Description of task

Under the direct supervision of the Programme Managers (Governance and Youth) or their designated representative(s), the national UN Volunteer will undertake the following tasks:

  • Provide administrative and logistical support to the management of programmes:
  • Provide administrative support and inputs in the preparation of programme work plan, budget, and proposals on programme implementation arrangements
  • Coordinate the collection of information for the project audit and support implementation of audit recommendations
  • Support development or updating of standard operating procedures, guidelines, checklists, templates and business processes in project management to support implementing partners
  • Identify sources, and gather and compile data and information for documents, guidelines, speeches and position papers
  • Provide secretariat services, including organizing and taking notes for Project Management Unit meetings, partners meetings, project review and/or evaluation meetings, as needed.
  • Provide support to the financial management of the Project Management Units in close collaboration with the finance unit:
  • Create projects in Atlas, prepare budget revisions, revise project awards and status; and determine unutilized funds and the operational and financial close of a project
  • Monitor budget preparation and the finances of the project, prepare periodic reports
  • Review financial reports from partners, prepare vouchers
  • Maintain compliance to internal expenditures control system, post transactions in Atlas
  • Create requisitions in Atlas, register good receipts
  • Follow up of cost-recovery
  • Provide advanced administrative support to the project coordination:
  • Oversee all logistical, administrative and financial arrangements for organization for meetings, workshops, events, and missions
  • Oversee travel arrangements for the Project Team, including travel requisitions and claims
  • Prepare public information materials and briefing packets
  • Prepare and assemble briefing materials and prepare power-point and other presentations; contribute inputs to the materials
  • Coordinate assets management in the project unit, prepare and submit periodic inventory reports, coordinate physical verification of inventory items;
  • Lead the preparation of procurement plans for the office and monitor their implementation
  • Generate procurement related reports, research and draft responses to enquiries
  • Review procurement requests and initiate procurement procedures for project equipment, supplies and services
  • Organize procurement activities and processes, including preparation and conduct of Request for Quotations, Invitations to Bid or Requests for Proposals, the opening and evaluation of tenders
  • Support the coordination of contract negotiations, prepare request for award of contract for the review and approval of relevant authorities, as required
  • Prepare Purchase Orders (PO) and contracts in and outside Atlas, create vendor profiles in Atlas
  • Review procurement processes conducted by the EVAW Programme, submissions to the Procurement Review Committee.
  • Provide administrative support to Resource Mobilization:
  • Work with finance and operations unit to follow up on cost-sharing agreements, contributions from partners, donors and units
  • Organize, compile and process information from programme donors and programme team, as inputs to various databases and documents.
  • Facilitation of knowledge building and knowledge sharing:
  • Support synthesis of lessons learnt, and best practices related to programme management and finance
  • Contribute to the organization of trainings, workshops, meetings and other events on programme and operations.

Qualifications/Requirements

  • Required degree level
  • Master degree or equivalent
  • Required experience
  • 60 Months

Experience remark

  • At least 5 years of progressively advancing experience in project management support, Financial Management, Logistics Management, Procurement and related fields in international and/or national NGOs, public and private organizations in development and humanitarian contexts

Language skills

  • French(Mandatory), Level – Fluent
  • English(Mandatory), Level – Working Knowledge

Area of expertise

  • Development programme/project administration, Other development programme/project experience, Monitoring and evaluation

Area of expertise details

  • Results-monitoring and implementation of systems and tools in the area of Results Based Management and monitoring and evaluation
  • Advanced computer skills: MS Offices applications including ability to create excel databases and produce graphs, Presentation and Graphic Design, Digital Media, Web based management information systems, email/internet
  • Resource Mobilization
  • Driving license
