METHODOLOGY
The consultant will be placed at NCCM in Cairo reporting to child protection specialist in UNICEF and to NCCM Secretary General, with frequent travels to governorates.
ACTIVITIES AND KEY TASKS
1.Lead the system strengthening component of UNICEF’s work in the designated governorates including border governorates.
2.Monitoring and Evaluation of implementation of Annual Work Plan (AWP) between NCCM and UNICEF for children on the move.
3.Ensure the IMS infrastructure is in place and the required licenses are purchased and PRIMERO case management system installed and operational. This should be in coordination with NCCM’s IT system team and progress reflected in the monthly report.
4.Lead children on the move national framework coordination to adopt and launch the national SOPs Annex on Children on the Move and CHL team training.
5.Support NCCM secretary general to chair and call for the national taskforce on children on the move and working group to finalize the referral pathways for children on the move.

-DELIVERABLES:
Activation of CPCs at gov. and district level by establishing protection units, allocate and institutionalize social workers for CPCs.
Provide quality check assurance reports related to workplans, ToRs, technical documents in relation to NCCM-UNICEF AWP.
Installation and operationalizing of PRIMERO case management system.
Revision, finalization and launching of National SOPs annex on children on the move, and training modules to roll out to the CHL team at NCCM.
Establish and activation national children on the move taskforce referral pathways in line with Annex SOP.
Draft an action plan according to the AWP UNICEF has developed with NCCM.
QUALIFICATIONS, SPECIALIZED EXPERIENCE AND ADDITIONAL COMPETENCIES
-Previous work experience 5-10 years in the field of childhood and development.
-A degree or master’s in political science, protection, or social sciences.
-High quality reporting and quality monitoring skills.
-Senior experience in communication and cooperation skills with international agencies.
-Fluent in both written and spoken Arabic and English.
CONDITIONS OF WORK
-Mainly Cairo with periodic visits to governorates.
-Monthly reports will be submitted to the UNICEF supervisor including a monthly work plan, progress reports, trip reports and other required reports.
-Trip reports will be submitted to the supervisor right after each trip.
-The payments will be made on monthly basis based on reporting against deliverables and a time sheet to be delivered by the consultant. The consultant work should meet the expectations of NCCM general Secretary with regards to the quality and the progress towards the expected tasks and deliverables.
