PURPOSE OF THE POSITION:The position of the Food Security & Livelihoods (FSL) Technical Manager will be part of the Livelihoods and Economic Empowerment for Recovery in Sofala project team, which falls under the UNDP Recovery Facility (RF), a new and innovative programme that helps fast track recovery and build resilience following the devastation unleashed by both Cyclone Idai and Kenneth. The main pillars of this programme are: (1) Livelihood and Women Economic Empowerment; (2) Housing and Community Infrastructure; (3) Institutional Strengthening of the Reconstruction Cabinet.

Under the overall supervision of the Project Manager, the Food Security & Livelihoods Technical Manager will offer technical expertise, including by developing and implementing strategies to ensure restoration of the livelihoods of internally displaced persons (IDPs) and the most vulnerable households in Cyclone Idai-affected communities1 in Buzi, Chibabava, Dondo and Nhamatanda Districts in Sofala Province. This will be achieved through the establishment of vegetable gardening for consumption and income generation, cash for work opportunities, savings groups and facilitating community dialogue on land tenure arrangements, as well as access to and use of livelihood resources. WV will use the
‘Savings for Transformation’ (S4T) model, which is a WV methodology popularly known as village savings and loans Associations (VSLA).
S/He will be responsible for:-Lead and provide technical guidance, supervision and support to all aspects of livelihoods on the program (includes planning, budget management, implementation, and reporting).
-Development and implementation of livelihoods assessment tools and approaches.
-Support the programme team in ensuring integrated delivery of policy advices and technical assistance of all the three outcomes.
-Develop livelihood promotion capacities within the program, partners, and at community levels to protect livelihoods and achieve food security.
-Provide technical assistance in the draft of Terms of References and Request for Proposals for the recruitment of external technical expertise, and wide-ranging supervision and adjustment of deliverables, so to ensure quality of results.
-Provide support and advise in the development of an efficient monitoring and evaluation system that captures the programme’s outreach and impact, during the implementation period, and at the end of the intervention, and develop a knowledge management and sharing strategy of lessons learnt.
-Providing strategic leadership and oversight to the UNDP project under SAFCER.
-Ensuring appropriate collaboration between UNDP FSL activities and other related grants.
-Ensuring an inclusive approach, and an approach which integrates UNDP project with other FSL activities under SAFCER.
-Coordination with other FSL stakeholders in the area of operation.
-Ensuring that effective partnership and collaboration are maintained for UNDP project advocacy, technical cooperation, coordination, information sharing and knowledge networking.
-Providing technical leadership and advice in the assessment, design and implementation of UNDP project.
-Build capacity of the UNDP project livelihoods staff.

MAJOR RESPONSIBILITIES:
UNDP FSL Leadership:-Provide leadership to the all UNDP FSL staff and partners in fulfilling of the project FSL objectives.
-Provide guidance and create conditions necessary for the effective execution of FSL component of the project by the staff team, partners as well as the community.
-Responsible for overseeing, at all stages, the FSL activities of the UNDP Project.

Support Implementation, Monitoring and Reporting:-Provide technical supervision to field Livelihoods staff including coaching, sharing resources and materials, revision of reports, analyzing lessons, etc.
-Conduct field spot checks on bi-monthly basis to monitor progress of projects and discuss challenges with field teams.
-Co-lead with MEAL team the development of Evidence Building Plans (EBPs) for for new projects.
-Develop sector measurement tools in collaboration with MEAL team. Specifically, set sectorial/technical tool questions based on accredited global tools.
-Intervene, when necessary, at procurement level, to facilitate/find solutions to material purchase difficulties or delays that are affecting the program quality implementation.
-Review grant progress reports and M&E reports specifically program findings and recommendations.
-Develop monthly, quarterly and annual reports that document progress against objectives of the TP and hence strategic objective.

Staff Management & Capacity Building:-Assist in revision of FSLs related JDs when needed and participate in the recruitment of relevant project and technical staff.
-Develop and revise UNDPs Livelihoods capacity building plans and share with P&C (Human Resources).
-Orient and train UNDPs WV relevant & Partner staff (including direct/matrix reports) on FSL standards, tools, models, etc.
-Provide regular feedback on performance for matrix reports.
-Train staff and partners in best-practice Livelihood Project models, practices and approaches.
-Hold regular progress meetings with partners and staff to review project performance and address challenges to implementation.
-Facilitate linkages between local partners and coordination mechanisms.

Networking & External Engagement:-Engage in networking and coordination with external Stakeholders and UNDP partners, Clusters, working groups and different ministries.
-Arrange and coordinate FSL regular working group meeting with UNDP partners.

KNOWLEDGE, SKILLS & ABILITIES:-Bachelor degree in any area related to Livelihoods, economic development, Agriculture, Livestock, or Social Sciences.
-Strong understanding of FSL systems, established Livelihoods practices, Minimum Economic Recovery Standards, EMMA, etc.
-Creative and able to come up with, embrace and coordinate innovative thinking, partnership building and problem solving skills.
-Good analytical and writing skills.
-Good interpersonal skills, influencing skills and cross-cultural sensitivity.
-Able to work on multifunctional tasks in the pressure of time and organizational changes.
-Strong computer skills including Word, Excel, PowerPoint.
-Three to five years of technical expertise in the areas of Food Security, Economic development or Livelihoods.
-Experience in capacity building processes, tools and methodologies.
-Two years or more NGO experience in the humanitarian and development fields respectively.
-Experience in needs assessment and project design.
-Experience in working with relevant Livelihood donors.
-Proven experience in Livelihoods in Emergency settings.
-Effective in written and oral communication in English.
-Excellent written English, with fluency in speaking English.
-Portuguese is an added advantage.

Preferred Skills, Knowledge and Experience:-Master’s Degree in the following areas.: Economic development, Business administration, marketing.
-Experience participating in program implementation, monitoring and evaluation processes.
-Experience with women economic empowerment programs.
-Experience with proposal writing, strategy development.

Work Environment/Travel:-The position is field based in Beira.
-The position requires availability and willingness to work outside regular office hours occasionally.
