How can you make a difference?
The WASH Officer will contribute to the WASH programme by supporting with the interventions under the Urban Sanitation Programme (USP) and UNICEF Ghana COIVD-19 response plan, under the overall guidance of Chief WASH and in collaboration with the Urban Sanitation Specialist (Consultant). This includes assisting in programme progress assessments, in order to ensure that that project timelines are met.
Summary of key functions/accountabilities:
Implement, Monitor and Evaluate USP in Ghana, ensuring overall efficiency and effectiveness and accomplishment of programme goals and objectives.
Manage the implementation of the USP in a rigorous and transparent manner to ensure efficient/timely programme delivery and stakeholder engagement.
Work together with partners, to support the WASH team in providing technical support, guidance and oversight to UNICEF COVID19 WASH response in urban areas.
Ensure that UNICEF provides appropriate, targeted and effective emergency preparedness and emergency response support to the government.
Provide support for sector review and evaluation exercises, programme reviews and meetings with intra/inter-department and government counterparts.
Mentor and train government WASH staff at the local level in the principles and processes of WASH, enabling them to effectively participate in implementation and bringing about social change, especially around ending open by building and using household toilets.
Work closely and collaboratively with local government officials and other partners, NGOs and bilateral agencies in the different stages of USP implementation to provide technical support and guidance on appropriate technical, financial and institutional capacity building measures to achieve programme goals.
Promote knowledge management by exchange of knowledge, information, situation analysis, experience, good practices or lessons learned documents or reports including knowledge sharing of technical input or recommendations on major programme directions and on introduction of new initiatives in the country.
As a gender focal point for WASH section, ensure the effective participation and engagement of women in WASH Programme, especially in USP, by collaborating with CO gender focal point and the Ministry of Gender in mainstreaming gender approaches, including women involvement in SanMark.
Ensure that quality rights-based WASH programmes are effectively promoted and coherence, synergy and value added to programme management process through results based management.
Ensure that programme delivery, evaluation and reporting are carried out efficiently, rigorously and transparently in compliance with the established guidelines and procedures.
Collaborate with UN agencies and international NGOs working in WASH sector in delivering development and humanitarian assistance to avoid duplication and improve sector learning.
To qualify as an advocate for every child you will have…
Bachelor’s Degree (or equivalent) in Public Health, Environmental Management, Health Education, Civil Engineering or any other WASH related areas. Advanced university degree is an asset.
At least 5 years progressive professional experience in Water/Sanitation/Hygiene related programme in UN/Government/ NGO/Private sector
Good inter-personal skills and strong understanding of the local cultures and values
Experience on the implementation of urban sanitation programming is a significant asset
Experience on sanitation financing and marketing is a significant asset
Fluency in English

Good leadership and supervisory skills
Ability to communicate successfully with team on ground, local government agencies and aid partners
Ability to identify urgent and potentially difficult decisions and taking prompt action
Technical Knowledge:
Advanced technical knowledge of Urban Water, Sanitation and Hygiene, Urban Planning, Sanitary Engineering
Knowledge and awareness of communication for behavior change, WASH in schools, water supply projects management, monitoring and evaluation; integrated water resource management; community-based water supply.
Basic knowledge of
UNICEF policies and strategy to address WASH issues, including those relating to conflicts, natural disasters, recovery and disaster risk reduction and environment.
UNICEF financial, supply and administrative rules and regulations.
Rights-based and Results-based approach and programming in UNICEF.
UNICEF programme policy, procedures and guidelines in the Manual.
UNICEF Board endorsed policy papers and agency-wide programmes impacting on WASH results.
Knowledge and proficiency in the use of corporate office computer system applications and software, including LAN, email, word processing, spreadsheet, database, telecommunications.
Knowledge of global environmental issues that pertain to sustainable development and specifically relation to children and woman, and the current UNICEF position approaches.
Gender equality and diversity awareness.
