OVERVIEW OF THE FUNCTIONS OF THE POST
BackgroundThe International Convention against Doping in Sport (2005) represents the only global legal instrument engaging public authorities in the protection of sport integrity, ethics and values, with currently 190 States Parties. The Conference of Parties (COP), meeting in ordinary session every two years, is the sovereign body of the Convention. The COP Bureau coordinates the work of the COP and intersessional activities, and it contributes to the implementation of COP Resolutions, in cooperation with the Secretariat, when entrusted by the COP.

In line with the requirements of Article 31 of the Convention, a specific monitoring mechanism is in place regarding States Parties’ measures taken for the purpose of complying with the Convention. This unique monitoring mechanism is based on a self-assessment questionnaire and uses an online tool called Anti-Doping Logic (ADLogic).
Over the years, considering the needs of States Parties and the developments in the fight against doping in sport, complementary tools and tailored-made guidance support have been developed to reinforce public authorities’ capacities to implement the provisions of the Convention. As more needs to be done to improve achievements, hence pursuant to COP7 resolutions, several key documents are being elaborated for submission to COP8 (2021). These include, inter alia, Operational Guidelines and a Framework of Consequences for non-compliance, a model legislative framework, compliance/good practice certification, all forming a set of triggers to be optimized in a long-term strategic approach. 
Assignment and deliverablesUnder the direct supervision of the Secretary of the International Convention against Doping in Sport, in the framework of the follow-up to the resolutions of the seventh session of the Conference of Parties (COP7) to the International Convention against Doping in Sport and considering the work plan of the COP7 Bureau, the Individual Consultant shall:

Review and provide relevant guidance and strategic advice on the (draft) Operational Guidelines and Framework of Consequences for non-compliance with the Anti-Doping Convention, from a legal dimension aimed at ensuring alignment with the Convention, as well as adapting the implementation of the Convention to recent developments at the international level in compliance with its objectives and with the mandate of the Conference of Parties and consistent with the outcomes referred to previously;Review and further elaborate the model legislative framework, complementing it with case studies or examples, where appropriate, particularly a comparative model with other existing international instruments related to the scoping of the International Convention against Doping in Sport;Analyse potential legal implications of recent developments of the Convention stakeholders (i.e. new instruments or mechanisms, legislation, regulations, etc. as appropriate) – specific matters will be determined in consultation with the Secretariat and the COP7 Bureau;Review and analyse linkages between the Convention and governmental and non-governmental stakeholders towards a harmonized anti-doping system at the global level; this may include, but is not limited to addressing the modus operandi currently applied in the regulatory approach of global anti-doping systems and exploring the institutional and intergovernmental corollary related to the adjustments/updates to the two Annexes of the Convention, revisions to the World Anti-Doping Convention and other elements in correlation with the Convention;Further elaborate the draft compliance/good practice certification for potential integration in the Operational Guidelines.
The Individual Consultant will work part-time and at a distance. His/her attendance may be necessary for various meetings (virtual or in-person) organized by UNESCO on matters related to the assignment. As such, travel may be necessary for in-person meetings, paying due attention to existing preventive measures related to COVID-19.
The expected duration of the assignment is of four months (18 December 2020 – 18 April 2021). The Individual Consultant shall provide monthly progress reports on tasks a) to e). In addition, the Consultant shall prepare and submit PowerPoint presentations for the COP7 Bureau meetings (as necessarily foreseen) organized throughout the duration of the assignment.
Deliverables related to points a) and b) shall be submitted by 18 January 2021; deliverables related to point c) shall be submitted by 18 February 2021; deliverables related to point d) shall be submitted by 18 March 2021 and deliverables related to point e) shall be submitted by 18 April 2021.

REQUIRED QUALIFICATIONS
Academic and professional requirementsAdvanced post-graduate degree (Master’s or higher) in public law;
At least 10 years of relevant professional experience in anti-doping policy-making and/or review, sport regulations, data protection, sport and anti-doping governance, responsibilities performed within an intergovernmental entity would be an asset;Excellent knowledge of the global anti-doping framework, major entities and legal instruments, notably of the International Convention against Doping in Sport and its related bodies and tools;Strong knowledge of sport and anti-doping legislation and policies at the national, regional and international levels
CompetenciesExcellent assessment, analysis and drafting skills​​​​​​​

Language requirementsFluency in both written and oral English is a requirement.

DESIRABLE QUALIFICATIONSPrevious professional experience in an anti-doping environment, preferably as part of a public authority, would be an asset.Knowledge of another official UN language would be an asset.
