The Environment, Natural Resources and Blue Economy (ENB) Global Practice has five key business lines consisting of Lending and non-lending services in (1) Forests, Watersheds and Sustainable Landscapes (‘Green Business line’); (2) Marine, Coastal, Aquatic Resources and Ocean Health (‘Blue Economy Business line’); (3) Pollution Management and Environmental Health (‘Pollution Management Business line’); (4) Environmental Economics, Policies and Institutions Business line, and (5) Safeguards/ Environmental Risk Management Business line:  delivery of effective environmental risk management and sustainability by managing risk at the project level and creating opportunities to advance sustainable development. This includes provision of high-quality and timely safeguards services across the Bank, including safeguards policies and the effective implementation of the Environment and Social Framework (ESF).

The ENB Global Practice in Sub Saharan Africa includes four units SAWE1, SAEE2, SAEE3 and SAWE4. SAEE3 covers East and Southern Africa and Indian Ocean islands; and manages operations in a variety of areas such as natural resources management, coastal zone management, forestry, pollution, climate change, landscape, and terrestrial and marine natural resources. In addition, the unit, like other ENB GP units provides environmental safeguards and ESF services across all sectors and projects.

Job Duties and Responsibilities:

The Senior NRM Specialist will be based in Antananarivo, Madagascar and will be coordinating and leading a broad and evolving portfolio of lending and policy dialogue on Biodiversity, Climate Change, Forestry, and Landscapes, and the Blue Economy. This portfolio includes integrated lending and non-lending programs led and co-led by ENB with a focus on NRM, sustainable landscape management, rural and community-based development, blue economy, and REDD+. The selected candidate will work under supervision of the Practice Manager for SAEE3 based in the World Bank’s Mozambique Country Office, and will have the following main duties and responsibilities:

·        Lead preparation and implementation of multi-sectoral operations, including IPFs, MPAs, PforR, with a focus on generation/protection of Global Public Goods (with a primary focus on landscapes/forestry/biodiversity/ecosystem services/REDD+/rural development/ community driven development/climate change/ blue economy) and involve a diverse range of stakeholders and departments

·        Lead in sector dialogue and business development relative to Landscape and Forest Management, NRM, Blue Economy, Biodiversity, and Climate. Mobilize grant and donor financing for operations, technical assistance, or analytical tasks. Co-lead or be a technical team member on operations led by other GPs/ PGs pertaining to integrated land management approaches, green growth, blue growth, and food security

·        Lead the implementation of the ongoing multi-donor Sustainable Agriculture Landscape Project which contributes important investment finance to better manage forests and land while boosting agricultural productivity and support the implementation of the Ci-Dev funded Ethanol Clean Cooking Climate Finance Program.

·        Support the implementation and supervision of the Southwest Indian Ocean Fisheries Governance and Shared Growth Project (“SWIOFish”), primarily in Madagascar, but possibly also in other participating countries.

·        Facilitate and maintain effective communication with local partners, NGOs, civil society, the private sector, as well as specialized international organizations, on both forests and fisheries.

·        Contribute to Madagascar country team discussions (e.g., CPF, SCD, ASA pieces) involving forests, biodiversity, and fisheries. Support engagement around environmental issues with focus on forests and fisheries and contribute towards translating these dialogues into proposals for IDA, GEF or international climate financing opportunities.

·        Contribute, at the corporate level, to knowledge sharing, particularly in the areas of landscapes, fisheries, and natural resources management, and share experience through participation to a variety of events, seminars, and thematic group meetings.

Selection Criteria

·        Advanced degree (Masters or PhD) in natural resource management, forestry/ agriculture, environmental management or science, environmental finance, sustainability, environmental engineering, or a similar relevant field

·        Minimum of 8 years of professional experience in the environment and natural resources management sector, including proven experience in integrated landscapes, REDD+, environment, forestry, blue economy, community-based development, biodiversity, and protected areas management.

·        Experience in project preparation and supervision

·        Proven project and portfolio management capacity

·        Understanding of the programmatic approach to forests and fisheries (in the context of multi-sectoral approaches and the national development plans, and using various sources of financing

·        Excellent written and verbal communication skills in English and French

·        Strong client orientation with the ability to build an understanding with implementing agency counterparts on the value-added of Bank products

·         Strong understanding of REDD+ as a policy instrument, including the use and design of jurisdictional REDD+ Emission Reductions Programs; and familiarity with the application of the World Bank’s environmental safeguards policies and ESF.

·        Strong and proven team leadership skills, and capacity to mentor junior staff and share knowledge across institutional and disciplinary

·        Well-developed interpersonal, communication, and writing skills, including the ability to write concisely and translate technical knowledge and ideas into professional and accessible English

·        A drive for results while working under tight timelines

·        Willingness to travel.
