ACF recruits 01 Regional Logistics Expert / Middle East
Mission: Under the direct supervision of the Operational Logistics Advisor based in Paris, your mission is to provide logistics expertise to regional and national logistics teams in the Middle East. About 60% of the working time is spent in the field (depending on the needs).
More precisely:
You produce analysis and draw good practices reporting from field experiences
- Contribute to the capitalization of good practices for documentation and dissemination
- Contribute to the strengthening of proposal for improvement of logistic systems
- Propose and formalize recommendations of action plans for country logistics teams to the Regional Logistic Referent
- Ensure the follow up of Plan of Actions in collaboration with Regional Logistic Referent
- Provide feedback to the Regional Logistic Referent about challenges and difficulties encountered at field level and propose solutions together with the logistics team at country and region level
- Provide an independent investigation and analysis concerning risks of fraud and corruption in the country offices, in addition to proposing corrective actions
- Provide support in data analysis
- Support the implementation of logistics tools across missions.
You provide field based or / and remote support to country & regional logistic teams
- Check and validate procurement files (as per delegation by RLO following internal organisation based on threshold)
- Based on needs expressed by countries and/or logistics team at regional level, provide field based or remote support
- Based on ACF-France existing logistics procedures, ensure that country offices have formalized and adapted national procedures
- Contribute to reinforce compliance, quality process and control
- Along with the logistics team at regional level, ensure that, under the regional logistic strategy umbrella, an effective logistics strategy is in place for each of the country office. He / She ensures that strategic logistics issues are anticipated and addressed in a timely manner.
- Provide counselling with regards to the logistics strategy of the office
You contribute to the logistic transversal work
- Suggest potential evolutions of existing logistics tools and processes based on local specificities and/or constraints of the Middle East countries
- Test and provide feedback on new logistics tools developed at HQ level
- When not deployed specific logistic tasks can be requested
Do you fit with the position?
You have 5 years minimum of professional experience including 2 years at a coordination position in humanitarian logistics with a managerial dimension.
Previous field experiences in Middle East region and tensed security contexts are additional values
Prior experience in logistics with ACF is an asset.
Imperative English. French is desirable.
Status: 12 months fixed-term contract – This position can be contractualized according to 2 modalities
–> Fixed term contract under French legislation at HQ in Paris:
- Executive status, fixed term 12 months full time
- Salary conditions: From 38 to 43 K € gross annual over 13 months according to experience, 21 days of RTT, 20 days of homeworking per year (as part of ACF’s homeworking policy, after managerial agreement), restaurant titles at 8€ (60% paid by ACF), complementary health (80% reimbursed by ACF), reimbursement 50% public transport
–> Expatriation based in Amman: fixed term contract under French legislation
- Remuneration and benefits:
- Monthly gross salary from 1805 à 2305 € euros upon experience
- Per diem and living allowance: 642 € (cf eurocost) net, field paid.
- + 16% of monthly gross. For non-French citizen for retrocession of retirement and unemployment insurance.
- + 15% of monthly gross salary as roving allowance.
- + 100 € per month per child, up to 5 children.
- Medical coverage: 100% coverage of medical expenses + repatriation insurance.
- Leaves and RnR:
- 25 days of paid leaves per year.
- + 20 RnR per year.
- + 215 € at each RnR period (averagely every 3 months)
- Training :
- 2/3 days training on logistic tools before departure
- Free and unlimited access to the certifying e-learning platform Crossknowledge ©.
- Technical trainings at HQ or regional level (averagely 1 per year).
- Intermission Workshop once a year.
- Participation to external trainings costs upon eligibility of the request.
Starting date: September / October 2019
Special conditions and skills: Extended sitting, speaking, screen work, telephone contact. This position requires frequent travel in difficult conditions.
