Job Purpose

This is a regional position to provide guidance and overall technical health guidance and enhancing the Rise for Sahel (R4S) staff and operational capacity and ensuring programme quality. S/he will support partners to reach zero dose children in missed communities in the Sahel region affected by conflict and displacement.

The Technical Director must have strong technical expertise in health and immunizations in humanitarian and emergency contexts. The Technical Director will provide technical strategic guidance, oversight, assuring quality, impact, and cost effectiveness of the project. Promote an atmosphere of trust and mutual respect.

The R4S Humanitarian Health Technical Director (TD) will support and facilitate the successful implementation of the multi country GAVI funding project through providing technical advice and leadership and assuring quality of programming in all operational Field Offices to reach zero dose and under vaccinated children. Support programme revisions based on context and donor priorities and collaborate with field and Project Management Unit (PMU to ensure sound monitoring and evaluation systems in place. S/He will support MEAL and operational staff at the country level and collaborate with all other departments through the program management unit, and the regional Humanitarian and Emergency Affairs (HEA) team S/he will support the quality of the humanitarian response within the programme, according to World Vision and international standards.

Key responsibilities

Technical support

  • Maintain a global overview of the program,
  • Give technical advice to in country R4S health staff, on implementation, project improvement, and capacity development
  • Provide technical input and advice to the project management unit in relation to changing health and operational landscape and needed changes to operations and implementation.
  • Provide support in the development of appropriate operational models for the context, including capacity building, monitoring and reporting and evaluations/lessons learnt.
  • Support field teams in appropriate community and partner engagement in development and implementation of programme
  • Conduct field visits and provide technical support on operations, monitoring, evaluation and impact analysis of going projects.
  • Provide technical support to logistic teams in to vaccine commodities management. Review and test potential innovations in vaccine transportation and storage in resource limited conditions.
  • Support finance team to review health related aspects of the budget.

Coordination

  • Facilitate and support Field Office R4S managers and health staff to attend and participate in partners meetings such as health sector or health cluster meetings, working groups such as vaccination rollout, and UN.
  • Build relationship with technical focal points for GAVI, WHO and UN agencies in Dakar
  • Support the country managers in engagement with Ministries of Health, UN (e.g. OCHA, UNICEF, WHO) and GAVI as needed
  • Support the field offices in identification of potential partners.
  • Support field offices to collaborate with partners on learning.
  • Support field offices to work with other sector leads to ensure synergy of programming such as complementarity of activities, locations, capacity development.
  • Support in the development of good news stories and case studies for sharing with partnership, GAVI and external publications.

Capacity building and Staff Development

  • Identify gaps in staff capacity in humanitarian health programming and and provide capacity building opportunities and source or develop tools to meet the needs of the field office staff such as vaccine rollout, medical supply chain, community engagement, humanitarian principles, adaptive programming, coordination and partner and community engagement including behaviour change methodologies.
  • Ensure that all partners and project staff understand the WV and international standards for working with affected populations including PSEAH, AAP, humanitarian project management principles.
  • Identify and work with PMU and country level P&C to develop capacity building strategies and activities for health staff.
  • Support in the hiring of technical advisors in operational Field Offices

Monitoring and reporting

  • In conjunction with the MEAL team, strengthen the monitoring and reporting system.
  • Foster organisational learning within and between field teams to improve program quality.
  • Review, analyse, provide technical input, and feedback to program reports to improve quality (including monitoring, project, quarterly and evaluation reports) of field level reports.
  • Review all donor reports for technical aspects before submission.

Program Quality and Innovation

  • Utilize monitoring and evaluation data to make support field teams to make operational improvements,
  • Advise on cross cutting themes, such as gender, safeguarding, child protection, environmental safeguarding, related to programming and support field offices to include in their operational plans.
  • Keep up to date with WV and industry programming guidance and where appropriate provide capacity building to field staff.
  • Ensure that promising practices, new developments and lessons learnt are documented, incorporated into programming and shared widely.
  • With MEAL team review and analyse data from the project to provide insights in improvement of program operation and synergies with different operational contexts.
  • Ensure that experiences and lessons learnt are shared with the Project management unit, GAVI and partnership.

Other

  • Adhere to WV Child and Adult Safeguarding policy and standards.
  • Any other activities as requested by manager.

Knowledge/Qualifications for the role

Required Professional Experience:

At least 5 years work experience in technical advisory roles in humanitarian contexts with NGOs, or UN Professional qualification in medical health and nutrition field (e.g. Medical Dr, Nurse, Midwife) Excellent professional working knowledge of English and French (speaking and writing)

Required Education, training, license, registration, and certification:

Master of Public Health or relevant medical degree Certificate in humanitarian programming/principles. Training in data analysis (Qualitative and Quantitative) e.g. SPSS, NVivo etc. Hostile Environment or Security training

Preferred Knowledge and Qualifications:

  • Willingness to travel extensively.
  • Humanitarian experience with INGOs or UN in the health sector
  • Knowledge and skills in adult training and able to provide training
  • Flexibility and adaptability to cater for changing circumstances and able to work in hostile environments.
  • Ability to work independently with minimal supervision.
  • Ability to develop a collaborative team environment.
  • Detail oriented, with analytical and problem-solving skills.
  • Communication skills and knowledge of local communities.

Travel and/or Work Environment Requirement:

The position to be based in Dakar with up to 50% travel to operational field offices

Physical Requirements:

Ability to travel to remote locations

Language Requirements:

English and French (bilingual capacity)
