Purpose for the job : The ICT Specialist provides technical and operational support to the Chief Operations and RO/CO colleagues in the implementation and administration of corporate applications/changes/enhancement, including new functionalities/business stations and the acquisition/installation of reliable, secure nd cost effective ICT infrastructure, network and telecommunications. The Specialist is also responsible for establish ing business relationship/partnering with colleagues in the office, ICT Division and other RO and HQ partners to identify/recommend opportunities for enhancing business automation and modernization to maximize productivity and efficiency to successfully deliver program and business results: ensuring cost effectiveness, harmonization, coherence, integration and compatibility with existing corporate systems and in concert with UNICEF global vision and direction of ICT. In addition, he/she makes recommendations for the innovative use of ICT for effective and efficient Programme delivery.
Technical and operational support to implementation of corporate applications, changes and enhancements and other business solutions
Provide technical and operational support to stakeholders and partners throughout the process of implementing corporate ICT applications, changes and enhancements and other business applications including messaging and establishing help desk support to ensure optimum user capability. Assess/resolve technical Issues and/or consult relevant colleagues for timely resolution.
Evaluate the impact of ICT applications and business innovations on productivity and cost effectiveness. Submit to/share assessments with Chief of Operations, Regional Chief of ICT, ICT Division, and the office’s stakeholders/partners for ICT development planning and/or enhancement.
Provide technical advice and/or solutions on the application and interpretation of organizational rules, regulations, policies and guidelines on ICT management and related issues.
Facilitate, support and collaborate with Audit and other Management Reviews of ICT systems. Take action to implement agreed upon Audit findings and recommendations for performance improvement.
Business relationship management and partnering for ICT planning
Work closely and collaboratively with colleagues in the office to assess business operations and additional needs for ICT products and services not met by corporate Enterprise Resource Planning systems, Business
Information Systems and other global business applications initiatives.
Prepare business plans for new technology initiatives to optimize business process automation and modernization to enhance productivity, efficiency and transparency. Consult/collaborate with ICT Division, RO and other COs in the Region to partner on commonly identified needs and initiatives to ensure a cost effective and concerted approach that is in line with UNICEF ICT strategies, policies, guidelines and plans.
Engage with Programme sections as a technical reference, resource and sounding board to identify, analyze, research and translate technology based or enabled systems and solutions that engender delivery of results, by facilitating the translation of programme intent to understandable technical options/solutions.
Prepare the office’s Management Plan and related budgets for new ICT products and.services, ensuring initiatives are in concert with the UNICEF global ICT vision and direction.
Provide technwsl advice to the Management and other partners in the office on the potential, challenges and/or opportunities for ICT innovations and modernization to maximize productivity and to ease managerial monitoring, oversight and decision-making through easy access to and sharing of current and reliable information and data. Managerial responsibility for ICT
Establish, in consultation with the Chief of Operations, the ICT annual work plan (including budget), priorities/targets and performance measurements using results-based management (RBM) planning terminology and methodology. Monitor work in progress to ensure results are achieved according to schedule and performance standards. Report critical issues to Supervisor and/or relevant colleagues for timely action.
Monitor, assess and verify the use of ICT resources according to plans, allocations, policies and guidelines. Take decisions and/or approve transactions/disbursements of resources.
Technical support to administration of infrastructures, network and related equipment and systems
Supervise and oversee the cost effective purchase, installation, protection, update, reliability and maintenance of the office’s ICT systems, infrastructure, network, telecommunications facilities and other related equipment according to organizational guidelines and policies. – Monitor risks and new threats to ICT operations and guide and take proactive action. Verify compliance with ICT secu- nty guidelines and procedures.
Monitor to verify the efficacy, protection and security of ICT systems including emergency preparedness at all times. Record findings and alert relevant stakeholders for timely intervention and action.
Advocacy, networking and collaboration
Build and strengthen strategic business relations with global/regional/country office partners, stakeholders and practitioners to establish effective business partnerships on ICT enabled innovation and solutions to enhance productivity and efficiency.
Liaise with the RO, HQ (ICT and other Divisions), COs colleagues and counterparts in other regions on ICT initiatives to share experience and opportunities to innovate and modernize office operations and to contribute to corporate ICT transformation initiatives and improvements. Participate and/or represent UNICEF (as delegated/designated) in events/meetings and in inter-agency (e.g., Local UN ICT Working Group) discussions and planning on ICT related issues (including emergency/security planning) to ensure the organizational position, interests and priorities are fully considered and integrated in development planning and agenda setting including UN Reform.
Participate in UNICEF’s global/regional/COs events and discussions to contribute to organizational development planning and agenda setting for ICT solutions, innovation and transformation initiatives.
Innovation, knowledge management and capacity building
Keep abreast of global and regional trends and development in ICT to leverage technology to automate and modernize the office’s operations. Promote critical and innovative thinking in work process and approaches to maximize productivity through ICT enabled solutions and applications.
Share best practices and knowledge learned throughout the region for consideration in corporate development of global/regional policies and procedures.
Plan and implement capacity building initiatives to enhance staf’ competencies tç implement and use/manage ICT innovation, solutions and opportunities to work efficiently and effectively.

Recruitment Qualifications:
Education:
An Advanced University Degree in computer science, software engineering, information resources management, business administration or other related social science field is required.
A first-level university degree in combination with additional two years of qualifying experience may be accepted in lieu of the advanced university degree.
Experience:
A minimum of 5 years of professional experience in ICT management or related field in an international organization and/or large corporation is required. Experience in a UN system agency or organization is an asset.
Language Requirements:
Fluency in French and English is required. Knowledge of the local language is an asset.
