic alliances that will ensure the project collaborates with other government, U.S. government, and donor-supported supply chain programs

Strategically identify capacity gaps and arrange for appropriate training of field staff

Ensure the use of appropriate management methodologies to plan, organize, and control resources to achieve goals

Develop, update, and implement a performance monitoring plan that encompasses commodity security and logistics management indicators and includes project-wide performance measures

Oversee regular data collection and reporting, and lead quarterly reviews of performance analysis to identify issues and drive evidence-based interventions

Manage the operations of the office in adherence with policies and procedures in project management, including HR management, procurement, finance, and administration

Oversee finances and cash flow; ensure expenditure forecasts are prepared, reviewed, and submitted on a regular basis

Develop and implement risk mitigation strategies for procurement and logistics services; assess risks quarterly and implement risk management/mitigation strategies

Ensure compliance with procurement standard operating procedures, including supplier order fulfillment, order tracking, customs clearance/freight forwarding, storage and distribution, and logistics management information systems

Coordinate with relevant stakeholders in the provision of assistance to build the capacity and capability of national systems

Report results of project work to USAID, the Ministry of Health, other donors, and the home office; ensure the timely submission of all deliverables

Maintain good knowledge and understanding of all office rules and procedures as set forth in the field office policy manual and other manuals

Manage field office staff to ensure smooth team performance

Other duties and tasks as designated by supervisor and/or project leadership

Qualifications:

Advanced degree in health, supply chain, logistics, or management-related discipline

Minimum of eight years of experience in public health program management, pharmaceuticals and medical supplies, and/or supply chain management systems

Previous experience working in malaria programming preferred

Demonstrated ability to manage and implement complex USAID public health programs or projects in a developing country context

Previous long-term international experience working on public health program management, pharmaceuticals and medical supplies, and/or supply chain management

Ability to create efficiencies and lead operational transformation in large, complex public health programs, preferably with experience in medical procurement, logistics, or supply chain management

Skilled in building the capacity of team members and local government counterparts

Demonstrated experience identifying, obtaining buy-in, and implementing innovative solutions to complex problems

Ability to work with cooperating partners in implementing complex programs

Experience working in challenging, low-resource operating environments required

Excellent interpersonal, written, and oral communications skills; proven diplomatic and public relations skills

Demonstrated leadership, versatility, and integrity

Fluency in written and spoken English and French required
