Background, Context and Justification
 UNICEF works towards realization of the rights of children as prescribed in the Convention of the Rights of the Child. In an effort to achieve its goals, UNICEF Guinea-Bissau applies various programme strategies and interventions at different levels.
There is an ongoing requirement for production of communication, advocacy and visibility materials that document key children’s issues and ongoing responses in the field through high quality content packages, to support UNICEF and the Government of Guinea-Bissau’s communication, advocacy and visibility efforts with policy makers, media, donors, partners and the public at large.
These high-quality content packages include design packages, advocacy toolkits, photo packages, human interest stories, videos and short films that document UNICEF’s work and programming. These content packages will be disseminated through different channels including website, social media platforms, external media networks, partner networks and donor reports.
To meet this requirement, UNICEF Guinea-Bissau would like to engage the services of consultants who will be available to undertake the following assignment.
1. Purpose
 The overall objectives are to:
Showcase UNICEF’s contribution for the rehabilitation of 78 health centres in the country, under EU, USAID and UNICEF funding through the example of three health centres.
Document the WASH in school programme with a special focus on hygiene promotion, sanitation marketing (introduction of menstrual cups) and the new latrine designs done during 2017-18
This documentation will be shared with the donors, stakeholders at the national and global level, and used as an advocacy tool.
2. Duration of assignment
 The assignment is for seven working days in the country and , in addition, 4 days of material editing home-based.
How can you make a difference?
The consultant will work under the guidance of the Chief WASH and Communication Officer will:
– Write, edit and finalize two concise human-interest stories and text for sociadia publications.
– Research issues being documented, including in-depth interviews with community, service providers, UNICEF staff, government counterparts and beneficiaries, while being mindful of the sensitivities of specific situations, to support the story writing.
– Capture relevant powerful images for stories and photo-essays.
– Review, organize, edit and consolidate material for knowledge products ensuring clarity and continuity of the argument; as well as clarity of structure and core themes.
– Proof-read, including checking spelling, country and city names as well as acronyms and other abbreviations (making sure that they follow official UNICEF terminology and conventions), style consistency, references etc.
– Ensure implementation of the UNICEF style guide (UNICEF style guide will be provided by the UNICEF Guinea-Bissau Country Office)
– Write digital media content as required including for Website and Social Media
– Be available for feedback and inputs as per the requirements of the office
– Be available for several rounds of editing with regards to stories.
3. Deliverables
Two well-written and edited human interest stories; one for Wash in Health Care facilities and one for WASH in Schools.
Propose at least 10 social media publications.
At least 40 photos, including extended captions (English only).
Produce and edit 2 video features of approx. 60 to 90 seconds with subtitles in Portuguese and English, one for the WASH in school programme and one for the WASH in Health Care facilities program
To qualify as an advocate for every child you will have…
Demonstrated ability to produce high quality, creative communication materials;
Proven experience of at least 5 years in public relations, communications and/or advocacy;
Experience writing for UN or other International Organizations an asset;
Experience and quality of work demonstrably meet the highest international standards;
Excellent track record along with experience writing about the social development sector;
Excellent ability to conduct interviews;
Excellent ability to craft compelling stories based on material gathered in interviews;
Ability to analyze, plan, communicate effectively orally and in writing;
Possess excellent research, analytical and writing skills;
Fluency in English (Oral & Written) is required.
Knowledge of Portuguese is an asset.
Procedures and logistics
UNICEF will provide orientation in respect to the consultant’s work
Consultant will use her/his computer and other equipment if necessary
Consultant will submit final products in an electronic form
Conditions
The nature of the contract will be temporary.
The consultant is expected to conduct all work independently, in accordance with professional standards.
The consultant will be required to travel within Guinea-Bissau based on the requirements of the assignment. The locations will be in Bijagos (Caravela, Formosa) and Bafata (Sare Bacar). For the education story the locations will be in Bafata (Tchewel and Sintcha Fanca)
Prior to commencing the contract, the individual consultant will be required to sign a Health Statement for consultants/individual contractors, and to document that he/she has appropriate health insurance, if applicable.
As a general principle, the fees payable to a consultant shall follow the best value for money principle (achieving the desired outcome at the lowest possible fee). Therefore, the consultants are required to indicate their fees for services to be provided (financial proposal).
Payment terms
Payment is linked to receipt and satisfactory acceptance of deliverables.
Travel expenses to and from Guinea Bissau should be included in the proposal, including eventual demands of perdiem. Travel costs inside the country will be arranged by UNICEF Guinea Bissau
Per Diem will paid at UNICEF consultant rates.
