DUTY STATION ( City, Country ) : Tshikapa, DRC
DURATION : 6 months

BACKGROUND AND PURPOSE OF THE ASSIGNEMENT
• The Fleet Manager will be responsible for the overall management and oversight of all fleet, spare parts stores and workshops in DRC in accordance with established Fleet and Financial procedures, Special Operating Procedures (SOPs), normative guidelines as set in Fleet Manual. The incumbent will be based in Tshikapa and report technically to Head of Supply Chain Goma and administratively will report to Head of sub Office.  Maintain close contacts with Global and Regional Fleet hub on policy fleet related matters. The incumbent is expected to travel extensively to the field, in particular to Kasai where 50% of the trucks are based
KEY ACCOUNTABILITIES (not all-inclusive)
1. Overall management of 105 trucks, major spare parts stores, trucks maintenance and repairs, three main vehicle workshops in country and overall oversight of all WFP fleet operation and outsourced support staff in DRC
2. Prepare and regularly review DRC fleet strategy and truck allocation plan in line with CO program requirement. Initiate timely call forward of new trucks in case of increased demands and vice versa based on the program requirements;
3. Systems management and harmonization with corporate tools such as Comet, LESS and FMS and ensure control mechanisms and monitoring are in place countrywide.;
4. In liaison with Supply Chain Unit, regularly review WFP fleet capacity and available commercial transportation capacities in DRC to ensure proper planning and optimal utilization of WFP fleet accordingly in line with approved operational program plans;
5. Prepare annual fleet budget for DRC and ensure funds management and utilization in line of WFP financial rules, regulations and approved special operating procedures; Manage operational advance and ensure proper accounting;
6. Prepare annual and quarterly Procurement Plan and ensure adequate stocks of spare parts at all times and arrange timely replenishment of parts. Initiate timely disposal of obsolete and surplus spare parts, assets and equipment in compliance of approved  disposal procedures;
7. Management of the contract with manpower service provider and update management through HoSC on any challenges or constraints affecting fleet with recommendations;
8. Identify DRC Fleet training needs for WFP and outsourced staff and organize necessary training and/or workshops;
9. Collect, analyze and prepare monthly fleet operational reports/set KPIs as may be required for management decisions;
10. Perform any other duties that may be required or requested.
DELIVERABLES AT THE END OF THE CONTRACT:
• Implement the best fleet management practices by ensuring smooth running of all workshop hubs and fleet operations within DRC
• Ensuring maximum truck utilisation and reduced operational costs at all times,
• Regular review of truck allocation and redeployment strategy of available trucks based on actual country programme needs
• Capacity building of national staff to take over the running of the operations through conducting on job training;
• Establish Key performance indicators for DRC fleet and ensure 100% adherence and compliance
• Maintain minimum dead stocks in workshop stores and arrange immediate disposals of excess and obsolete parts.
STANDARD MINIMUM QUALIFICATIONS
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education: University degree, preferably at the advanced level, in Business Administration, Engineering (preferably Automobile/mechanical engineering), Economics (preferably Transport Economics), or other fields related to surface transport
Experience: Five years’ experience of fleet management and workshops in the field, demonstrated ability for extensive field missions within DRC
Knowledge & Skills: Managerial/Management skills and knowledge of transport contracting and procurement and financial procedures. Procurement plan preparation on fleet
Languages: French and English. Knowledge of local languages an advantage
