DutiesUnder the general supervision of the Public Affairs Officer (or PAO designee), the incumbent manages the day-to-day activities for the American Cultural Center and Rosa Parks Library in Niamey and provides oversight and strategic guidance to the embassy’s network of American Spaces in Agadez, Mirada, Niamey, Tahoua, and Zinder. Supervises one assistant in Niamey to provide information on USG policies, U.S. culture, and U.S. education to the public. Provides research on U.S. issues to the Nigerien public and mission personnel. Recommends which audiences to engage and courses of action for implementing nationwide public diplomacy activities via the American Spaces. Performs outreach to host government and the public. Advises on, initiates, participates in, and supports mission programming.
Qualifications and Evaluations
Requirements:EXPERIENCE: A minimum of at least four years of progressively responsible experience delivering information resources, public education, public affairs, or public relations in a multilingual, multicultural, or multinational public service institution (such as a museum, think tank, American studies or cultural center, or library) is required, with communications, marketing or public relations duties as a significant part of the job.
JOB KNOWLEDGE: Optional: Must understand FAM guidance on information dissemination, must understand policies and guidelines under ECA and IIP. Must understand mission outreach goals, MRR, and PD Strategic Goals. 2. Must understand education system, governance structures, civil society, cultural nuances, religious entities, etc…) 3. Knowledge of American history, politics, culture, society, U.S. educational system and structure, literature, USG foreign policy); library information science, information technology, database maintenance.
Education Requirements:University degree in communications, library science, museum education, international affairs, American Studies, marketing, or local equivalent is required.
Evaluations:LANGUAGE: Level 4 (Fluent) Speaking/Reading/Writing English is required. Level 4 (Fluent) Speaking/Reading/Writing French is required. This maybe tested.
SKILLS AND ABILITIES Optional: A high degree of interpersonal and communication skills, together with some management skills. Ability to deal with high-level contacts and visiting DoS staff, work with colleagues to support ACC and mission programming. Must be able to draft correspondence in English and French. Ability to analyze and solve diverse and complex research questions. Identify target audience and their information needs. Computer skills including knowledge of DoS, word processing, and database applications. Must be able to lift boxes of books and other items weighing up to 12 kilograms.

Benefits:Agency Benefits:Locally Employed Staff, including Members of Household (MOHs), and Third-Country Nationals (TCNs), working at the U.S. Mission in Niamey, Niger may receive a compensation package that may include health, separation, and other benefits.
For EFMs, benefits should be discussed with the Human Resources Office.
The pay plan is assigned at the time of the conditional offer letter by the HR Office.
