Iraq faces a double crisis since the beginning of 2014. After the arrival of nearly 250,000 Syrian refugees in 2013, the multiple offensives of ISIS have caused the displacement of more than three million people across the country. In the summer of 2014, attacks on Mosul and the Sinjar region pushed hundreds of thousands of people into Iraqi Kurdistan. In the space of a few weeks, more than 800,000 people have found refuge in the three governorates of the region (Dohuk, Erbil and Sulaymaniyah). The humanitarian aid in Iraq has thus become one of the major challenge for NGOs.
ACF’s intervention in Iraq started in the Kurdistan region after the sudden massive influx of refugees fleeing the Syrian crisis in August 2013. From then, ACF has been operational in Erbil, Sulaymaniyah, Diyala, Dohuk and became operational in Ninewah Governorates from October 2016 responding to WASH, Food Security and Mental Health needs of the Syrian refugees and the Internally Displaced Persons (IDPs) population both in camps and non-camp settings. In addition and according to IOM-DTM, since the start of Mosul operations in October 2016, an adding 142,698 individuals and 23,783 families are currently displaced. ACF is responding to Mosul emergency with mobile teams across the country and is scaling-up its humanitarian response in 2017 with an integrated and multi-sectorial approach, addressing WASH, Mental Health & Care Practices and Food Security needs. ACF is strongly involved in the coordination mechanisms, as an active member of the national WASH, FSL, Health, Protection and NFI/Shelter Clusters, and is currently the national WASH Cluster co-coordinator.
As of September 2018, ACF’s team is running operations of approximatively 6 million EUR coming from different institutional donors (AFD, OFDA, OCHA, WFP, RDPP and SDC) and internal ACF funds.
ACF is strongly involved in the coordination mechanisms, is an active member of the national WASH, FSL, Health, Protection and NFI/Shelter Clusters and technical working group of Nutrition and MHCPSS. ACF is also member of the executive board of NCCI (NGOs Coordination Committee for Iraq) and co leading the Wash cluster in Iraq.
Length of contract: 12 months starting 15th of August 2019
The position: Under the supervision of the country director, you have mission to ensure administration of funds by providing accounting and financial management consistent with the ACF financial management framework and local; More precisely you will be in charge of:
The applicant: You hold a relevant degree in Finance and/or Business Administration. You have at least at least 5 years’ experience in humanitarian sector, with 2 minimum of years managerial experience in Fianance. You hold strong knowledge and understanding of donor requirements. You are recognized for your autonomy, your organizational and multitasking skills. Fluency in English is mandatory, Arabic or Kurdish is a plus
Status: Fix-term contract, provided by ACF according to the French legislation
