Call for Proposals from NGOs / CSOs of Madagascar

The United Nations Development Programme (UNDP) Madagascar has announced a call for proposals entitled “Democratic governance and rule of law” to support the Malagasy population to meet the challenges related to peace and security, the fight against corruption with zero tolerance, the autonomy and accountability of decentralized territorial communities and the sustainable management and conservation of natural resources.
UNDP partners with people at all levels of society to help build nations that are able to withstand crises, and stimulate and sustain the kind of growth that improves the quality of life for everyone. On the ground in 177 countries and territories, they offer a global perspective and local insight to help empower lives and build resilient nations.
This portfolio includes 3 major projects including:
Project 1: Support for the electoral process, the main objective of which is to restore an electoral system that is credible, transparent, inclusive and recognized by all.
Project 2: Strengthening Institutional Capacities for the Promotion of the Rule of Law which, as its title indicates, aims to strengthen the Parliament, the judicial institutions, the anti-corruption system and the key actors of governance natural resources and biodiversity systems integrating the disaster risk management system,
Project 3: Institutional Support for the Effectiveness of Decentralization aimed at supporting the decentralization process,
Given the scale of the challenges to be met, the “Democratic Governance and Rule of Law” portfolio intends to implement a holistic approach and pool the efforts of all state and non-state actors to promote a system of governance through which the Malagasy population, men and women, young and old, urban and rural, will be able to exercise their rights and contribute to the socio-economic development of the country.
Objectives
The objective of this call for proposals is to invite national and international Non-Governmental Organizations (NGOs) as well as Malagasy Civil Society Organizations (CSOs) to submit their proposal with a view to an evaluation and a potential integration in a database of NGOs / CSOs specialized in the field of democratic governance and rule of law for a future collaboration.
Can be considered as part of this field, NGOs / CSOs working in:
Peace and security,
Conflict management and crisis prevention,
Human rights, strengthening of the rule of law and access to justice,
Democratic dialogue and national reconciliation,
The fight against corruption,
Support for the electoral process, participation and civic education,
Accountability and transparency,
The promotion of the role of women in democratic governance and the rule of law,
The promotion of the role of youth in democratic governance and the rule of law,
and other areas of democratic governance and the rule of law not specified.
The selected NGOs / CSOs will be listed in a roster from which the UNDP will draw on its partners for the duration of the 2021-2022 cycle.
Funding Information
Proposal amounts should range from a minimum of USD 10,000 for direct interventions in a single community / activity or geographic area to a maximum of USD 35,000. And not exceeding USD 80,000 for direct interventions in multiple communities / activities or geographic areas across the country.
Final Beneficiaries
Eligible proposals will be those based on the principle of “leaving no one behind” and targeting both women and young people, vulnerable people including people living with disabilities, key populations facing HIV / AIDS, etc. as direct and final beneficiaries.
Eligibility Criteria
Interested CSOs / NGOs are requested to complete the questionnaire, attaching all documents supporting documents when specifically requested. If you are an international NGO, please provide information and documents relating to your permits and licenses for your local presence in that country.
Please note that attachments must be provided to support each response to the questions. All questions should be answered directly and clearly. Superfluous information that does not respond directly to questions will only limit UNDP’s ability to positively assess alignment CSOs / NGOs on UNDP requirements.
Development and action organizations and NGOs whose information is deemed to comply with UNDP program needs will receive a subsequent questionnaire to enable UNDP to proceed with a capacity assessment. Based on the results of this capacity assessment checklist.
UNDP will determine whether the CSOs / NGOs may or may not be placed on a list for a quick commitment to need.
