Description JOB PURPOSE

The Animal Health Information Communications Officer optimises awareness of the OIE and understanding of its mandate by ensuring communication around its activities regarding the new World Animal Health Information System (OIE-WAHIS) and the development of a codification system for animal health data. He/she is responsible for developing and implementing communication strategies to promote the OIE’s activities, in line with the organisational strategy on animal health information. He/she is in charge of producing or coordinating the production of communication tools aligned with target groups and raising awareness of both the general public and professionals.

POSITIONING AND REPORTING

Under the authority of the Director General and the direct supervision of the Head of the Communication Unit, and in close cooperation with other officers in the Unit and the technical teams involved.

MISSIONS AND ACTIVITIES

Develop communication strategies in line with OIE animal health information activities and with the OIE institutional communication strategy

  • Engage closely with technical teams to ensure being fully conversant on the subject;
  • Engage closely with the other colleagues of the Communication Unit (especially Communications Officers for Editorial and Digital Communications or Outreach) to ensure alignment with the OIE institutional communication strategy and policies
  • Evaluate communications needs in-line with the OIE-WAHIS project and the codification system for animal health data project;
  • For each project, develop a communications strategy, identifying target groups, messages, media and timeframe for implementation, and ensure development of synergy between both strategies, considering geographic and cultural barriers as may be relevant ;
  • Contribute to the development of projects’ communications budget and ensure budget follow-up throughout both projects;
  • Develop progress indicators and monitor the implementation of both communications strategies;
  • Provide feedback on achievement of strategic communications objectives and propose changes as relevant;
  • Provide recommendations and plan for a follow-up strategies after the projects ends ;
  • Contribute to reporting on progress to OIE senior management.

 

Deploy various communications media to disseminate core messages

  • For each project, define a detailed dissemination strategy and implementation plan, including objectives, schedule and core messages content and medium ;
  • Propose and support the design, development and introduction of innovative communications tools and materials for digital distribution (data processing, multimedia tools, interactive infographics, etc.);
  • Manage and participate in the development of written material (articles, reports, concept notes, factsheets, leaflets);
  • Coordinate and take part in the production, compilation and distribution of Internet messages, and internally relay comments and requirements from Internet users;
  • Participate in the animation of the networks identified as relevant for the projects to ensure adequate outreach;
  • As relevant, coordinate expert consultations, facilitate meetings and workshops ;
  • As relevant, coordinate and manage press relations, in collaboration with external agencies when required;
  • Evaluate user/audience engagement in the projects and readiness for change, in order to adapt dissemination as required.

Oversee the development of material by external providers

  • Develop terms of reference and technical specifications for communications consultants/agencies, in line with the expected budget;
  • Contribute to the selection and contracting of external suppliers;
  • Define overall project schedule, expected delivery deadlines and milestones;
  • Coordinate the technical work realised by the contracted supplier;
  • Ensuring budget forecasting, expenditure tracking and progress monitoring;
  • Ensure compliance with project deadlines and quality of deliverables.

Expériences / Formation du candidat QUALIFICATIONS AND EXPERIENCE

REQUIRED QUALIFICATIONS

  • A postgraduate degree or diploma in communications and at least 5 years’ proven experience in institutional communications ;

or

  • A relevant postgraduate diploma (master’s degree minimum) in medical or veterinary science with at least 5 years’ proven experience in the management of projects in the field of communications and/or international public relations ;
  • Experience in communications projects management and the development or delivery of communications products in the field of environmental, scientific and/or economic data ;
  • Exposure to the international institutional field.

ADDITIONAL EXPERIENCE

  • Experience in public health and/or veterinary public health.

REQUIREMENTS

TECHNICAL SKILLS

  • Excellent command of English, both written and oral ;
  • Strong project management skills;
  • Significant experience with the use of the Office pack ;
  • Proficiency in web-based applications and media computer tools.

ADDITIONAL SKILLS

  • Knowledge of Spanish or French is an asset

INTERPERSONAL SKILLS

  • Demonstrated skills in interpersonal relations and the ability to develop synergies and partnerships with key stakeholders and contacts, particularly in the media;
  • Demonstrated ability to be highly organised, independent, and a diplomatic professional;
  • Capacity to work with multiple team members in a multi-cultural environment with sensitivity and respect for diversity.

Salaire / Indemnité WORKING CONDITIONS

  • This post requires flexibility to travel internationally and long hours in a seated position at a computer.
  • Base salary: Monthly base salary starting from 2.200€, plus benefits, exempt of French income tax.
  • Duration : 24 months from beginning of November 2019
